VILLAGE OF POSEN MINUTES OF A REGULAR MEETING OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF POSEN HELD TUESDAY FEBRUARY 24 TH, 2015 AT 6:30 P.M. IN THE POSEN MUNICIPAL BUILDING CALL TO ORDER President Donald W. Schupek called the Regular Meeting to order for Tuesday, February 24 th, 2015 at 6:30 P.M. in the Posen Municipal Building, 2440 W. Walter Zimny Drive, Posen, Illinois 60469. ROLL CALL Upon the Call of the Roll by Clerk Grabowski, President Donald W. Schupek, Trustees G. Torres, D. Niemeyer, J Casillas, R. Klapkowski and A. Hulsey were present. Absent was Trustee D.J.Schnering. Also in attendance were Village Attorney Peter Murphy, Police Chief Doug Hoglund, Fire Chief Kevin Szewczyk, Public Works Director Ken Stachulak and Bookkeeper Angelito Alzona. PLEDGE OF ALLEGIANCE President Schupek led the Village Board and attending public in the recitation of the Pledge of Allegiance. RECORD OF THE PROCEEDINGS President Schupek called for a motion to approve the Minutes of the Regular Meeting held Tuesday, February 10 th, 2015 as written. Trustee Casillas moved, seconded by Trustee Torres to accept them. Trustees Torres, Niemeyer, Casillas and Klapkowski Voted Aye, Trustee Hulsey abstained. Motion was approved. President Schupek introduced a guest, President Mariyana T. Spyropoulos, from the Metropolitan Water Reclamation District who gave a talk about the Thornton Reservoir. The Thornton Reservoir is large enough to house more than 6 Soldiers Fields. Once in service, it will provide 4.8 billion gallons of storage for combines sewage from the Calumet TARP Service Area in addition to flood waters from Thorn Creek. It is coming online in summer 2015. It will protect 182,000 structures and serve 556,000 people.
Once operational, the transitional reservoir in the West Lobe will be decommissioned and returned to an active quarry. It will provide $40 million per year in benefits to 556,000 people in 30 communities: Blue Island, Burnham, Calumet City, Calumet Park, Dixmoor, Dolton, Harvey, Lansing, Markham, Phoenix, Posen, Riverdale and South Holland. There were no questions asked, so all gave her a rousing hand of applause. FINANCE & ADMINISTRATION Chairman D.J. Schnering In the absence of Trustee Schnering, President Schupek called for a motion to approve Warrant #20-14/15. Trustee Torres moved, seconded by Trustee Niemeyer to accept Warrant #20-14/15. All Trustees Voted Aye: motion was approved. President Schupek announced that the Village Offices will be closed Monday, March 2 nd, 2015 commemorating Pulaski Day. Regular hours will resume on Tuesday, March 3 rd, 2015 at 9:00 A.M. President Schupek directed the Clerk to read the Funds Balance Report for November 2014. General - $99,984.18 Real Estate Tax - $67,216.60 Illinois Funds - $9,537.97 President Schupek announced the next item on the Agenda is Ordinance #2015-03, Recinding Tax Abatement Ordinance. He then turned the floor over to Robert Rychlicki of Kane, McKenna and Associates, Inc. who gave a brief resume of this Ordinance. On October 28, 2014, the Village of Posen passed an Ordinance abating certain taxes for the fiscal year beginning on May 1, 2014, and ending April 30, 2015, as Ordinance #14-13. The Village President and Board of Trustees of the Village of Posen have determined that abating the tax levy for the Village s series 2004 General Obligation Bond is no longer in the best interest of the Village and citizens. Ordinance #14-13 is hereby rescinded. The abatement of those taxes set forth in said Ordinance is withdrawn. The collection of monies and the levy of taxes for Posen General Obligation Bonds, Series 2004 is hereby authorized with respect to the fiscal year beginning on May 1, 2014 and ending April 30, 2015. Attorney Murphy then read the entire name of Ordinance #2015-03: An Ordinance Rescinding the Village of Posen s Tax Abatement Ordinance for the Fiscal Year Beginning on the First day of May, 2014 and Ending on the Thirtieth Day of April, 2015.
President Schupek called for a motion to Accept Ordinance #2015-03. Trustee Torres moved, seconded by Trustee Casillas, All Trustees Voted Aye: motion was approved President Schupek directed the Clerk to read Ordinance #2015-04, Setting Fees for Special Event Liquor Licenses in the Village of Posen. Attorney Murphy gave an explanation of this Ordinance which is as follows: The Posen Village Code sets and defines the fees required for a special event liquor license. The President and Board of Trustees have determined that a change, to the amount of fees charged for said licenses, is in the best interest of the Village and citizens. A special event liquor license may be issued by the Village President or liquor commissioner for a period not to exceed ten (10) day. Such license may be issued only, after the President has designated an event as a special event. Notwithstanding any provision of this chapter, the fee for a special liquor license shall be fifty dollars ($50.00). President Schupek called for a motion to accept Ordinance #2015-04. Trustee Torres moved, seconded by Trustee Niemeyer to accept it. All Trustees Voted Aye: motion was approved. COMMUNITY HEALTH & DEVELOPMENT - Chairman J. Casillas Trustee Casillas gave the following Building Department report for January 2015 as follows: 14 Permits issued 2 Commercial Permits Total Building Permit Fees - $373.00 1 For Sale Inspection 2 Rental Inspections 0 Business Inspections No new businesses opened. PUBLIC WORKS Chairman D. Niemeyer Trustee Niemeyer announced water bills are due February 25 th before 5:00 P.M. Trustee Niemeyer directed the Clerk to read Ordinance #2015-02, An Ordinance Prohibiting Illegal Cross-Connections of Private Water Systems to Public Water Systems in the Village of Posen, State of Illinois.
Attorney Murphy gave an explanation of this Ordinance which is as follows: No person shall connect, maintain a connection or allow a connection of a Private Water System to the Public Water System in the Village of Posen without the knowledge and approval of the Superintendent of Public Works, and all such connections shall be subject to inspection pursuant to the Illinois Plumbing Code at the time that a connection is made and thereafter as provided in this Section. Trustee Casillas moved, seconded by Trustee Klapkowski to accept Ordinance #2015-02. All Trustees Voted Aye: motion was approved. FIRE Chairman R. Klapkowski Trustee Klapkowski had no report. POLICE Chairman G. Guel Torres Trustee Torres announced that Deputy Chief Bob Quirk is to give awards to Officers Wally Yerkes and Ronald Strzelczyk for their many years of service to the Posen Police Department. After the awards were given, Police Chief Doug Hoglund congratulated them and said he did not work with them, but if he did it would have been an honor. All present gave them a rousing hand of applause. Trustee Torres directed the Clerk to read Resolution #2015-02, Authorizing the Village of Posen, Illinois, to execute a Law Enforcement Mutual Aid Agreement between the Village of Posen and Cook County. Attorney Murphy gave an explanation of this Resolution which is as follows: The Village of Posen as a public agency of the State of Illinois, is authorized and empowered by the Constitution of the State of Illinois and the Illinois Intergovernmental Cooperation Act to enter into intergovernmental agreements with other public agencies on matters of mutual concern and interest such as the provision of adequate law enforcement personnel and resources for the protection of residents and property falling within the jurisdiction of the Village of Posen. In order to have an effective mutual aid agreement for law enforcement resources and services, this Village of Posen recognizes it must be prepared to come to the aid of other public agencies in their respective times of need due to emergencies or disasters. President Schupek called for a motion to accept Resolution #2015-02. Trustee Torres moved, seconded by Trustee Klapkowski to do so. All Trustees Voted Aye: motion was approved.
RECREATION Chairman A. Hulsey Trustee Hulsey announced the dates of when Citizenship Classes will be held and also March 2 nd, the date of the Altar and Rosary Society Meeting which will be at 1:00 P.M. Trustee Hulsey said he will start up the Book Club in April and the Newsletter will be sent out shortly. OTHER OPEN TO THE PUBLIC A resident asked a question regarding Ordinance #2015-03.
