Intrductin The Emergency Management Emergency Supprt Functin (ESF-5): Identifies and rganizes the resurces (human, technical, equipment, facility, materials and/r supplies) available t Lawrence Cunty and the City f Luisa t address and supprt emergency management needs in the event f either a natural r man-made disaster r emergency situatin; Identifies the respnsibilities f rganizatins charged with prviding emergency management in the case f a disaster r emergency situatin; Is established t assure the prvisin f emergency management supprt t Lawrence Cunty, the City f Luisa, and private-sectr respnse befre, during and after an incident/event; Prvides persnnel and resurces t supprt preventin, preparedness, prtectin, respnse, recvery and mitigatin in supprt f the primary emergency management bjectives f emergency management in emergency and disaster situatins. Emergency Supprt Functin 5: Defines the respnsibilities f Lawrence Cunty Fiscal Curt and the City f Luisa in the event f a natural, technlgical, terrrist r war related crisis; Prvides brad guidance t the lcal agencies f Lawrence Cunty Fiscal Curt and the City f Luisa as t respnsibilities in the event f a natural, technlgical, terrrist r war related crisis; Prvides prcedures t determine the severity and magnitude f natural, technlgical, terrrist r war related disasters r emergencies; Outlines the aid and assistance available t Lawrence Cunty Fiscal Curt, the City f Luisa and, individuals and business when a Presidential Disaster Declaratin is issued; Outlines the actins required f Lawrence Cunty Fiscal Curtand the City f Luisa t be eligible fr federal assistance under Public Law 93-288, ther related public laws, applicable Hmeland Security Presidential Directives, t include the Natinal Incident Management System (NIMS) and the Natinal Respnse Plan. Maximum utilizatin f lcal resurces is required t save lives, prtect the envirnment and minimize prperty damage in a disaster. This requires a crdinated effrt by the emergency respnse and supprting agencies in Lawrence Cunty Fiscal Curt and the City f Luisa perating frm the Emergency Operatins Center. Missin The missin f the Emergency Management Emergency Supprt Functin is t crdinate and rganize emergency management resurces in preparing fr, respnding t and recvering frm emergency/disaster incidents which impact the citizens f Lawrence Cunty. Scpe Nvember 2012 ESF- 5 / EMERGENCY MANAGEMENT 5.3

The scpe f this ESF includes: Assessing emergency management system damage and determining the required resurces t restre such emergency management systems; Crdinating with ESF-5/Emergency Management supprt agencies fr assistance in helping emergency management suppliers btain infrmatin, equipment, specialized labr, fuel and transprtatin t repair r restre energy systems; Crdinating infrmatin with lcal, state, and federal fficials and suppliers abut available emergency management supply recvery assistance; Prviding technical assistance cncerning emergency management systems. ESF-5/Emergency Management is a functinal annex t the Lawrence Cunty Emergency Operatins Plan (EOP) and t the extent pssible, infrmatin cntained in ther sectins f the EOP will nt be repeated in this ESF annex. Many f the agencies invlved in ESF-5/Emergency Management activities have existing emergency plans and prcedures which this ESF Annex is designed t cmplement and supprt. This Emergency Supprt Functin applies t all agencies with assigned emergency management respnsibilities as described in the Lawrence Cunty EOP. Situatins and Assumptins In the event f an incident anywhere in Lawrence Cunty, the City f Luisa and the City f Blaine, affected jurisdictins will require supprt and assistance in mitigatin, respnse and recvery effrts. Agencies f Lawrence Cunty Fiscal Curt, the City f Luisa and the City f Blaine, alng with private relief agencies, will prvide supprt t restre essential services; In the event f a threatened, r actual, usage f weapns f mass destructin, state and lcal gvernment must perfrm the missins f warning, evacuating, sheltering, prtecting frm the threat, treating the injured, returning evacuees, restring essential services and rehabilitating prperty. Cncept f Operatins The Lawrence Cunty Emergency Operatins Center (EOC) serves as the central lcatin fr interagency crdinatin and executive decisin-making, including all activities assciated with ESF- 5/Emergency Management during a disaster/emergency event. The ESF-5/Emergency Management Primary Agencies wrk with the EOC management team t ensure necessary emergency management tasks are accmplished. The Supprt and Partnering Agencies prvide resurces and persnnel t assist in accmplishing ESF-5 activities as required by the size and demands f the event. As calls are received requesting services and resurces during an emergency/disaster situatin, they are ruted t the ESF-5/Emergency Management desk t determine apprpriate actin. General ESF-5/Emergency Management is rganized cnsistent with the requirements f the Natinal Respnse Plan, the Natinal Incident Management System and uses the Incident Cmmand System (cmpsed f Planning, Operatins, Lgistics and Finance/Administratin Sectins with their standardized Units, Teams, psitins, frms and terminlgy) t manage its emergency/disaster respnsibilities. This structure and system supprts incident assessment, planning, prcurement, deplyment and crdinatin f emergency management supprt peratins fr Lawrence Cunty, the City f Luisa and the City f Blaine. Pursuant t the Incident Cmmand System structure, the Planning, Lgistics, Finance/Administratin and Operatins Sectin Crdinatrs plus staff at the Emergency Operatins Center (EOC) assist the EOC Manager in achieving the verall missin. Sectins, Units, Teams, staffing levels, etc. are mdular and scalable, depending n the type, size, scpe and cmplexity f the emergency r disaster event. Prcedures, prtcls and plans fr emergency management disaster respnse activities prvide guidelines fr peratins at the Lawrence Cunty Emergency Operatins Center and in the field. The Emergency Operatins Plan and crrespnding Appendices, Incident Annexes, Supprt Annexes and Standard Operating Guidelines that describe ESF-5/Emergency Management capabilities are based n Natinal Planning Scenaris, Universal Task List and Target Capabilities and are the basis f these guidelines; Peridic training and exercises are cnducted t enhance effectiveness; Emergency management planning is cntinuus, beginning well befre impact f appraching natural disasters and immediately upn thse nt frecasted. A large event requiring reginal, state and/r interstate mutual aid assistance will require ESF- 5/Emergency Management implementatin. ESF-5/Emergency Management will crdinate with supprt agency cunterparts t seek and prcure, plan, crdinate and direct the use f any required emergency management assets. When an event requires a specific type r respnse mde, emergency management technical and subject matter expertise may be prvided by an apprpriate persn(s) frm a supprting agency with skills relevant t the type f event. The individual will advise and/r direct peratins within the cntext f the Incident Cmmand System structure. As illustrated in Figure 5-1: ESF-5/Emergency Management Cncept f Operatin, ESF-5 will give pririty t five fundamental, interrelated functins: Nvember 2012 ESF- 5 / EMERGENCY MANAGEMENT 5.5

Use technlgy and human intelligence t cllect, analyze and disseminate infrmatin n direct and indirect disaster impacts, Assess the capabilities f lcal gvernment, the business cmmunity and vlunteer agencies t effectively respnd t the disaster; Assess and priritize the immediate needs f impacted cmmunities, neighbrhds and areas f the cunty; Incrprate the analyses int Incident Actin Plans that establish peratinal bjectives and identify resurce requirements t accmplish these bjectives; Utilize an Incident Actin Matrix t establish pririties, assign tasks t agencies, and track prgress in meeting bjectives. 5. PREPARE AND IMPLEMENT INCIDENT ACTION ESF- 5- EMERGENCY MANAGEMENT CONCEPT OF OPERATIONS 1. ASSESS IMPACTS 2. ASSESS LOCAL RESPONSE CAPABILITIES 4. PREPARE AND IMPLEMENT INCIDENT ACTION PLANS (IAP) 3. PRIORITIZE NEEDS OF IMPACTED AREAS Figure 5-1: ESF-5/Emergency Management Cncept f Operatins Cpies f mutual aid agreements fr emergency management resurces are kept n file by the Lawrence Cunty Emergency Management Agency. The Lawrence Cunty Emergency Management Agency will maintain up-t-date infrmatin f emergency management services in Lawrence Cunty including- Names f respnsible fficials (reviewed/updated quarterly), ESF-5/Emergency Management staffing directry (reviewed/updated quarterly), ESF-5/Emergency Management ntificatin lists (reviewed/updated quarterly), Majr emergency management equipment identified in Resurce Typing and readiness status (reviewed/updated annually). The ESF-5/Emergency Management Emergency Operatins Plan plus accmpanying Appendices, Annexes and Standard Operating guidelines are maintained by the Lawrence Cunty Emergency Management Agency and are reviewed and updated by Emergency Management at least annually. Supprt agencies may develp and maintain their wn similar dcuments fr internal use, which must be cmpatible with and in supprt f the verall Emergency Operatins Plan. All such dcuments must be cmpliant with the Natinal Respnse Plan, Natinal Incident Management System, Incident Cmmand System and the Emergency Operatins Plan (EOP). Lawrence Cunty Emergency Management Agency is respnsible fr training and cntinuing educatin f their persnnel. The Lawrence Cunty Emergency Operatins Center uses WebEOC (crisis management sftware) t supplement disaster management planning and actins. Specifically, all f the applicable Emergency Supprt Functins, agency based emergency peratins centers, and ther facilities r functins as apprpriate are able t cmmunicate their needs and status thrugh WebEOC. This allws all f the infrmatin t be integrated fr the specific event and t assess what actins, resurces and needs exist. Ntificatins Lawrence Cunty E911 Dispatch is the cunty s 24 hur Warning Pint. When the cunty r an area f the cunty has been threatened r impacted by an emergency r disaster event, Lawrence Cunty E911 Dispatch will ntify the Lawrence Cunty Emergency Management Agency Directr wh in turn will ntify the State Emergency Operatins Center Duty Officer. The state Emergency Operatins Center ntifies applicable state agencies including the Reginal Respnse Manager f KyEM Regin 7. ESF-5/Emergency Management will be activated r placed n standby upn ntificatin by the Lawrence Cunty Emergency Management Agency. Upn instructins t activate this Emergency Supprt Functin, the ESF-5 Crdinatr and Supprt Agencies will implement their prcedures t ntify and mbilize all persnnel, facilities and physical resurces ptentially needed, based n the emergency circumstance. Directin and Cntrl Lawrence Cunty Emergency Management Agency is the lead agency fr ESF-5 and will manage the emergency activities f ESF-5/Emergency Management. ESF-5/Emergency Management perates frm the Lawrence Cunty Emergency Operatins Center (EOC) n a 24 hur/7 days a week schedule t help maintain the flw f emergency management services. The Lawrence Cunty Emergency Management Agency functins as the fficial disaster rganizatin fr preparedness, mitigatin, respnse and recvery within Lawrence Cunty and serves as the fcal pint fr ESF-5 activities. It is respnsible fr ensuring that all apprpriate prgram departments, supprt agencies, ther Emergency Supprt Functins and private vluntary agencies have knwledge abut the system and ESF-5 expectatins. The ESF-5/Emergency Management system perates at tw levels the Emergency Operatins Center and field peratins. All management decisins regarding cunty and/r reginal resurce allcatin are made at the Emergency Operatins Center by the ESF-5/Emergency Management Crdinatr during emergency activatins. In accrdance with a missin assignment frm ESF-5 and further missin tasking by a lcal primary agency, each supprt rganizatin assisting in an ESF-5 assignment will retain administrative cntrl ver its wn resurces and persnnel but will be under the peratinal cntrl f ESF-5/Emergency Management. Delegatin f missin peratinal cntrl may be delegated t a management Supprt Unit, Multi-Agency Crdinatin Team r a lcal entity. Nvember 2012 ESF- 5 / EMERGENCY MANAGEMENT 5.7

Organizatin Respnse t an emergency/disaster event in Lawrence Cunty is prgressive as demnstrated in Figure 5-2: Prgressive Requests fr Emergency/Disaster Resurces. The initial respnse t an emergency/disaster situatin is met by the use f the emergency management resurces available at the lcal level. Lawrence Cunty Fiscal Curt, the city f Luisa and the city f Blaine activate available resurces. When the emergency management needs fr resurces and/r services exceed the capability f what is available in the jurisdictins within Lawrence Cunty, established mutual aid agreements with surrunding cunties t prvide emergency management, such resurces are utilized. When needed emergency management resurces cannt be lcated thrugh mutual aid agreements, the Lawrence Cunty Emergency Operatins Center requests resurces thrugh the state Emergency Operatins Center. The state Emergency Operatins Center lcates resurces thrugh intra- and inter-state mutual aid agreements and federal assets. In the Incident Cmmand Structure, ESF-5/Emergency Management is lcated in Planning as shwn in Figure 5-3: Incident Cmmand System Structure: ESF-5 Emergency Management. ESF-5 will maintain accurate and cmplete incident files, including a recrd f the majr steps that ESF-5 has taken in preparing and executing the Incident Actin Plans. Regin When lcal resurces are verwhelmed r depleted, additinal emergency management resurces are btained thrugh established mutual aid agreements Lawrence Cunty has with cunties in the regin. The Planning Chief, in cnsultatin with the requesting jurisdictin, cntacts the agencies with whm mutual agreements are in effect t determine if the requested resurces are available. Additinally, either the KyEM Regin 7 Respnse Manager r the state Emergency Operatins Center can be cntacted t determine the apprpriate state agency serving as the lead agency fr emergency management crdinatin/supprt at the state level. That agency can designate a liaisn t the Lawrence Cunty EOC t assist Emergency Supprt Functin 5 and t the extent capable prvide crdinatrs, assessrs and peratinal persnnel in supprt f the EOC r field activities. On activatin f an emergency peratins center in mre than ne cunty, the lead agency fr emergency management crdinatin/supprt at the state level may supprt the crdinatin f the event respnse with reginal resurces r request additinal resurces thrugh the State Emergency Operatins Center. State During an emergency r disaster event, ESF-2/cmparable primary and supprt agencies at the State Emergency Operatins Center reprt and functin under the verall directin f the Kentucky Divisin f Emergency Management Directr. During the respnse phase, ESF-5/cmparable evaluates and analyzes infrmatin regarding emergency management requests. ESF-5/cmparable als develps and updates assessments f the emergency management situatin/status in the impact area and initiate cntingency planning t meet anticipated demands and needs. The Kentucky Divisin f Emergency Management develps and maintains the verall State Emergency Operatins Plan and accmpanying Appendices and Standard Operating Guidelines that gvern respnse actins related t emergencies. Actins Actins initiated by ESF-5 are gruped int phases f emergency management: preparatin, mitigatin, respnse and recvery. Each phase requires specific skills and knwledge t accmplish. Each phase requires significant cperatin and cllabratin between all supprting agencies and the intended recipients f service. ESF-5 encmpasses a full range f activities frm training t the prvisin f field services. Preparedness Actins Pririty will be given t develping an enhanced ESF-5 capability in Lawrence Cunty as part f an nging effrt t ensure peratinal readiness fr majr r catastrphic disasters. This sectin highlights fur key preparedness initiatives. Intelligence Cllectin and Analysis The ability t acquire, analyze and disseminate infrmatin and intelligence n disasters and their impacts is fundamental t effective use f intelligence t establish peratinal and lgistical bjectives and pririties. Intelligence can be cllected, analyzed and used in supprt f three verlapping phases f disaster peratins: risk assessment; impact assessment and immediate respnse; and sustained respnse and initial recvery. There are three types f ESF-5 assessments: Pre-disaster assessments (predicted impacts), which uses GIS and ther predictive tls t estimate disaster impacts. Immediate, pst-disaster impact assessments, which fcus n: Disaster impacts n peple, buildings and infrastructure with emphasis n assessments f functinality f essential services, and; Lcal respnse capabilities and immediate needs. Pst disaster damage assessments, which assess buildings, infrastructure and debris. Intelligence bserved disaster impacts will be used by ESF-5 t assess Lawrence Cunty ESF capabilities (respnse and recvery). This infrmatin has tw applicatins: T evaluate ESF resurce and capabilities and shrtfalls (e.g., availability f trained persnnel, equipment, supplies) t determine the level f state and federal assistance that is needed, rganized by ESF; and T rapidly cmmunicate estimated ESF shrtfalls t the Lawrence Cunty Emergency Management Agency and State Emergency Operatins Center. On an annual basis, at least ne exercise will be used t evaluate ESF-5 readiness: Incrpratin f Lawrence Cunty ESF-5 prcedures int an annual Kentucky Divisin f Emergency Management functinal r full-scale exercise. Respnse Actins Respnse actins/initiatives include: The effectiveness f a respnse peratin will be based in large part n the ability f ESF-5 t generate accurate, timely and usable disaster intelligence prir t, during and after an event ccurring. Recvery Actins Planning fr recvery shuld begin with initial analyses f the ptential impacts f the disaster. Planning fr recvery will cntinue with initial analyses f actual impacts f a disaster, including disaster impacts n the ppulatin, buildings and infrastructure t identify majr recvery issues, needs, pririties and shrt-term strategies. Recvery planning under ESF-5 will address the fllwing: Building inspectin requirements and pririties; Emergency and temprary husing issues; Business impacts (direct and indirect); Debris management; Rute clearance; Utilities restratin. Mitigatin Pre- and pst-disaster analyses f disaster impacts n buildings, infrastructure and the general ppulatin can be used t: Supprt mitigatin decisin-making; Analyze the perfrmance f essential facilities (hspitals, shelters, plice, and fire) in scenari disasters can be used in mitigatin measures t strengthen these facilities; Analyze cmmunity ecnmic impacts including the ttal percentage f building stck damaged in disaster and replacement values can be used in setting mitigatin and recvery gals and pririties; Adjust mitigatin gals, bjectives and pririties; Prvide infrmatin n the need t maintain and update needed cmputer data and prgrams, maps, critical facility infrmatin, evacuatin studies, demgraphics and critical cunty data (e.g. shelter capacity, evacuatin rutes, etc). Status Reprts The primary agency will maintain status f all utstanding assistance requests and unreslved ESF-5 related issues. This infrmatin will be summarized int peridic status reprts and submitted in accrdance with applicable perating prcedures. Expenditures and Recrdkeeping Each ESF-5 agency is respnsible fr establishing administrative cntrls necessary t manage the expenditure f funds and t prvide reasnable accuntability and justificatin fr federal reimbursement in accrdance with the established guidelines. The first surce f funds fr expenditures by agencies in respnse t emergency, imminent disaster, r recvery frm a catastrphic incident, is t be frm funds assciated with each lcal agency. ESF-5 is respnsible fr managing financial matters specific t ESF-5 activity and related t resurces prcured/used during an event and frwarding that infrmatin t the Finance/Administratin Sectin.
