Overall Risk Rating -- Substantial Implementation Status and Key Decisions Progress towards the achievement of the PDO has been downgraded to Moderately Unsatisfactory, as lack of counterpart funds has continued to affect project implementation. Wuhan and the Bank have agreed to carry out a series of strategic actions to improve project execution. Some of these actions were implemented during the last year with positive results. From September 2013 to September 2014, the loan disbursed US$17.33 million, equivalent to 40.3% of the total disbursed amount of US$42.99 million. However, counterpart funds are needed to ensure successful project execution and the achievement of the PDO. Wuhan PMO has agreed to find the necessary counterpart funds. The Project needs to be restructured to reflect changes to the Public Transport, Road Safety and Road Improvement Components. Wuhan PMO will submit the official request for restructuring once it has found the necessary counterpart funds.
