The aims f the Oxfrdshire Infrastructure Strategy What we are ding and why The aims f the OxIS study are: T set ut the infrastructure investment needed t supprt jbs and husing grwth in Oxfrdshire T shape & influence investment strategies and plans at a natinal, sub- reginal and lcal level T plan fr infrastructure ver a lnger time hrizn t 2040 This will help t supprt ecnmic and husing grwth in Oxfrdshire by: Ranking the delivery f different types f infrastructure Helping us maximise the use f available and planned infrastructure capacity Helping us make better infrmed chices abut the lcatin f future grwth Better psitining Oxfrdshire in funding and investment discussins with Gvernment Imprving the quality and cntent f bids fr external funding Infrming and enhancing strategic develper funding negtiatins Infrming and facilitating dialgue with cmmunities, develpers and key stakehlders n the impact f grwth Demnstrating the attractiveness f Oxfrdshire as a business investment lcatin Prmting the Oxfrdshire brand within the reginal, natinal and internatinal cntexts

Infrastructure types that are cvered by this study

The area that the study cvers

The OxIS study area in relatin t the reginal cntext The fcus f the OxIS study is n the needs f Oxfrdshire, hwever it is imprtant t understand these needs in the cntext f the wider regin. In particular, investment in Oxfrdshire s infrastructure may have ptential benefits fr neighburing areas and this can strengthen discussins with gvernment. Likewise, investment and grwth near t Oxfrdshire s brder culd als place additinal demand n the cunty that needs t be taken int accunt.

The key stages f the OxIS study Stage 1 Reprt (infrastructure evidence base) Octber 2016 t April 2017 Stage 2 (ranking f infrastructure) May t mid Sept 2017 Stakehlder and Public Engagement July t early September 2017 Oxfrdshire Grwth Bard meeting (OxIS reprt n agenda) 26th September 2017

STAGE 1 Findings Husing Grwth Sites as set ut in current adpted and draft/emerging lcal plans* *This map was prepared prir t the publicatin f the Suth Lcal Plan. Sites in draft plans are als subject t change and OxIS will need t be regularly updated t reflect any changes

STAGE 1 Findings Emplyment Grwth Sites as set ut in current adpted and draft/emerging lcal plans* *sites in draft plans are subject t change, and OxIS will need t be regularly updated t reflect any changes

STAGE 1 Findings Infrastructure Prject Schedule Stage 1 utput prduced frm a number f surces List f all infrastructure prjects identified as critical and essential t supprt the assessed scale f husing and ecnmic grwth t 2040 Key Infrmatin recrded: Infrastructure type Gegraphy and lcatin Prject status Descriptin f prject Delivery respnsibilities Timing f Requirement Estimated Prject Csts Secured Funding Estimated Ptential Funding

STAGE 1 Findings Csts and Funding Review Headlines: 2016 2040 infrastructure csts: circa 9 billin 2016 2040 identified funding: 500 millin (limited t secured transprt and fld defence) Further ptential funding surces and private sectr delivery (utilities) Funding Gap culd reduce but remains cnsiderable Nte: this is a snapsht frm the AECOM phase 1 reprt and is subject t change ver time.

OXIS STAGE 2 Prject Ranking Why d we need t rank infrastructure investment? Limited public sectr funding and develper cntributins available, resulting in a gap f c. 9 billin in funding Need t extract the mst value and efficiencies frm the limited funding we have available A need t rank investment that directly supprt sites that will deliver the required ecnmic and husing grwth T demnstrate t Gvernment and funding prviders the investment needs that are required fr Oxfrdshire Demnstrate t residents what the cunty s infrastructure needs are, using a strng evidence base

GROWTH CORRIDOR PROFILES Crridrs f Grwth & Investment T aid analysis, the OxIS study has gruped areas int 9 grwth crridrs which are: 1. Knwledge Spine Nrth 2. Knwledge Spine Suth 3. A44 Crridr 4. A4074 Crridr 5. A40 Crridr 6. A420 Crridr 7. A4260 Crridr 8. Oxfrd 9. M40 Thame Area

OXIS STAGE 2 Prject Ranking Hw we will rank the infrastructure investment Prjects have been categrised int three brad grups. These grups represent the scale f influence that a prject has n an area. These grups are: Reginal Infrastructure: Crssing r adjining Oxfrdshire and f Natinal r Reginal imprtance Cuntywide Infrastructure: Of Cuntywide imprtance, crssing multiple authrities Lcal Infrastructure: Fcused within cncentratins r crridrs f grwth

OXIS STAGE 2 Prject Ranking The 11 criteria definitins that prjects will be scred against and ranked, summarised in fur brad grups Prject Type Criteria name 1 Unblcking Stalled Develpment 2 Enabling New Develpment Criteria Definitin Prjects that address existing infrastructure capacity issues and unlck stalled develpment sites t enable grwth. Prjects that address existing infrastructure capacity issues and enable new develpment sites t enable grwth. 3 Mitigating Develpment Prjects that address the additinal infrastructure burden generated by a prpsed develpment site n existing infrastructure capacity thrugh mitigatin (either by expanding r imprving existing infrastructure r prviding new infrastructure). 4 Safeguarding Develpment Grwth Supprted Criteria name Prjects that safeguard existing hmes r jbs Criteria Definitin 5 Hmes Supprted What scale f husing delivery is enabled by the implementatin f this infrastructure prject? 6 Jbs Supprted What scale f ecnmic develpment (emplyment sites) is supprted by the implementatin f the infrastructure prject

OXIS STAGE 2 Prject Ranking The 11 criteria definitins that prjects will be scred against and ranked, summarised in fur brad grups, cntinued Deliverability Criteria name Criteria Definitin 7 Level f Cmmitment Prjects that are cmmitted t, in terms f funding and schemes which are at an advanced stage (i.e Part funding in place) r a ntable stage (i.e. published in plans [submissin draft and abve] wuld be cnsidered a high pririty as ppsed t thse that are initial ideas r the result f mdelled need nly). 8 Cmplexity f Delivery The extent t which the infrastructure prject has issues (utside funding) which may als require reslving prir t delivery. Examples might include number f delivery partners invlved, cmplexity f land assembly, length f cnstructin perid. 9 Interrelatinships The extent t which the infrastructure prject has adverse r beneficial interrelatinships with ther prjects Assciated Impacts Criteria name Criteria Definitin 10 Scial Benefits Extent t which prject impacts upn health f ppulatin, learning and skill develpment pprtunities 11 Envirnmental Benefits Extent t which prject impacts upn natural and r urban envirnment and lcal air quality and nise
