Information DESCRIPTION: Bids were solicited from seven contractors for the purpose of constructing an ADA compliant public sidewalk that will connect the existing Palouse Mall sidewalk to Hatley Way near the U-Haul Store (Base Bid). Alternate Bids were also solicited for the construction of concrete stairs from the west end of the mall sidewalk down to Hatley Way (Alternate No.1), and to replace three existing non-compliant pedestrian ramps on Hatley Way with new curb, sidewalk, a vehicle approach for the Montgomery Road driveway, and modifications to the existing concrete street for drainage improvements (Alternate No.2). Of the three bids that were received, Curtis Concrete Construction Inc. submitted the low bid for the total project, including both bid alternates, of $49,606. Funds in the amount of $18,694.50 have been received from Wal-Mart to be used toward construction of the project. The remaining costs for the sidewalk portion of the project will be paid by the City's Sidewalk Program. The concrete street portion of the project will be funded through the City's Developer Participation item in the Streets Fund. This item was discussed by the Public Works/Finance Committee on Monday September 9, 2013 and forwarded to the full Council for approval, but without a recommendation regarding which of the alternate bid items to award. STAFF RECOMMENDATION: Accept the low bid from Curtis Concrete Construction Inc. for the base bid and both alternates for a total contract amount of $49,606 and authorize up to 10% of the contract amount in administrative change orders, if needed.
