Active Sussex Abut us Active Sussex is the brand name f the Sussex Cunty Sprts Partnership (CSP) Trust, the nly cuntywide rganisatin fr sprt and physical activity recgnised by the natinal bdy Sprt England. Encmpassing the cunties f East & West Sussex, as well as the City f Brightn & Hve, Active Sussex is a partnership f public, private and vluntary sectr rganisatins wh are cllectively cmmitted t increasing participatin in sprt and physical activity acrss the cunty, adding value by wrking tgether. Active Sussex s Bard has been frmed t independently versee, scrutinise and guide the wrk f the CSP, t make decisins where apprpriate, and t ensure gd gvernance f the CSP. The Bard als versees delivery f the emerging 2018-21 Strategic Framewrk fr Sprt and Physical Activity fr the cunty. The Active Sussex executive team is tasked with crdinating this wrk. The Strategy will fcus primarily n hw increased participatin in sprt and physical activity can enhance the lives f Sussex residents, and as a pririty will fcus n three pririty grups: 1. Peple living in areas f sci-ecnmic disadvantage and/r n lw incme 2. Older adults, and thse with life-enduring disability 3. Children and yung peple The CSP als wrks t supprt ther relevant netwrks t imprve pprtunities, t attract funding/investment fr sprt, including facilities and t imprve crdinatin, netwrking and partnership wrking acrss the sectr in Sussex. The Bard Bard Cmpsitin The recently published UK Cde f Sprts Gvernance (2017) requires that a Bard shall be f an apprpriate size t: a) meet the Requirements f the rganisatin; b) have the apprpriate balance f skills, experience, independence and knwledge; c) manage changes t its cmpsitin (including that f its cmmittees) withut undue disruptin; and d) prmte an pen dialgue amngst the directrs. Active Sussex s gverning dcument allws fr a maximum f 12 trustees (Article 11) n its Bard. The CSP cnsiders that this number t be an apprpriate size t manage changes t its cmpsitin, and that f its sub-cmmittees. It s current structure cnsists f 12 trustees, including the Chair and Vice-chair, and there are three sub-cmmittees (see diagram) n which apprpriately-skilled trustees will serve. Article 11 drives the annual trustee recruitment prcess, whereby ne third f its trustees (up t fur) must stand dwn each year. In accrdance with its gverning dcument, the schedule f appintments infrms the Trust wh is due t step dwn frm each sub-cmmittee, and when, and trustees are recruited annually t fill any gaps. Bard Aims, Objectives and Principles T set the values, strategic directin and plicy f Active Sussex T respnd t lcal, reginal and natinal influences, including the representatin f Active Sussex and physical activity n all relevant lcal, reginal and natinal plicy and strategy cnsultatins T advcate fr sprt and fr Active Sussex T ensure Active Sussex is fit fr purpse T advise n the annual business plan and assciated budget, and receive perfrmance management infrmatin T scrutinise the CSP s gvernance, risk management, financial management, strategy implementatin and delivery team (Active Sussex Team) perfrmance T accunt t Sprt England fr the perfrmance f the delivery team (Active Sussex Team) and the allcatin, use and management f its grant funding T manage the Active Sussex Bard and senir staff recruitment prcess These aims and bjectives will supprt and cmplement the utcmes highlighted in the Gvernment Strategy Sprting Future: A New Strategy fr An Active Natin (December 2015), where sprt will be assessed in its cntributin in Sussex t: Physical wellbeing Mental wellbeing Individual develpment Scial/cmmunity develpment Ecnmic develpment In additin, the Bard s aims and bjectives will als seek t cmplement and cntribute t lcal strategic pririties and stated utcmes fr physical activity in Sussex. 3

Remit f the Bard The Bard is the verall Gverning Bdy f the Sussex Cunty Sprts Partnership Trust. It is an independent Bard which makes decisins where apprpriate and prvides gd gvernance f the CSP The Bard will take respnsibility fr setting the strategic directin f the CSP, mnitring and evaluating the effective delivery f the CSP s bjectives and being accuntable fr the achievement f key targets and utcmes It is the Bard s respnsibility t ensure that these aspects f the CSP s business are maintained and imprved t the satisfactin f partners and funders thrugh transparent and planned prcesses The clear separatin f the Bard (the Gverning bdy) and the staff (the CSP s wrkfrce) is fundamental t gd gvernance f the CSP. Day-t-day management f the CSP is nt a Bard functin, and authrity is delegated fr achieving the strategic utcmes, tgether with the necessary authrity t make decisins in a specified range f activities t the Chief Executive. Within this, specific rles will include: Strategic Leadership & Planning Prviding clear directin fr sprt and physical activity in the cunty thrugh the prductin f a CSP strategy and annual business plan in rder t mtivate, inspire and drive the team and their partners Prviding implementatin leadership Prmting the CSP visin, aim and cre values Advcacy Advcating the benefits f sprt and physical activity and Active Sussex lcally, reginally and natinally Recgnising and celebrating success in the CSP Securing resurces fr sprt and the wrk f Active Sussex Partnership Building Opening drs fr sprt and physical activity and fr the CSP Encuraging cllabratin Valuing and supprting peple t achieve the CSPs gals Engaging stakehlders in a cnsistent and managed way t ensure cmmitment and satisfactin Risk Management Maintaining the CSP risk register and reviewing it n a quarterly basis In additin t having and using a risk management and internal cntrl system (as in sectin 14 belw), tgether with the Trust's regular systems reviews, the Bard (assisted by the Gvernance & Audit Cmmittee) will stand back and annually take a fresh lk at their risk system r framewrk as a whle, and review its effectiveness The same actin (separately) will be undertaken fr the Trust's internal cntrl systems r framewrk These will bth be dcumented in the Bard TORs. Gd Gvernance Ensuring the CSP meets apprpriate standards f gvernance Accuntability Ensuring implementatin and cntinuus imprvement f CSP strategies and business plans with a custmer/client-centred apprach Reprting n perfrmance Assuming respnsibility, bth mral and legal, fr the actins f the CSP and its resurces (financial and nn-financial) 4
