Design Cuncil CONSULTANT GUIDELINES Intrductin: The Design Cuncil s missin is t advise and make recmmendatins t the City Manager and City staff n matters f aesthetic quality related t the built envirnment. The gal is t imprve the quality f life fr all citizens and visitrs in Wichita thrugh the highest design standards that meet the general needs and wishes f the citizens f Wichita. The Design Cuncil is a bdy f 15 design prfessinals wh advise the City Cuncil and City Manager n design standards related t all public imprvements. The City Cuncil and City Manager, wishing t imprve the visual qualities f the municipal envirnment created this team t advise them n matters and methds f accmplishing a mre beautiful city. The fundamental respnsibility f the Design Cuncil is t guarantee that the citizens f Wichita receive the highest level f design quality in the built envirnment pssible within the limits f bureaucracy, budget and time. Special Cnsideratin Prjects: This prcess has taken frm in a cperative attitude tward city departments and their cnsultants. The perative tne is ne f a wrkshp atmsphere where all invlved seek a finer prduct and uses an integrated design team apprach fr prjects requiring special cnsideratin. Special cnsideratin is defined as prjects that ccupy high visibility lcatins, pssess mnumental scale, reside within the central business district, r establish an identifying place, neighbrhd r planning dcument within the City. Prjects identified t need special cnsideratin will require an integrated design team apprach. Integrated Design Team: Integrated Design Team apprach encurages design that stems frm the pursuit f enhancements nt as add-ns but rather as fundamental elements f a structure planned during the early phases f a prject by appraching design, architecture, engineering, landscaping and art at the same time. The City envisins a design prgram that cnsiders the highest design standards in every neighbrhd; alng ur rivers, within ur parks, n ur public transprtatin systems and city streets, in ur municipal buildings and ur public spaces. The City challenges Design Teams t create prjects that find innvative slutins using ur ecnmic resurces t their best advantage. A successful cllabratin prvides a framewrk fr design prfessinals t find slutins that culd nt have been cnceived f individually. 1

Design Review Prcess CIP and Design Criteria Prcess List f prjects The City Manager, members f City Cuncil and their lcal District Advisry Bards (DABs) makes recmmendatins fr prjects they wuld like included in the list f all Capital Imprvement Prjects (CIP) prjects. City Staff develps a preliminary budget amunt t each prject. Identifying Prjects fr Special Cnsideratin During this early phase in the prcess, the Design Cuncil and City Staff review the CIP list f prjects and identify prjects which they believe meet the definitin f requiring special cnsideratin. Prjects which meet these criteria will require an integrated design apprach. Nt all prjects will meet the definitin fr special cnsideratin r require an integrated design team but will still need review. Once the Design Cuncil and City Staff have identified thse prjects they believe require special cnsideratin they will submit their list f recmmendatins t the City Manager and members f City Cuncil. Site Tur and Review The City Manager and members f City Cuncil will tur and review prjects that are recmmended t receive special cnsideratin with members f the Design Cuncil and City Staff. It is during this visual tur that special cnsideratins are identified and design criteria are further develped. Defining Criteria in Writing Fllwing the tur City Cuncil, the City Manager, City Staff, and Design Cuncil members will meet t review prjects identified fr special cnsideratin, t discuss design criteria specific t thse prjects, t advise n the prpsed budget and t frmalize recmmendatins in writing as part f the CIP prgram. (See Exhibit A) Draft CIP prepared by CIP Cmmittee The CIP cmmittee will then meet t draft the CIP dcuments which include the written recmmendatins fr design criteria n prjects requiring special cnsideratin. Priritizatin Members f City Cuncil and the City Manager meet t priritize the CIP prjects. District Advisry Bards (DABs) r ther public input will be used at the discretin f City Cuncil members t identify prjects requiring special cnsideratin r t priritize the CIP prject list. Apprval City Cuncil apprves the recmmended CIP prject list. 2

Prject Initiatin Department Initiatin The plan then mves t individual departments where prjects are initiated. It is at this pint that a Request fr Prpsals (RFP) is created which further defines the prject criteria using the included written criteria defined after the visual tur. Design Team Selectin Prjects which need special cnsideratin will require use f an integrated design apprach t cmplete the prject and will impact the Design Team selectin prcess. Using planners, engineers, architects, landscape architects, and artists allws prjects that require special cnsideratin t mve frward with a cllabrative team apprach t find creative, innvative slutins t meet design criteria. 3

Design Cuncil Review In rder t handle Design Cuncil reviews efficiently, and avid multiple presentatins, the staff and cnsultant are asked t cperatively include the fllwing elements in their presentatin: Cnceptual Design Phase *The first presentatin shuld be made as early in the design phase as pssible t avid designers spending great amunts f time designing withut input frm the members f the Design Cuncil. Fr prjects that have been designated fr special cnsideratin this first presentatin shuld be made t a jint panel f City Cuncil and Design Cuncil members. A jint meeting allws City and Design Cuncil members an pprtunity t review and t cmment n design cncepts alng with the Design Team in a mre infrmal, cllabrative wrkshp envirnment. Members f City Cuncil may als chse t present preliminary cncepts t their lcal District Advisry Bards (DAB s) at this time t evaluate public input. The cnsultant will be advised upn apprval t mve n t final design develpment after cmpleting the cncept review prcess. The cuncil believes imprtant factrs at this stage include: 1. Encurage early cllabratin. 2. Supprt early inclusin and explanatin f all members as equals t the team. 3. Prmte team brainstrming t encurage a variety f diverse ideas. 4. Endrse interdisciplinary prblem slving. Cncept Presentatin A cnceptual sketch f the designer s preferred design shuld be presented. This must be apprved by the City staff persn and designated Design Cuncil staff prir t jint City Cuncil/Design Cuncil presentatin. The prgram r criteria fr the prject shuld be summarized by the respnsible City Staff persn. Existing pertinent circumstances shuld be explained and visual materials prvided t the bard members ne week prir t the meeting date. Slides r phts f the existing n-site cnditins and visually pertinent ff-site cnditins shuld be shwn during the wrkshp presentatin with sme verbal explanatin f the designer s perceptins f imprtant cnditins. This infrmatin may als be sent t bard members befre review. Whereas the sketches shuld be cmplete and clear enugh that the Design Cuncil members can assess the intended aesthetic character and impact f the prject, the cnsultant shuld bear in mind that Design Cuncil members are accustmed t reviewing rugh sketches. As lng as the sketches are adequate t prtray the prject accurately and cmpletely it is nt necessary that they be fine renderings r wrks f art. N special cnsideratin will be given t beautiful delineatins. Clr is necessary nly if it is imprtant t the visual impact f the prject. Mdels are acceptable (preferred in sme kinds f prjects) but they need nly be cnceptual r study mdels which were built in the quickest and mst ecnmical way. The designers shuld be present at the review t present his r her design and answer questins. *Designers may request t meet earlier n prjects t receive guidance fr design cncepts. 4

Design Freeze Review and Presentatin As prjects prgress, City staff needs t apprve the prject n an agreed timeline befre the prject can prceed. The prject shuld be presented again when the design f the prject has been perfected t the pint where all design factrs (shape, size, materials, clrs, landscape, exterir relatinships, amenities, etc.) have been decided and tentatively apprved by staff. It is at this pint that the design can be cnsidered frzen and will nt be changed except fr unfreseen cnditins, which may arise. It shuld be nted it is in the cnsultant s best interest t reach design freeze and gain design apprval as early in the prject as pssible. The Design Cuncil des nt presume t tell the cnsultant r staff when in the planning prcess design freeze shuld take place. The amunt f time and effrt which the cnsultant has invested in the develpment f cnstructin dcuments r ther activities will nt be taken int cnsideratin by the Design Cuncil at the design freeze review. Design Freeze Presentatin shuld include: Cnceptual Design sketches and/r mdels, which have previusly been reviewed by the Design Cuncil and apprved by the City, shuld be brught alng fr reference. Final design drawings and/r mdels shuld be presented. They shuld be accurate, t scale and in clr thugh they need nt be fine renderings r presentatin mdels. A schedule f exterir materials (including plants) shuld be presented. A clr schedule f exterir clrs shuld be presented. Samples f any materials which are imprtant t the visual quality and with which an average individual might nt be familiar shuld be presented. Majr Prject Change Review Under exceptinal circumstances, it is smetimes necessary that majr changes be made in a prject after a design review has been made. Depending upn the extent and scpe f the prpsed changes and the stage at which the prject stands, the prject shuld be resubmitted t the Design Cuncil at the mst apprpriate stage. Review Reprt The Design Cuncil will make its recmmendatins t the City Manager and City Cuncil nrmally within tw weeks f the prject review by submissin f the recrded minutes f the Design Cuncil meeting. City staff will infrm the cnsultant f any requirements relating t the prject, including visual requirements. The cnsultant is reminded that the Design Cuncil s respnsibility is simply t make recmmendatins t the City Manager and City Cuncil n visual enhancements. All requirements placed n the cnsultant will cme frm City staff.
