VILLAGE OF POSEN MINUTES OF A REGULAR MEETING OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF POSEN HELD TUESDAY, NOVEMBER 22nd, 2016 AT 6:30 P.M. IN THE POSEN MUNICIPAL BUILDING CALL TO ORDER President Donald W. Schupek called the Regular Meeting to order for Tuesday, November 22nd, 2016 at 6:30 P.M. in the Posen Municipal Building, 2440 W. Walter Zimny Drive, Posen, Illinois 60469. ROLL CALL Upon the Call of the Roll by Clerk Grabowski, President Schupek, Trustees Torres, Schnering, Niemeyer, Casillas and Klapkowski were present. Absent was Trustee Hulsey. Also in attendance were Village Attorney Peter Murphy, Police Department Administrative Assistant Robert Quirk, Fire Chief Kevin Szewczyk, Public Works Director Jason Rhein, Bookkeeper Angelito Alzona and Treasurer Linda Arvia. Absent was Police Chief Doug Hoglund. PLEDGE OF ALLEGIANCE President Schupek led the Village Board and attending public in the recitation of the Pledge of Allegiance. RECORD OF THE PROCEEDINGS President Schupek called for a motion to approve the Minutes of the Regular Meeting held Tuesday, October 25th, 2016 as written. Trustee Casillas moved, seconded by Trustee Schnering. All Trustees Voted Aye: motion was approved FINANCE & ADMINISTRATION Chairman D. J. Schnering Trustee Schnering moved, seconded by Trustee Torres to approve Warrant #13-16/17. All Trustees Voted Aye: motion was approved. Trustee Schnering moved, seconded by Trustee Klapkowski to approve Warrant #14-16/17. All Trustees Voted Aye: motion was approved. Trustee Schnering directed the Clerk to read Ordinance #2016-12, levying taxes for all corporate purposes for the Village of Posen, Cook County, Illinois, for the fiscal year beginning May 1, 2016 and ending April 30, 2017.

All Trustees Voted Aye: motion was approved. Trustee Schnering gave the following Funds Balance Report for October, 2016: General - $132,259.02 Real Estate Tax - $212,730.05 Trustee Schnering read the following Legal Notice regarding the Thanksgiving Holiday. The Village Offices will be closed all day Thursday, November 24 th, Friday, November 25 th, and Saturday, November 26 th, 2016. Regular business hours will resume on Monday, November 28 th, 2016 from 9:00 A.M. until 5:00 P.M. COMMUNITY HEALTH & DEVELOPMENT Chairman A.C. Hulsey In the absence of Trustee Hulsey, President Schupek gave the following Building Report for October, 2016. 23 Permits Issued 1 Commercial Permit Total Building Permit Fees: $690.00 New Businesses Opened: None President Schupek directed the Clerk to read Ordinance #2016-11, Accepting Grants of Easements, for Watermain and Temporary Construction Projects to the Village of Posen, County of Cook, State of Illinois.
Attorney Murphy gave a resume of the above Ordinance. The Mayor and Trustees adopted a Resolution authorizing the Village of Posen to implement a Public Works Project utilizing Tax Increment Financing which will improve the water infrastructure and water supply in the Village. To complete the Public Works Project, it is necessary for the Village to obtain certain Easements from private property owners within the Village and that Easements have been obtained. The Mayor and City Clerk are hereby authorized to do all acts and perform all things required to legally accept said Easements, including but not limited to signing those documents necessary for recording said Easements with the Cook County Recorder s Office. President Schupek called for a motion to accept Ordinance #2016-11. Trustee Casillas moved, seconded by Trustee Torres to accept Ordinance #2016-11. All Trustees Voted Aye: motion was approved. President Schupek directed the Clerk to read Ordinance #2016-13, Amending Section 5-6-3 of the Posen Village Code Regarding Driveways. Attorney Murphy gave the following resume of the above Ordinance. As he explained at the Committee Meeting, this Ordinance amends Section 5-6-3 to read as follows: The maximum width for driveways serving single family residences shall be twelve feet at the sidewalk line and fifteen feet at the curb, provided, that where a two car or three car garage is located within fifty feet of the facing property line, the driveway shall not exceed twenty feet at the sidewalk line or twenty four feet at the curb. No driveway shall encroach upon any portion of the parkway in front of the adjoining property. President Schupek called for a motion to accept Ordinance #2016-13. Trustee Torres moved, seconded by Trustee Casillas to accept Ordinance #2016-13. All Trustees Voted Aye: motion was approved. PUBLIC WORKS Chairman J.S. Casillas Trustee Casillas announced that water bills are due on November 29 th, 2016 by 5:00 P.M. Trustee Casillas gave the following Public Works Monthly Report for October. Grass Cutting Regular Maintenance 3-4 days per week Meter Reading 3 Days x 4 Meter Re-reads 2 Days x 2 Water Shut Offs 14 Trustee Casillas directed the Clerk to read Resolution #2016-08, IDOT Maintenance. Attorney Murphy gave the following resume of the above resolution. The Village of Posen desires to undertake, in the year 2016 and 2017, the location, construction, operation and maintenance of driveways and street returns, water main, sanitary and storm sewers, street light, traffic signals, sidewalk, landscaping, etc., on State highways, within said Municipality, which by law and/or agreement come under the jurisdiction and control of the Department of Transportation of the State of Illinois. An individual working permit must be obtained from the Department prior to any of the aforesaid installations being constructed either by the Municipality or by a private person of firm under contract and supervision of the Municipality. Trustee Casillas moved, seconded by Trustee Schnering to approve Resolution #2016-08. All Trustees Voted Aye: motion was approved. FIRE Chairman G.
