Approval of Minutes of May 17 There were no corrections or additions to the May 17, 2011 regular minutes. M01-Motion made by Jon Hedges, seconded by Mike Brewer, to approve the minutes of the May 17, 2011 meeting as distributed. All ayes. Motion carried Reports: Cemetery Tom Hunt Report on file (gray) - Absent- Sold two plots to non-residents. Had two burials for month of May. Year to date total seven burials. Code Enforcement Officer- Bill Rusby Report on file (green) Three building permits issued for May. Contacted the individual at 7 Park Ave. to remove car. Will be moved as soon as they receive Power of Attorney. Received the CD of the 2010 Codes for the State. DPW/Water Department Bob Mauro Report on file (blue) - F450 Truck will need to be serviced soon. F550 truck will need two new tires by fall. Will do crack sealing after the storm line work is done on Oak Hill Street. Oak Hill Street Project is moving along. Main storm trunk line is in from the cycle shop to the intersection with Maiden Lane. All of the houses on the North side of the street have new water service lines and have started the lines on the South side of the street. Removed dead water lines. Bob

2 suggests we consider not milling or paving the street this year. He believes this year s CHIPS money would be better spent adding concrete gutters and new sidewalks to the South side of the street. Estimate of $5, for sidewalks and $5, for gutters on the South side, paid with CHIPS money. Trustee Bossie suggests we not add any new projects and just place the gutters for this year. Bob suggested we should just patch the street this year. This would give the excavation areas more time to settle before paving. School has not contacted Bob for design issues on pond and gutters. Trustee Bossie will contact the school concerning this issue and explain Bob has not been contacted. Book Center Cathy Smith Report on file (pink) - There were 158 books checked out for the month of May and 58 people, not including Lisa s Daycare, visited the Book Center. Planning for the summer reading program is continuing. STLS gave a grant of free items for the summer reading program, which will be July 11 th through August 5 th. The date for the program ending party has been changed to August 8 th. Trustee Hedges asked the Tribune reporter Andrew Poole if he would do a write-up for the newspaper about the Summer Reading Program. Treasurer Li Gallant Report on file (white) See attached. Resolution#11-01 Supplemental appropriations to the General Fund Budget. Transfer $1, from Garage/DPW-P/R and $1, from Contingent Appropriations and place $3.00 in Treasurer-Contractual; $ in Clerk- Contractual; $ in Village Hall-Contractual; $ in Crossing Guard-P/R; $ in Streets-P/R; $ in Parks- P/R; $ in Parks-Misc.; $72.00 in Library-P/R; $ in Cemeteries-P/R. M02 Motion made by Trustee Bossie, seconded by Trustee Thompson, to accept Resolution #11-01 as read. All ayes. Motion carried. Resolution#11-02 Supplemental appropriations to the Water Fund Budget. Transfer $1, from Water Admin-P/R and $ from Water Purification-P/R and place $1, into Water Source-P/R. M03 Motion made by Trustee Thompson, seconded by Trustee Hedges, to accept Resolution #11-02 as read. All ayes. Motion carried. A workshop was set for Thursday June 30, 2011 at 7:00pm. to discuss budget allocations, water rules and regulations, street repairs/sluice pipe and mowing on Route 36. Page 2

3 M04 Motion made by Trustee Bossie, seconded by Trustee Thompson, to accept the Treasurer s report as distributed and read. All ayes. Motion carried. Public Comment: None Old Business & Tabled Items: Complaint from Stan Ells- Letter sent to Mr. Ells after May meeting, to explain the position taken by the Board to uphold the $ fee for a new connection as stated in the Water Rules and Regulations. Mr. Ells has contacted Trustee Thompson with questions about the number of hours of labor and cost of equipment. The Board has already decided to stand firm on the cost as per the Water Rules and Regulations already in place. M05 Motion made by Trustee Hedges, seconded by Mayor Roderick to allow Jeff Bossie to speak regarding street repairs that have been done around the Village. All ayes. Motion carried. Street Repairs- Jeff Bossie- See attached photos Is the Village doing too much in some areas with blacktop repair and not doing enough on other properties. Will discuss this at the workshop June 30, Bill Rusby and Bob Mauro need to attend. Forty-Two Oak Hill Street- Replace sluice pipe at driveway. Will discuss at June 30, 2011 workshop. Winter Plowing- Tom Hunt/ Schedule. Tom absent. Mayor will talk with Tom about plowing at a cost of $14.00 an hour for daytime and $16.00 for night after 5:00pm. Parking Near Softball Field- Letter sent to Terry and Liz VanScoter requesting a meeting with the Mayor to discuss the parking problem at Mr. Rawleigh s business. No response. Phone calls have also been made, with no response. Mr. Rawleigh may want to consider putting up No Parking signs on his building or around his property. The Village has no jurisdiction over Mr. Rawleigh s property. Brush Pick-up- Brush and limb pick-up times were clarified and will be set for the first Friday of the month. Page 3

4 Generator Ownership-Fire Dept. Village will call FEMA and inquire about the impact on the grant if the Village has ownership of the generator. Will request a reply in writing. Grant states the generator will be used at the Village building and for emergency purposes. New Business: Lisa Howe- Lisa s Daycare use of Park. (Lisa asked to speak.) Lisa presented a sample of wood shavings from Leon Lacy Company in Hornell to use in the playground area. She feels the sand that is there is not certified material and the sand is not adequate if a child falls from a certain height. The Village will look in the Handbook for Public Playground Safety to determine the type of surface required. Jenny Morey- Charge for usage of the Community Room and the Park. (Jenny asked to speak) Jenny felt the Park and Community room should not have a fee for the use. The tax payers already pay taxes to live in the village. Also, she feels the bathrooms in the Park should be locked after 5:30pm to prevent vandalism. The entrance to the Park was blocked to vehicles at one time and now there is nothing to stop vehicles from entering the playground area. If we do not charge a fee for the use of the Park and Community room we will need to raise taxes to offset the $4, that would be lost. It was agreed by the Board that the bathrooms will now be locked at 5:30pm. Bob Mauro will put up a cable to stop vehicles from entering the playground area. Jenny also asked where the sound system was she brought to the Village. Tree Donated in memory of Angela Caldwell- Ernie Caldwell s friend from Rochester would like to plant a tree in memory of Angela Caldwell. After much discussion the Board agreed a Red Maple would be a great tree and best place to plant would be at Heritage Hill near the old road. s to handle Village business- The Mayor requested use of Village letterhead in response to a problem regarding the Village. This would come through the office and represent the mayor and trustees as a whole. Trustees felt this was not always necessary. This will be discussed at the June 30 th workshop. Page 4

5 Furnace/Air Conditioner Unit Repair- The motor and control board on the heating/cooling unit has had a lightning strike and were both burnt out. Both new parts have been ordered. Route 36 mowing/brad Smith- The Village has had a request from Brad Smith to mow the Route 36 portion of his lawn. He called the Village and said he noticed the Village mows parts of Route 36 in the Village. He would also like his mowed. The State was contacted and they only mow twice a year, one pass, which is about 15 feet. Li will investigate the ownership of the land directly in front of Heritage Hill and the corner by the light. This will be discussed at the June 30 th workshop. Ratification of Abstract #12, Voucher #310 to #336 in the amount of $23, M06 Motion made by Trustee Bossie, seconded by Trustee Brewer, to ratify Abstract #12 as presented. All ayes. Motion carried.
