Appearance Commission Minutes August 17, 2006 D. APPEARANCE REVIEW 1. *Appearance Case Number SG-06-13: Wall Signs for AT&T, 32-36 South Fairview Avenue Olympic Signs and AT&T submitted an application for two wall signs at 32-36 South Fairview Avenue. The proposed wall signs would consist of black channel letters, with a blue and white logo. The signs would be internally-illuminated. Exhibits of the size, design, colors and installation of the signs were entered. The Commission found the proposed signs to be designed appropriately for the building and area. AGREED to approve the wall signs at 32-36 South Fairview Avenue, Appearance Case Number SG-06-13, as submitted. 2. *Appearance Case Number SA-06-38: Single Family Alteration, 819 South Knight Avenue Brehm Architects and Derek Gilna submitted an application for a single family alteration at 819 South Knight Avenue. The proposed alteration would include a partial second floor addition to the existing one and one-half story residence. Proposed materials include medium red brick, offwhite trim, limestone, and black asphalt shingles. The Commission found the proposed alteration to be designed appropriately for the residence and area. Architect and Rafal Koziol submitted an application for a single family alteration at 1407 Grove Avenue. Proposed materials include brick to match existing, light beige stucco, white trim and tan-brown asphalt shingles. The Commission found the proposed alteration to be designed appropriately for the residence and area. Appearance Commission Minutes August 17, 2006 AGREED to approve the single family alteration at 110 East Sibley Street, Appearance Case Number SA-06-40, as submitted. 5. *Appearance Case Number SF-06-83: Single Family Residence, 315 Cuttriss Street Brehm Architects, and John and Lisa Burke submitted an application for a single family residence at 315 Cuttriss Street. The proposed residence would be a two-story structure, with a two-car attached garage. Proposed materials include light brown brick, off-white and dark brown trim, limestone and slate roofing. The Commission found the proposed residence to be in keeping with the character of the neighborhood. Jeff and Kim Eggert, 323 Cuttriss Street, expressed concerns over the size of the proposed home in relation to the neighboring houses, the front-facing garage, the front curb cut and potential flooding that might occur on their property as a result of the new construction. Randall Derifield said that a catch basin would be installed for the new house. The existing vegetation along the property line will be maintained, so the grading is unlikely to change. The residents should contact the Engineering Division with further questions. Commissioner Kidd stated that stormwater drainage review is not the pervue of the Commission. The house satisfies the Urban Design Guidelines. Front-facing garages are not prohibited, but should be recessed significantly behind the front façade. The existing front curb cut will be reused. Commissioner Upton added that the neighbors stay vigilant during construction and contact the City early if a problem arises. AGREED to approve the single family residence at 315 Cuttriss Street, Appearance Case Number SF-06-83, as submitted. 4

The Commission found the proposed residence to be in keeping with the character of the neighborhood. The proposed residence would be a two-story structure, with a two-car attached garage. Proposed materials include red-brown brick, beige trim, and dark grey and brown asphalt shingles. The Commission found the proposed residence to be in keeping with the character of the neighborhood. AGREED to approve the single family residence at 1318 Castle Drive, Appearance Case Number SF-06-86, as submitted. 9. Appearance Case Number SF-06-87: Single Family Residence, 509 Engel Boulevard Forma Architecture and James Purcell submitted an application for a single family residence at 509 Engel Boulevard. The proposed residence would be a two-story structure, with a two and one-half car detached garage. Proposed materials include light beige and off-white stucco, cement board shingles, stone, light tan and cedar trim, and cedar shake roofing. The Commission found the proposed residence to be in keeping with the character of the neighborhood. The Commission stated that the new home has good scale and details. The landscape plan needs to be resubmitted and show sizes of all plantings, six to ten-foot ornamental trees at the front corners of the house, groundcover in the planting beds and a front walk connecting to the public sidewalk. 6

Appearance Case Number SF-06-88: Single Family Residence, 326 South Greenwood Avenue Hanna Architects, and Andrew and Jennifer Rothstein submitted an application for a single family residence at 326 South Greenwood Avenue. The proposed residence would be a two-story structure, with an existing two-car detached garage. Proposed materials include light red-brown brick, stone, light beige cedar siding and trim, and tan-brown asphalt shingles. The Commission found the proposed residence to be in keeping with the character of the neighborhood. The house is well designed and detailed. The landscape plan should be resubmitted. It should be more developed, particularly along the front of the house, and have more composition. Eight to ten-foot ornamental trees should be planted at the front corners. AGREED to approve the single family residence at 326 South Greenwood Avenue, Appearance Case Number SF-06-88, subject to resubmitting the landscape plan. 11. *Appearance Case Number MF-06-03: Multiple Family Alteration, 2 South Greenwood Avenue Forma Architecture and Greenwood Property II submitted an application for a multiple family alteration at 2 South Greenwood Avenue. The proposed alteration would include replacing windows and adding balconies. 7
Appearance Commission Minutes August 17, 2006 The Commission found the proposed alteration to be designed appropriately for the residences and area. The Commission made findings of fact based on the evidence presented. These findings are On a motion by J. Aulisio and seconded by E. Upton, the Commission AGREED to approve the multi-family alteration at 2 South Greenwood Avenue, Appearance Case Number MF-06-03, as submitted. 12. Appearance Case Number SF-06-65: Landscape Review for Single Family Residence, 2284 Oak Tree Lane B.K. Architect and Joseph Negru submitted an application for a landscape review for a single family residence at 2284 Oak Tree Lane. The proposed residence would be a two-story structure, with a three-car attached garage. This case was approved at the June 2006 meeting. The Commission found the revised landscape plan to be in keeping with the character of the residence. The landscape plan should be revised to show an eight-foot magnolia tree at the right corner of the house. AGREED to approve the revised landscape plan at 2284 Oak Tree Lane, Appearance Case Number SF-06-65, subject to revising the landscape plan. 13. *Appearance Case Number SA-06-36: Single Family Alteration, 1320 Canfield Road Mark Halicki, and Yaman and Senem Uysalbas submitted an application for a single family alteration at 1320 Canfield Road. The proposed alteration would include a second floor addition to the existing one-story residence. Proposed materials include brick to match existing, tan dryvit, and dark brown asphalt shingles. AGREED to approve the single family alteration at 1320 Canfield Road, Appearance Case Number SA-06-36, as submitted. 14. Appearance Case Number SA-06-35: Single Family Alteration, 2701 Oakton Street Victor Drapszo and Jerzy Barnik submitted an application for a single family alteration at 2701 Oakton Street. The proposed alteration would include a second-story addition to the existing onestory residence. Proposed materials include dark brown cedar siding, brown trim and tan- brown asphalt shingles. This case was continued from the July 2006 meeting. The Commission found the proposed alteration to be designed appropriately for the residence and area. Detail needs to be added to the windows, such as providing double-hung windows with muntins. A solid wood beam, instead of siding, should be added above the second floor porch. Frieze boards should be added between the first and second floors, and above the second floor, which would also help provide a decorative head above the windows and door. Cedar siding should be used in the gable above the front entry. On a motion by E. Upton, seconded by J. Aulisio, the Commission AGREED to approve the single family alteration at 2701 Oakton Street, Appearance Case Number SA-06-35, subject to adding detail to the windows, adding a solid wood beam above the second floor porch, adding frieze boards between the first and second floors and above the second floor, and using cedar siding in the gable above the front entry. 9
Appearance Commission Minutes August 17, 2006 15. Appearance Case Number SF-06-81: Single Family Residence, 1221 South Knight Avenue Chris George, and Chris and Ann Athanasopoulos submitted an application for a single family residence at 1221 South Knight Avenue. The proposed residence would be a two-story structure, with a two-car detached garage. Proposed revised materials include medium red brick, stone, white trim and light grey asphalt shingles. This case was continued from the July 2006 meeting. Revised materials were submitted at the meeting (no board provided). The Commission found the proposed residence to be in keeping with the character of the neighborhood. The height of the house should be reduced. The base should be three feet from the top of the finished grade to the first floor. The stone on the right side of the front bay should stop at an inside corner. The balustrade on the second floor of the front elevation should be changed to wrought iron. The landscape plan needs to be revised to show all species, sizes and quantities. Plantings should be provided in front of the planters. AGREED to approve the single family residence at 1221 South Knight Avenue, Appearance Case Number SF-06-81, subject to using the revised materials submitted at the meeting, having the base be three feet from the top of the finished grade to the first floor, stopping the stone on the right side of the front bay at an inside corner, changing the balustrade on the second floor of the front elevation to wrought iron and resubmitting a landscape plan. 16. Appearance Case Number SF-06-59: Single Family Residence, 1508 Parkside Drive B.K. Architect and Rafael Student submitted an application for a single family residence at 1508 Parkside Drive. The proposed residence would be a two-story structure, with a three-car attached garage. Proposed materials include light red brick, stone, light beige dryvit, white trim and tanbrown asphalt shingles. This case was continued from the May 2006 meeting. The Commission found the proposed residence to be in keeping with the character of the neighborhood. The front entry should be lowered to four steps from the finished grade to the landing and one step into the house to reduce the scale of the structure. Consideration should be given to changing the stone balustrades on the front elevation to ornamental iron. The landscape plan needs to be resubmitted needs. Appearance Commission Minutes August 17, 2006 and include more plantings at the base of the house and around the sidewalk. The driveway should be reduced in width to make more room for plantings. Alderman DiPietro stated that agreed that great strides have been made since the previous submittal to make the house more compatible with the neighborhood. He said that the house still seemed too tall and that more landscaping was needed because of the size of the house. He mentioned that this project is a textbook example as to why the Commission is important. If it were not for the guidance of the Commission, the previous house design (by a different architect) would have been built, which would have been incompatible with the neighborhood. He introduced a neighbor who was concerned about the driveway being next to her master bedroom and the size of the house compared to the lot. Commissioner Kidd appreciated the comments from Alderman DiPietro and the neighbor. He explained that driveway location is not really the pervue of the Commission but it can be an issue with a corner lot. In this case, if it was placed on the other side, there would be no back yard. The applicant stated that additional plantings could be installed between the driveway and the neighbor s house. Commissioner Aulisio added that if a house satisfies the Urban Design Guidelines, which this house does, the Commission is obligated to approve it. AGREED to approve the single family residence at 1508 Parkside Drive, Appearance Case Number SF-06-59, subject to lowering the front entry to four steps from the finished grade to the landing and one step into the house and resubmitting the landscape plan. E. OTHER BUSINESS 1. Pre-Application for Single Family Residence at 1720 Woodland Avenue Front-facing, projecting garages are not compatible with the Urban Design Guidelines. The garage should pushed back four to six feet behind the main façade of the house and the door should appear as two doors. The house is tall compared to the neighbors. The Commission recommended that the sides of the roofs be hipped so as to reduce the size of the side walls, and that the house be reduced by two or three steps. The break between the two front rooflines should be eliminated. A dormer could be added to the second floor above the garage. A relationship should be created among the windows on the right elevation. The window shutters should either be eliminated or be an appropriate size if they were functional. The brick color should be lightened. The applicant should submit a complete landscape plan and connect the front walk to the public sidewalk. F.
