Cmmittee Objectives The Suth Central Fresn Cmmunity Steering Cmmittee is a special cmmittee that will be respnsible fr advising the San Jaquin Valley Air District s develpment f the Cmmunity Air Mnitring Plan (Mnitring Plan) and Cmmunity Emissin Reductin Prgram (CERP) under AB 617 1. Cmmittee bjectives include identifying areas f cncern fr air pllutin surces and sensitive receptr sites, and reviewing existing available infrmatin n air quality t prvide strategic input twards Mnitring Plan and CERP develpment. Cmmittee bjectives als include disseminating and sliciting infrmatin t and frm cmmunity stakehlders that each cmmittee member represents. The gal is fr the Mnitring Plan t be implemented by the San Jaquin Valley Air District befre July 2019 and the CERP t be adpted by the Air District Gverning Bard befre Octber 2019. Rles and Respnsibilities Cmmunity Steering Cmmittee Members The Steering Cmmittee will cnsist f cmmunity stakehlders, the majrity f which must be cmmunity residents. See Attachment A, AB 617 Cmmunity Steering Cmmittee Selectin Criteria, fr mre details n Steering Cmmittee membership requirements. T infrm their rle f advising the District in its develpment f the CERP, the Cmmittee members will be respnsible fr discussing a variety f tpics including: cmmunity issues and cntributing surces t develp a shared understanding f the cmmunity s air pllutin challenge; wh has respnsibility and authrity t address thse issues; prpsed strategies fr the cmmunity emissins reductin prgrams; mechanisms fr engaging with ther agencies; appraches fr additinal cmmunity utreach; 1 Assembly Bill 617 (Chapter 136, Statutes f 2017) is a state-mandated prgram that uses a cmmunity-based apprach t mnitr and reduce lcal air pllutin in cmmunities arund the state that cntinue t experience disprprtinate impacts frm air pllutin.

The cmmittee will discuss the majr elements f the CERP as they are develped, including: cmmunity engagement; the cmmunity prfile and technical assessment; targets and strategies; the enfrcement plan; and metrics t track prgress. Member Participatin Steering cmmittee members (r designated alternates) are expected t attend all cmmittee meetings, in their entirety, thrughut the curse f the year prir t the CERP adptin. If the primary member is unable t attend, the designated alternate n the steering cmmittee rster may attend in their absence and deliberate n the primary member s behalf. The primary member is respnsible fr wrking with the District ensuring that the alternate is kept infrmed f the cmmittee s prcess. T encurage active participatin, if a primary member r their alternate has nt attended three cnsecutive steering cmmittee meetings, their membership may be revked. Facilitatr A prfessinal and impartial facilitatr will be used fr mderating the steering cmmittee meetings and fr helping the cmmittee reach cnsensus n issues. 3. Standard Cmmittee Meeting Prcedures Deliberatin and Cnsensus A prfessinal and impartial facilitatr(s) will be emplyed t supprt the steering cmmittee in the verall rganizatin, rder and fcus f the meeting, reslve cnflicts and help reach cnsensus t ensure the gals and bjectives f this charter are met. Achieving full cnsensus f the steering cmmittee may nt always be pssible. Hwever, reasnable effrts will be made t capture all f the perspectives that were expressed in meeting minutes, cmmittee dcuments, and related reprts, including the final CERP. Open Meetings All meetings are pen t the general public and will prvide a frmal pprtunity fr members f the cmmunity t prvide their perspective n the develpment f the Mnitring Plan and CERP. Stakehlder input is welcme and encuraged. Meeting Schedule and Agendas Upn cnsensus agreement f the cmmittee, meeting schedules may be adjusted with adequate advance ntice. Agendas and agenda tpics will be infrmed by cmmittee input, 2
develped by the Air District, and will include the time, date, duratin, lcatin and tpics t be discussed. Subcmmittees Members wh wish t be further invlved may chse t participate in ad-hc sub-cmmittees when and if they are needed and established, t discuss tpics that can subsequently feed the full cmmittee s discussins. Subcmmittees will meet as necessary, and reprt back their findings and/r recmmendatins at the next full steering cmmittee. 4. Cde f Cnduct? Participatin Agreement? (see Attachment B) 5. Accessibility/Accmmdatin The steering cmmittee meetings and ther events assciated with the cmmittee must be held at facilities that can accmmdate members cvered by the Americans with Disabilities Act. Language interpretatin services will be prvided in Spanish at all meetings, and as needed in ther languages with a minimum 48-hur advance request. 6. Website A website will be develped and maintained by the Air District, with input by the cmmittee, t prvide infrmatin t the cmmunity n the Steering Cmmittee actins and develpment f the Mnitring Plan and CERP. 3
Attachment A AB 617 Cmmunity Steering Cmmittee Selectin Criteria San Jaquin Valley Air Pllutin Cntrl District The District is seeking t prvide pprtunity fr AB 617 Steering Cmmittee participatin t all applicants as feasible. With that in mind, a large cmmittee is preferable t eliminating applicants while cntinuing t seek the balanced perspectives prvided by the fllwing criteria: 1. The majrity f cmmittee membership must be residents f the defined cmmunity. 2. The cre f the steering cmmittee shuld directly represent the residents and businesses in the cmmunity. 3. Additinal cmmittee members may include representatives frm lcal cmmunity-based envirnmental justice rganizatins, city and cunty planning agencies, transprtatin agencies, health departments, and schls. 4. Only ne steering cmmittee member will be allwed frm each rganizatin address, t avid lading the cmmittee with a single perspective. The District will make an effrt t select the first applicatin received frm a given affiliatin. The selected steering cmmittee member can speak fr all applicants with same affiliatin. a. Applicants with same affiliatin may vlunteer a specific cmmittee member frm amngst themselves, and the District will make the adjustment t the cmmittee membership list. b. Fr cntinuity purpses, this cmmittee member substitutin may nly ccur nce fr a given affiliatin. 5. Members may assign ne alternate member that can sit in their place n the cmmittee, if, fr sme reasn, the main member cannt attend a meeting. a. The alternate must be fficially assigned as the member s sle alternate n the District s cmmittee membership list. b. The alternate must meet the same membership criteria as the main member, and must submit a cmmittee membership applicatin. c. Main member will be respnsible fr keeping the alternate infrmed f cmmittee activities and discussins s that cntinuus prgress is pssible withut significant rehashing f previusly discussed tpics. 6. Applicants withut valid affiliatin are excluded frm cmmittee membership cnsideratin, but will be invited t attend the cmmittee meetings t prvide input as members f the public: a. Applicants wh claimed residence affiliatin nly, but whse residence is nt within cmmunity bundaries. b. Business entities r assciatins withut ffice address within cmmunity bundaries. 7. Gvernment fficials/agencies are entities that can take actin, and are encuraged t participate. Gvernment fficials serve as full participants in the cmmittee, except that they serve in an advisry rle in final cnsensus building and decisin making prcesses. 4
