MASTERPLANS and Flood risk management plans (FRMP) Flood Directive 2007/60/EC Chapter 4-2 FRMP cover prevention, protection and preparedness FRMP takes into account all relevant aspects: such as water management, soil management, spatial planning, land use and nature conservation. Each management plan must contain certain components level of protection, subsequent management plans, flood hazard/risk maps, planning structural and non structural measures adequate to risk areas

Institutional responsibilities INTERMINISTERIAL WATER COUNCIL Coordinated by the Water Minister (Minister of Environment) and includes all state secretaries with attributions in flood defense and water management/water use NATIONAL COUNCIL FOR EMERGENCY SITUATIONS MANAGEMENT Coordinated by the Prime Minister (under the auspicious of the Ministry of Interior and Administration Affairs ) and includes all ministers with attributions in disasters management

MASTERPLANS are the core of the FRMP but should pass a new stage of analysis/decision, after finishing the flood risk maps phase at the basin level SEA was decided for the NATIONAL STRATEGY, including all packages of flood management measures at the basins levels SEA will be further discussed for the MASTERPLANS; MASTERPLANS and the proposed hydraulic infrastructures are subject of the EEA; the adopted measures are in accordance with the political assumptions endorsed in the national strategy
