This is to report an the bids received on June 18, 2QQ8, for the Pullman Woad - Pullman Vfater Exfension Project. Only one bid was received for Contract # 1 - Water Storage Tank and Telemetry. Mid Atlantic Storage Systems, Inc, of Washington Courthouse, Ohio is confirmed as the low bidder. Based upon past performance, we have no reason to question the capability of this contractor to perform the work required. Accordingly, we recommend that Contract W 1 be awarded io Mid Atlantic Storage Systems, Inc., in the amount of $240,823.00. A total of nine [S) bids were received for Coniract $2 - Water Lines and Booster Station with C. J7 Hughes Construction Company, Ins,, of Huntington, WV being confirmed as the low bidder, Approximately 5% separated the three (3) lowest bidders. Several other bids were received in the Same price range which is indicative of a moderately competitive bidding climate. A review of the bid prices indicate that the low bidder s prices are consistent and reasonable, No obvious unbalancing of unit prices appeared to exist. We have not worked with C. J. Hughes Construction and therefore, we did a due diligence review to determine their qualifications and capabilities. David Combs, PS, Division Manager for C. J. Hughes is someone we have worked with in the post when he performed similar job functions for E3 & 1. Construction,

We were provide with a portfolio of informution about!his company including current projects, recently completed projects, personnel, company history, equipment owned and finuncial eapabiiities< We also checked references for current active projects and received positive feedback. Therefore, based on our review of "re above information, we see no reason to doubt the qualifications of C, J, Hughes Construction to perform the work contemplated with regard ts Viis contract, Accordingly, we recommend that Contract #2 be awurded to C. J. Hughes Construction Company, lnc., in the amount of $1,193,301.OO, Four (4) bids were received on Contract #3 - AMR Water Meter System. No bids were submitted on the "base bid" Neptune Equipment. The low bidder on the "alternate bid" wms National Road Utility Supply, Inc., of Valley Grove, WV with a bid of $1 9,f 63.40, The alternate bid is for the Badger brand meters, We have since met with representatives of Natianai Road Utility. They demonstrated of the capabilities of the Badger "Orion" Radio Read AMR system. Based on this presentation, the Badger system meets all the requirements of the project specificaiions and are an acceptable equivalent to the Neptune meters. We have no reason to question the capability of this firm to furnish the meters for this project. Accordingly, it is recommended that Contract #3 be awarded to National Road Utility Supply, Inc., in the amsbinf of $1 9,107.40. Four copies of the Certified Tabulation of bids received for each contract are enclosed for your information and file. A11 low bidders have submitted valid bid bonds and other documents required of the Ins'rructior, to Bidders, Overall the bids cume in above the budget estimate. However, commodity prices for steel, fuel and other materials continue to escalate at a pace far faster than the overall rate of inflation. Considering there cost pressures and the age of the budget, the bid prices for this work appear to be very reusonable. In order fo make the project funding work, we recommend

These requests should be mude by the Town to each respective agency. Four copies of the revised budget {Schedule B) for this project are enclosed for your review, Note that various adjwstments in budget line items have been made to reflect current amounts, By copy of this letter we are forwarding the bid results to the aural Utilities Seryice and the Bureuhi for Public Health for their concurrence in out= recommendation for award. In addition, an informational copy of this letter is being sent to the WV Public Service Commission. Given the completion status of other project activities, we see no reason that this project cannot MQVB forward to loan closing, contract signing CIS soon as the paperwork for the additional RUS grant is processed and the loan closing scheduled.
