Preventin Grants fr CALD Cmmunities The Victrian Respnsible Gambling Fundatin s Preventin Grants fr Culturally and Linguistically Diverse (CALD) cmmunities ( the prgram ) aims t raise awareness within CALD cmmunities abut the risks assciated with gambling, prmte help-seeking and prvide alternative recreatinal activities, as a means t prevent r reduce gambling harm. Research shws that while CALD cmmunities in develped cuntries tend t gamble less than the verall ppulatin, thse wh d gamble are mre likely t experience harm 1 : they experience higher degrees f scial islatin and therefre vulnerability t gambling harm stigma and shame create cnsiderable barriers t help seeking. The fundatin will prvide small grants t fund lcal initiatives within Victria s CALD cmmunities, including bth emerging and established cmmunities. The grants may fund a range f activities, including but nt limited t the fllwing: Wrkshps with prfessinals wh wrk with CALD cmmunities, t build their ability t identify and supprt smene experiencing harm frm gambling Educatin sessins with CALD cmmunity grups t discuss gambling harms and prmte help seeking Alternative recreatinal activities that address scial islatin Applicatins fr grants are welcme frm nt fr prfit rganisatins, scial enterprise, lcal gvernment and cmmunity r public health rganisatins. Hwever, pririty will be given t rganisatins that are gverned r led by the relevant CALD cmmunity/cmmunities. What s n ffer? The fundatin is ffering grants f up t $20,000 (ex GST). Althugh a maximum funding perid f 11 mnths applies t all prjects (February 2018 t December 2018), applicants are welcme t request shrter timeframes if it is apprpriate fr their prject. The fundatin cannt accept late applicatins r prvide extensins t the clsing date. Wh can apply? Applicants must be a single crprate entity such as a nt fr prfit rganisatin, scial enterprise, lcal gvernment and cmmunity r public health rganisatin. Individuals r sle traders are nt eligible t apply. In-language Gambler s Help services may apply fr a grant, hwever rganisatins must be able t demnstrate that their prpsed prject increases the reach r extends the wrk beynd that which is currently funded by the fundatin. Please nte that all funding must be used fr the cmmunity benefit and cannt be used t generate a prfit fr individuals. Eligibility fr this prgram is restricted t entities with a presence in Victria. This is cnsistent with the fundatin s missin t prvide preventin, educatin, infrmatin and research, treatment and supprt services t all Victrians. In determining whether an entity has a presence in Victria, the fundatin will cnsider this based n the State in which the entity is incrprated. Victrian Respnsible Gambling Fundatin Page 3

Only ne applicatin per rganisatin will be accepted. Partner rganisatins can, hwever, be invlved in mre than ne applicatin. Assessment criteria Applicatins will be assessed by a panel cnsisting f bth fundatin staff and a representative f the Victrian Multicultural Cmmissin. Applicatins will be assessed against the fllwing assessment criteria, which are detailed further in Applicant respnse frm. 1. Each applicatin will be assessed against the fllwing assessment criteria: 2. Prject Plan - weighting 30% 3. Prject Delivery - weighting 30% 4. Engagement with target ppulatin grup - weighting 40% 5. Applicants will als be assessed verall n value fr mney. Participatin and reprting requirements Successful applicants will be required t cmplete the fllwing: A final reprt, including verall prject impacts and reach, lessns learnt and final expenditure (due upn cmpletin f the prject exact date t be determined during cntracting). Successful applicants will be strngly encuraged t participate in a CALD reference grup that will prvide insights and advice int the develpment f the fundatin s future CALD resurces and campaigns. The Preventin Grants fr CALD cmmunities is being administered by the Victrian Respnsible Gambling Fundatin (the fundatin). In the event f any incnsistency between prmtinal and/r marketing materials and these terms and cnditins, these terms and cnditins take precedence. Allcatin f funding 1. The fundatin will nly fund prjects that meet the requirements f the funding applicatin and these guidelines, and maintains discretin t withhld available grant funds if there are nt sufficient applicatins r prject quality t justify disbursement f the ttal available amunt. 2. All funding granted must be used fr the cmmunity benefit and cannt be used t generate a prfit fr individuals. 3. Successful applicants will be required t: Deliver Victrian-based activities primarily fcused n utcmes that will benefit the Victrian cmmunity. Ensure they are nt subject t any current r impending legal actin that culd impact the financial viability f yur rganisatin. Cnfirm ABN and bank accunt details fr electrnic funds transfer. Enter int a cntractual agreement (the Funding Agreement) with the fundatin. Victrian Respnsible Gambling Fundatin Page 5

Cnflict f interest 1. All persnnel listed in an applicatin are required t declare any actual, perceived, r ptential cnflict f interest. Applicants must include signed cnflict f interest statements frm all prpsed persnnel as attachments t the Applicatin. 2. Prject persnnel are required t stipulate that they pssess n prperty, are nt engaged in any business, trade r calling that creates a cnflict f interest in the wrk they wuld cnduct as grant recipients fr the fundatin. 3. If a cnflict f interest (actual, perceived, r ptential) is declared r ne is cnsidered by the fundatin t exist, the fundatin may seek independent advice as t hw this may r may nt affect an applicatin. Insurance 1. Grant recipients must maintain adequate levels f prfessinal indemnity insurance, public liability insurance and wrkers cmpensatin insurance. Applicants being cnsidered fr funding will be required t prvide evidence f their insurance. Cllabratin and c-funding 1. Where multiple rganisatins are t be invlved in delivering a preventin prject, these rganisatins will need t nminate a prject lead (the Applicant). The nature f the agreement and arrangements between thse invlved is a matter fr thse entities. In all instances, the funding agreement will be between the fundatin and the Applicant, and the Applicant is legally respnsible fr delivering the prject. 2. Applicants are permitted t surce additinal funding (c-funding) frm ther bdies t deliver a preventin prject. The nature and extent f any c-funding arrangement, needs t be detailed in the financial sectin f Applicant respnse frm, including the full name and ABN (if relevant) f the funder and supprting evidence f the availability f the funding. Publicatins and media cmment 1. The fundatin will issue a media release abut the successful applicatins, in cnsultatin with thse agencies. Any ther media releases r publicatins in relatin t a successful applicatin must be reviewed by the fundatin befre they are issued. The fundatin must als be cnsulted in relatin t any media cmment a grant recipient intends t make as a result f the preventin prject. 2. The fundatin intends t publish infrmatin abut the CALD preventin prjects. The fundatin will wrk with successful applicants t ensure the accuracy f any published infrmatin regarding the prjects, case studies and/r examples f best practice highlights. 3. Successful applicants will be required t cmply with all f the fundatin s media, branding and web guidelines, including acknwledgement f the fundatin s Preventin Grants fr CALD cmmunities in all cmmunicatins.
