A. Backgrund: Develping an Infrmatin System fr Develpment Plicy and Planning (KSTA) MON 51136-001 TERMS OF REFERENCE FOR CONSULTANTS The Asian Develpment Bank (ADB) will engage 82 persn-mnths f cnsulting services, cmprising 40 persn-mnths frm ne cnsulting firm, 26 persn-mnths f a technical assistance (TA) crdinatr s input, 12 persn-mnths f an infrmatin technlgy (IT) expert s input and 4 persn-mnths f a data regulatin expert. ADB will engage cnsulting firm using quality- and cst-based selectin and prefers a perfrmance based cntract. All cnsultants and will be recruited in accrdance with ADB Prcurement Plicy (2017, as amended frm time t time). In additin, prcurement t be financed by ADB will fllw ADB Prcurement Plicy (2017, as amended frm time t time). B. Natinal Cnsultants: 1. Natinal TA Crdinatr and Team Leader (up t 26 persn-mnths, cntinuus). The TA crdinatr will have strng experience with TA management, including strng prcurement experience. Experience f prject management in IT-related prjects will be an advantage. He/she will have at least 10 years f relevant experience t the assignment and shuld have a Master s degree r equivalent in a related field. Where a Master s r equivalent is nt held, additinal years f experience r particularly high quality experience may be cnsidered in lieu. The cnsultant will have a gd cmmand f English and will be able t write reprts in English. Relevant experience with prjects and prgrams financed by develpment agencies will be required. The Cnsultant will reprt t the ADB TA Officer and will wrk clsely with the Natinal Develpment Agency (NDA) t deliver the TA utputs. The estimated start date is 6 Nvember 2017 and estimated end date is 31 December 2019. The wrk will take place in Ulaanbaatar. The TA crdinatr will be supprted by an Assistant/Translatr under his/her cntract fr the TA implementatin duratin. The rle will include, but will nt be limited t, the fllwing tasks: Crdinate TA management activities, resurces and infrmatin. Act as the main liaisn pint between the ADB and the NDA; Act as secretary t the TA steering cmmittee including arranging times, venues, agendas, minutes and fllw-up actins; Create and lead the TA wrking grup including arranging time, venues, agendas and minutes. Assign tasks t wrking grup members and supervise the delivery and cmpletin f all tasks. Develp a cmprehensive wrk plan and schedule; and rganize inceptin wrkshp and inceptin reprt within ne mnth f beginning assignment. This dcument shuld be prduced in English; Take the verall lead in implementing and mnitring the wrk plan including the management f inputs t the TA prject and administrative duties such as budget mnitring and reprting; prvisin f regular prgress reprts t the ADB and the NDA; scheduling key meetings and events; and verseeing the cmmunicatin f the TA including perfrming quality cntrl n the final English versin f all reprts; Prepare a mid-term wrkshp and reprt at the mid-pint f the prject and prepare a final wrkshp and reprt within three mnths f the prject clsing date. These reprts shuld be in English; Develp a cmprehensive plan t prcure equipment under the TA ensuring that all gds and services are necessary fr the delivery f the TA. Prepare the prcurement f the gds and services in accrdance with ADB rules and regulatins; 1

This will include develping the terms f reference fr the cnsultancy firm; Once terms f references fr the cnsultancy firm have been prepared, lead the recruitment f the firm in clse liaisn with the ADB, the NDA and the IT specialist. Oversee the wrk f the cnsultancy firm, with supprt frm the IT specialist, in prducing all the utputs within set timetables; Crdinate TA related issues with NDA and ADB; Prvide supprt t NDA n any issues relevant with prject implementatin; Mnitr implementatin f TA activities; and The TA crdinatr can recruit sme administrative and financial assistance under his/her cntract. 2. Natinal IT specialist (up t 12 persn-mnths, intermittent). The IT specialist will have strng experience with develping and perating web-based integrated databases and applicatins, including in the public sectr. He/she will pssess the relevant experience required t perfrm the necessary tasks. He/she will have at least 10 years f relevant experience and will have Master s degree r equivalent in IT r in a related field. Where a Master s r equivalent is nt held, additinal years f experience r particularly high quality experience may be cnsidered in lieu. The cnsultant will have a gd cmmand f English and will be able t write reprts in English. Relevant experience with prjects and prgrams financed by develpment agencies will be required. The cnsultant will reprt t the TA crdinatr and will wrk clsely with the NDA t deliver the TA utputs. The estimated start date is January 2018 and the estimated end date is 31 December 2019. The wrk will take place in Ulaanbaatar. The rle will include, but will nt be limited t, the fllwing tasks: Develp a detailed develpment design and plan fr database platfrm and integrated web-based interface. These dcuments shuld be prduced in English. The plan shuld meet the fllwing requirements: It shuld meet the NDA and ther interested ministries and agencies (as defined by steering grup membership) needs fr a plicy and planning infrmatin system. It shuld enable them t extract the infrmatin they need frm the system; It shuld detail the server requirements and ptins; and the website requirements and ptins. This shuld include crdinatin and explratin with the Natinal Data Center; It shuld specify the IT standards, specificatins, technical design, database strage, data migratin and entry issues, access cntrl, functinality fr webbased access and ther issues that are deemed necessary. It shuld ensure that any specificatins meet gvernment standards and it shuld liaise with the necessary agencies t d this. These agencies include but are nt limited t the Natinal Data Center, the Cmmunicatin Regulatry Cmmissin, the Cmmunicatin and Infrmatin Technlgy Authrity, the General Intelligence Agency and the Cabinet Secretariat wrking grup n SMART gvernment; It shuld define hw data will be integrated frm the existing databases int the system. It shuld als define hw the functinality f the system will be created t ensure that additinal databases can easily be integrated int the platfrm; It shuld specify the extent f custmizatin the system will need; It shuld define the required warrantee perid and specify hw issues and disputes shuld be managed; and 2

Develp terms f reference fr the cnsultancy firm that meet the abve standards and any ther standards defined by the ADB, the NDA r the Gvernment f Mnglia. These dcuments shuld be prduced in English; Supprt the TA crdinatr in the selectin and recruitment f the cnsulting firm; Manage the cnsulting firm and their inputs t ensure that the team deliver the prduct t the right quality and specificatins; Manage the infrmatin cming frm the central gvernmental bdies and their integratin t the data system; Mnitr the peratin f integrating the infrmatin system; Create and maintain cmprehensive prject dcumentatin, plans and reprts; Organize regular cnsultatin meetings invlving the stakehlders, wrking grup, experts and representatives f the central gvernment bdies; Prduce and publish a handbk fr system users and related intrductry materials; Organize the peratin t integrate new infrmatin t the data system and t integrate the existing database; Assist the Sectr Develpment and Plicy divisin in NDA and prvide infrmatin in crrelatin t the divisin s wrk plan; Facilitate in defining and develping a mbile based applicatin f web-based platfrm; Facilitate in develping the strategy fr backup and disaster recvery, and define the pssible sftware and hardware capacity; Prvide supprt in prcurement f licensed equipment, including sftware and hardware (server, netwrk, sftware, cmputers and relevant parts); Prvide supprt testing IT systems, web-based platfrm, mbile applicatin and transfer relevant prgram and sftware t NDA; Prvide supprt t NDA n any issues relevant with prject implementatin; Prvide supprt t the TA crdinatr in preparing a cmprehensive capacity needs plan and a training plan t address these needs. Supprt rganizatin f training, wrkshps and related events, including the recruitment f expert trainers and participatin and facilitatin f successful wrkshps; and Prduce an inceptin reprt within ne mnth f mbilizatin, an interim reprt at the midpint f the prject and a final reprt at the end. These reprts shuld be delivered in a timely manner s that the prject crdinatr can integrate them int the verall TA reprts t be delivered at the same milestnes. These dcuments shuld be prduced in English. 3. Natinal Data Regulatin Expert (4 persn-mnths, intermittent). The cnsultant must have recgnized expertise in frmulating data regulatins as part f natinal planning laws. The expert shuld have at least 10 years relevant experience. He/she shuld have a Master s degree r equivalent in a relevant field. He/she will be recruited by and managed by the TA crdinatr. The rle will include, but will nt be limited t, the fllwing tasks: Wrking with the NDA and ther relevant agencies t identify the needs in relatin t data issues as they relate t natinal planning; Frmulate a wrkplan t prepare the necessary regulatin and cnduct the necessary cnsultatins with relevant authrities. This wrkplan shuld be agreed with the TA crdinatr and the NDA. This dcument shuld be prduced in English. Prepare a draft regulatin fr cnsultatin; Wrk with the NDA t cnsult and seek views n the draft regulatin; and Finalize the regulatin and prepare an implementatin plan. 3

The cnsulting firm will have strng experience with develping and perating f web-based integrated databases and applicatins, and pssess relevant experience required t perfrm the afre mentined tasks. The team leader designated by the sftware firm will have at least 10 years f relevant experience and will have Master s degree in IT, r a related field. Where a Master s r equivalent is nt held, additinal years f experience r particularly high quality experience may be cnsidered in lieu. The team leader will have a gd cmmand f English and will be able t write reprts in English. Relevant experience with prjects and prgrams financed by develpment agencies will be required. Estimated start date is Octber 2018; estimated end date is 31 December 2019. The wrk will take place in Ulaanbaatar. The firm will reprt t the TA crdinatr. The firm will wrk clsely with the NDA and the IT specialist t deliver the TA utputs. The rle will include, but will nt be limited t, the fllwing tasks: (xv) (xvi) (xvii) Make analysis f current IT system and define the capacity as well as requirements f pssible hardware parts, sftware requirement fr the develpment f web-based database; Define design f web based platfrm, database structure, sftware functin design and system interface; Define and develp mbile based applicatin f web-based platfrm; Develp the strategy fr backup and disaster recvery, and define the pssible sftware and hardware capacity; Prvide supprt in prcurement f licensed equipment, including sftware and hardware (server, netwrk, sftware, cmputers and relevant parts); Implement and develp the full system nce design is apprved by the IT specialist and the NDA; Arrange and facilitate data migratin and data uplading t the web-based platfrm. This will nt include data ppulatin. It will nly include data migratin; Perfrm testing f IT systems, web-based platfrm, mbile applicatin and transfer relevant prgram and sftware t NDA; Evaluatin f capacity IT staff and develp capacity building training plan; Cnduct IT training fr gvernment staff and supprt data analysis training; Crdinate prject related issues with NDA and ADB; Prvide supprt t NDA n any issues relevant with prject implementatin; Ensure and mnitr prject implementatin in timely manner; Prvide nging supprt fr 12 mnths beynd the prject clsure r fr hwever lng the warrantee perid is defined; Prepare an inceptin reprt, mnthly prgress reprts, a testing reprt and a final reprt; Prepare a cmprehensive capacity needs plan and a training plan t address these needs. This dcument shuld be prduced in English. Organize training, wrkshps and related events, including the recruitment f expert trainers; and Organize cmprehensive training fr NDA staff in using database systems t extract and analyze data t infrm plicymaking. This will include, but will nt be limited t the fllwing: Agree a training plan and mdule with the TA crdinatr; Recruit data analysis and training experts; Wrk with the IT specialist and data analysis and training experts t understand wrkings f database platfrm and prepare a training manual t facilitate data extractin; 4
