No: 62 : Mr. G.M.Saroori:Will the Government please state :- Question Reply a) the status of RGGVKY (Phase-II) and DDUGJY together with the funds released and utilized under the said schemes in the State with particular reference to Kishtwar and Doda Districts; Government of India has launched the DDUGJY scheme for completion of targets laid down under RGGVY for 12 th and 13 th Plans by subsuming RGGVY in DDUGJY and carrying forward the approved out lay for RGGVY to DDUGJY. Under the DDUGJY scheme an amount of Rs crores has been approved for 10 Districts of Jammu Province, 9 Districts of Kashmir province and 2 Districts of Ladakh region for: a. Separation of agriculture and non-agriculture feeders facilitating judicious roistering of power supply to agricultural and non-agricultural consumers in the rural areas; b. Strengthening and augmentation of sub-transmission &distribution (ST&D) infrastructure in rural areas, including metering at distribution transformers, feeders and consumer end for electrification of households in rural areas. c. Rural electrification for completion of leftover RGGVY plans by subsuming in DDUGJY. d. DPRS under DDUGJY have been prepared for 21 districts of the State (10 districts of Jammu province, 9 districts of Kashmir province and 2 districts of Ladakh). e. GoI approved an amount of Rs Crs for J&K, vide communication no. REC/DDUGJY/ /96, dated and REC/DDUGJY/ /100, dated f. M/s REC PDCL has been engaged as PMA for DDUGJY projects of Kashmir province covering 11 districts and M/s WAPCOS has been engaged as PMA for Jammu province covering 10 districts. 2 21 Udhampur Total Besides, RGGVY Phase-II has been sanctioned for an amount of Rs crore lacs for 3 districts namely Ramban, Kishtwar and Doda (Rs crore of District Kishtwar, Rs crore of District Doda and Rs lacs of District Ramban). Out of 22 districts, 21 districts have been covered under Deendayal Upadhyaya Gram Jyoti Yojana. Initially, the tenders for all the 21 districts were floated by the department twice, but due to poor response, 8 districts i.e. Kulgam, Shopian, Pulwama, Leh, Kargil, Udhampur, Ramban and Reasi were allotted to the PGCIIL for execution. The tenders for the remaining 13 districts were again floated. The bids were received and finalized. However, tenders for 6 districts of Kashmir division were cancelled i.e. Budgam, Baramulla, Ganderbal, Anantnag, Bandipore and Kupwara due to some irregularities found out in the tendering procedure and are presently under litigation. Similarly, the tenders of 5 districts of Jammu division i.e. Jammu, Kathua, Samba, Kishtwar & Rajouri were also cancelled. Fresh e-nit for 5 districts i.e. Jammu, Kathua, Samba, Rajouri and Poonch stands uploaded. Whereas e- NIT for Doda and Kishtwar is under preparation with M/s WAPCOS PMA for DDUGJY. As per census 2011, the total No. of un-electrified villages in J&K are 102, out of which 26 un-electrified villages fall in Kashmir region, 58 un-electrified villages in Jammu region and 18 unelectrified villages in Ladakh region, which have been covered for electrification under DDUGJY/RGGVY-II scheme. The progress achieved under DDUGJY is at Annexure- A, B & C. 3 Project is still held up for the last 3-years; if so, the reasons thereof indicating also the present status of RR Plan of Rettle Hydro Electric project and Lower Kalnaie; c) whether it is also a fact that the Science and Technology Department (JKEDA) has been entrusted to allot Mini Micro Project in the State upto 10 MW; if so, is presently under arbitration. Status of RR Plan of Ratle HEP:- An amount of around Rs. 59 Crore has been disbursed by DC Kishtwar as land compensation out of Rs Crore paid by the project developer as land premium. A meeting of the Empowered Committee, constituted by the Govt. for implementation & monitoring of Environment Management Plan including RR Plan of 850 MW Ratle HEP under the Chairmanship of Chief Secy. GoJK, has been held on As per the decisions taken, DC Kishtwar was to arrange imparting of training to one member of PAF of Ratle HEP in their specialized field, to facilitate their employments in the Ratle HEP. It has been decided in the meeting to (1) build Airstrip (2) modern Hospital (3) Sports Stadium (4) improvement of infrastructure facilities in ITI s of the area and (5) capacity building of ITI s for providing training in the required disciplines of Hydro Power Projects. However, the project developer, M/s GVK, abandoned the project in July Status of RR Plan of Lower Kalnai HEP: - The RR Plan of Lower Kalnai HEP (48 MW) was framed by the consultant M/s EQMS during obtaining of Environmental Clearance for the Project. As per the RR Plan there are around 59 Project Affected Families (PAFs). The said RR Plan was framed as per the guidelines of NRRP 2007, GoI. During discussions on the said RR Plan with the District Administration of Kishtwar, Hon ble MLA of the area, Sarpanches of the Project Affected Area (PAA), including some senior citizens, the Lower Kalnai Project Authorities were directed to revise the Plan on the basis of the RR Plan of Ratle HEP, which was already approved by GoJ&K. Accordingly, revised RR Plan was framed for an amount of Rs Crores, including the Local Area Development Plan (LADP) and was submitted to DC Kishtwar in Dec The DC forwarded the said plan to Divisional Commissioner Jammu who in turn submitted it to the Commissioner / Secretary Revenue in March 2016 for approval of the State Government. However, the Plan was not approved and in Nov 2017, in a meeting of the committee headed by the Chief Secretary to Govt., J&K, JKSPDC has been directed to get the Plan revised on the basis of the RR Plan of Kawar HEP. The Plan has been revised, accordingly, for an amount of Rs Crores. The revised Plan is being deliberated upon in JKSPDC before resubmitting it to the Govt. for approval. Mode :- d) whether it is also a fact that the Revenue Department has acquired land for the establishment of Pakkal Bursar Hydro Electric Project in Kishtwar; if so, the steps contemplated to safeguard the rights of land owners there? Assistant Director (Planning), Power Development Department In respect of Pakal Dul HE Project of CVPP the Revenue Land Acquisition is under process for Hectare. Final award for acquisition of Power House area land and Reservoir area land has already been issued (except for one village which is in process). The total cot of compensation towards land, structures and trees is Rs crores, out of this Rs crores (99.67%) has been deposited by CVPP with the concerned land collectors for disbursement of compensation to land owners. Rs crores (approx.) only has been disbursed so far by the concerned land Collectorates so far. Physical possession of the land is yet to be handed over by the Revenue Department to the CVPP / Project. Further, the Resettlement and Rehabilitation (R&R) Plan for the Project has also been approved by GOJK vide Government Order dated: with total cost of Rs crores. In this regard an amount of Rs crores has been deposited by CVPP with Commissioner, R&R Pakal Dul HEP (DC, Kishtwar), and an amount of Rs crores (approx.) has been disbursed so far out of Rs crores to the project affected families. CVPP is committed / ready to deposit further funds required for disbursement to the Project Affected Families as per requisition of the District Administration. The direct and indirect benefits to Project Affected Families as per the approved Resettlement and Rehabilitation (R&R) Plan are summarized in Annexure-I. Further, the proposal for Revision of Approved Resettlement and Rehabilitation (R&R) Plan with respect to cost of land for house and house construction assistance for displaced families has also been forwarded by Divisional Commissioner, Jammu to Revenue Department for approval of GoJK. The proposal is to enhance the provision from Rs lacs to Rs lacs per displaced family. DPR of Bursar has been submitted to CEA for clearance and it is too preliminary stage for land acquirement. As such, NHPC has not acquired land of Pakal for Bursar HE project yet. Sd/- Minister Incharge Power
5 Supplementary information to Starred AQ No: 62 : Deendayal Upadhyaya Gram Jyoti Yojana (DDUJGY): The Deendayal Upadhyaya Gram Jyoti Yojana (DDUGJY) scheme for coverage of unelectrified identified villages have been launched with the aim of rural electrification of un-electrified villages by subsuming RGGVY in DDUGJY. The DDUGJY has been sanctioned for an amount of Rs crores has been approved for 21 districts of J&K State, for creation of infrastructure in power distribution system for strengthening and electrification of households in rural areas. The district-wise sanctioned cost of DDUGJY is as under : S. No. Name of District Sanctioned cost (Rs. Total : The DDUGJY scheme aims to : Separation of agriculture and non-agriculture feeders for judicious rostering to agricultural & non-agricultural consumers in rural areas; Strengthening and augmentation of sub-transmission & distribution (ST&D) infrastructure in rural areas; Erection of HT lines for new feeders / re-alignment of existing lines; Installation of new DTs and augmentation of existing DTs; Re-location of DTs and re-grouping of consumers (Agricultural and Non- Agricultural); Creation of new Receiving stations at 66 KV / 33 KV / 11 KV lines; Augmentation of existing Receiving stations; Installation of capacitors; Renovation and Modernization of existing Receiving stations / sub-stations and lines; Installation of High Voltage Distribution System (HVDS); Installation of Arial Bunched Cable in theft prone areas; and Micro-grid and off-grid distribution network.
6 Besides, RGGVY Phase-II has been sanctioned for an amount of Rs crore lacs for 3 districts namely Ramban, Kishtwar and Doda (Rs crore of District Kishtwar, Rs crore of District Doda and Rs lacs of District Ramban). The primarily reason behind the delay in the implementation of DDUGJY projects was mainly attributed to the poor / no response to the tenders floated by the department. The tenders of Budgam, Baramulla, Ganderbal, Anantnag, Bandipora and Kupwara were cancelled owing to the fact that some irregularities were found in the tendering process, after cancellation of tenders got under litigation in the High Court, Srinagar thereby stalling the process of re-tendering. Similarly, the tenders of 5 districts of Jammu division i.e. Jammu, Kathua, Samba, Kishtwar & Rajouri were also cancelled. Fresh e-nit for 5 districts i.e. Jammu, Kathua, Samba, Rajouri and Poonch stands uploaded. Whereas e-nit for Doda and Kishtwar is under preparation with M/s WAPCOS PMA for DDUGJY. RATLE HEP Vide Govt. Order No:23-PDD of 2017, dated the Agreement with Ms. GVK Rattle Ltd was terminated in view of the abandoning of the project by said developer in year In view of the Government Order the termination order was issued on and the assets of the project were immediately taken over by JKSPDC. Third party valuation of the said assets is being done by a team of consultants from IIT Roorkee. GVK Ratle filed an application before the District and Session Court Kishtwar for interim relief for staying the Termination of PPA however same was dismissed on Against aforesaid Order of the District and Session Court Kishtwar, GVK Ratle HEP Pvt. Ltd filed an Appeal under section 37 of the J&K Arbitration and Conciliation Act, 1997, before the Hon ble High Court at Jammu, and the same was finally dismissed on GVK Ratle filed SLP in the Hon ble Supreme Court of India against the said order of Hon ble High Court of J&K, Jammu, and the same was dismissed on In the meanwhile GVK Ratle HEP Pvt. Ltd also filed an application under section 11(6) of the J&K Arbitration and Conciliation Act, 1997 for appointment of Arbitrator and finally the Hon'ble High Court at Jammu disposed off the same on by appointing Arbitral Tribunal consisting of two Arbitrators and one presiding Arbitrator. Accordingly, Central Electricity Authority was requested vide JKSPDC letters Dated: ; & to transfer the concurrence of the project in favour of JKSPDC so that in view of the Government decisions further steps for development of the project could be taken. However in response CEA vide letter dated: communicated that: M/s GVK Developmental Projects Ltd. has filed a case against PFC & ors. Including JKSPDC.. the website of Delhi High Court shows that the case is pending and will come for hearing on as the matter related to Rattle Hydro Electric Project (850 MW) is subjudice, the request for transfer of TEC/Concurrence/TEA/Appraisal accorded to Rattle Hydro Electric Project (850MW), J&K to J&KSPDC may be dealt as per CEA OM No. CEA/103/18/2010-HPA/1452 Dated after the judgment on the said matter by Hon ble Delhi Court. There are no further comments in this regard. JKSPDC filed an application vide IA No of 2017 for deletion of JKSPDD from the array of parties in civil suit No. 450 of 216 as the case has been filed by M/s GVK against the PFC and the matter is essentially between GVK and PFC, JKPDD & Union of India having been later arrayed as the defendants by the Hon ble High Court of Delhi.
7 As per directions received in the meeting held by Secretary, Ministry of Power (MoP) JKSPDD is again requesting Central Electricity Authority (CEA) for transfer of concurrence of 850 MW Rattle Hydropower Project in favour of JKSPDC, so that further steps for development of the project can be taken. In respect of 8MW SHP Project Hanswar& 10MW SHP Project BhutNallah, the survey & investigation has been completed and the Detailed Project Reports (DPRs) for these two projects have been prepared & finalized during December, Both these sites have been demarcated and obtaining of the statutory clearances from various line departments is in process. The tenders (RFP) for selection of the EPC Contractors shall be floated in the month of February, For 7MW SHP Project AapanNallah, the survey & investigation has been completed and the preparation of Pre-Feasibility Report (PFR) is under process. After finalization of the PFR, the DPR shall be completed tentatively in the month of March, In addition to these three sites, JAKEDA proposes to develop one more site at NaigarhKishtwar having tentative potential of 10 MW. JAKEDA has also allotted the following mini hydel projects in district Kishtwar and Doda for their development through private developers in Independent Power Producer (IPP) mode.
