The upgrade of the server and miscellaneous hardware in the office has been completed. The upgrade as well as on-going support was completed while presenting a budget that reflects a 5.50% decrease in spending in the assessment office year over year. The office remains very busy as we continue move towards the closing of the assessment roll, and preparing for the upcoming release of the 2017 Tax Bills. Activity in the office currently centers on data collection both in the field as well in the office thru the monitoring of sales activity and processing of building permits. New development within the township remains sporadic, the largest activity is centered in McHenry with the on-going development of Patriot Estates. It is worth noting the City of Crystal Lake has approved a new housing development which is proposed to be developed on approximately 310 Acres and will be a mixture of 319 Single Family Homes, 105 age targeted Single Family Homes and 68 Townhomes. The development is known as Woodlore Estates and will be developed by Lennar Homes. The development site is located off the East side of Route 31 North of 176 (This is the former proposed Preston Pines site) The Real Estate market remains active and changes in the median sale prices year over year have been seen as follows: The Condominium Market shows over 10% increase in the Median Sale Price, the Townhome Market shows an increase of 3.46% and Single Family shows an increase of 2.32%. The numbers cited above are meant to provide a broad overview. These are not necessarily reflective of each area thru-out the township. Please remember I am available for any questions or concerns. Exemption information is being verified, ownership record changes have now been streamlined by receiving monthly reports of ownership changes that do not occur thru the traditional buy / sell process. These activities as well as some of the many others that are occurring within the assessment office, allows us to rely on verified, and credible information which leads to well thought out and defendable property assessments.
5 A look at 2017 Levy s (Requests for Spending) and corresponding Tax Rates Assessment year 2017 was the third straight year the assessment base has experienced an increase. The increase comes from a number of reasons such as, new construction, Reclassification of property and equalization factors applied to the assessment roll. When the assessment roll begins to expand and Taxing Authorities hold the line on spending or hopefully decrease spending (Levy), we will begin to experience lower tax rates. Based on the attached information it appears the median tax rate for tax year 2017 is $ per hundred dollars of assessed value, in comparison the median tax rate for tax year 2016 was $ per hundred dollars of assessed value. Based on this information the % change from the 2016 median tax rate to the 2017 median tax rate is -2.66% The median % change of just the 2017 tax rates is -3.62%. I have also attached the 2017 and 2016 Tax Year Taxing Authority Levy (Spending) Requests. As you can see a decrease in the Tax Rate is not always due to a decrease in Levy (Spending) requests. The reality is, with the increase in the assessment roll if the taxing authority would have maintained a flat levy (request for spending) we would have experienced lower tax rates. Note: The tax rates that have been calculated based on the Taxing Authorities levy requests (spending requests) that are on the following pages, will be used by the McHenry County Treasurer to calculate your 2017 tax bill. The tax bills should be mailed from the McHenry County Treasurer by the second week of May (Estimated Date) Remember Tax Bill calculations are as follows; 2017 Equalized Assessed Value minus exemptions, multiply by tax rate = Tax Bill. Remember exemptions equal tax savings, when you receive your tax bill, be sure and review to be certain you are receiving all possible exemptions.
