1 World Vision World Vision Fundraising Guidelines Guidelines for Third Party fundraising by non-world Vision groups, individuals or organisations. Introduction World Vision appreciates the efforts of groups, individuals and organisations wishing to raise funds to donate to World Vision, but does not have the resources to manage or monitor each fundraising activity and ensure it complies with the various Fundraising Acts to which we must adhere. If you have determined to undertake a fundraising event with the intention that proceeds are to go to World Vision then the following requirements are essential to ensure accountability to the donating public. Purpose of the Fundraiser It is most important that anyone wishing to raise funds for World Vision clarifies the purpose of the appeal to those they are raising funds from and advertise which World Vision project, appeal or program donations are for i.e. Sudan Appeal. Event Management Any event organised by a third party (individual, group or organisation), external to World vision is not an official World Vision event. Unfortunately, we cannot authorise any third parties to act as a World Vision agents. World Vision bears no responsibility for the management or conduct of a fundraising event organised by a third party. For the avoidance of doubt, it is the responsibility of the third parties to ensure they are compliant with the relevant legislative requirements, including obtaining the appropriate permits / licenses if necessary. As we cannot advise on your specific fundraising registration/licensing requirements, we recommend you take the time to read the information provided by the relevant government bodies, details of which can be found at: ACT: NSW: NT: no current website QLD: SA: TAS: VIC: WA: Legal requirements for any event held by a third party such as insurance is the responsibility of the third party organiser.
2 Use of Logo You can state that the proceeds from the event are going to World Vision but cannot use the World Vision logo. Under no circumstances do we grant you authority to manufacture, sell or license the sale or manufacture of merchandise bearing the World Vision logo. Media and other Communications Any communications produced by third party fundraisers must specify: The intent / purpose of the fundraiser What percentage or amount of funds will go to World Vision Where funds will be applied to: program (i.e. child sponsorship), appeal (i.e. Tsunami Appeal) or project (i.e. HIV/Aids) It is strongly recommended that any communication materials include a clause stating that they are not endorsed by World Vision i.e: This picture is sourced from the Reuters website, dated ***. We also strongly recommend that organisers clearly identify that World Vision is not involved in the organisation of the event, by use of the following wording: [Name of organisation] supports the work of World Vision by raising funds for [name of projects]. World Vision is grateful for the support of [organisation] but is not involved in any of its fundraising activities. Receipting and Payment of Funds World Vision does not provide cash tins or receipt books for third party events. If a third party fundraiser accepts donations on behalf of World Vision and the donors require a tax deductible receipt (as long as these comply with the legal obligations as a fundraiser), World Vision can provide individual receipts but must have a list of donor names, addresses, donation amount and purpose of donation i.e. where the funding is to be applied to. World Vision will send receipts directly to the individual donors once the funds and donor information has been received. Monies raised must be remitted to World Vision within 28 days of the event taking place and include a financial summary. Because not all donations are tax deductible, please refer to the Frequently Asked Questions section of this brochure for specific information. You can also confirm with the relevant websites above. Frequently Asked Questions Do I have to register with the government as a fundraiser? You do not have to register with World Vision to undertake a fundraising event, however, you may be required to register with Consumer Affairs, or the relevant state body, to proceed. Some organisations are exempt from the need to register by either the Fundraising Act itself or by Ministerial order. In some states, you must be a charity to be granted a fundraising authority. Exempt organisations in some states include: a state school, council or registered school universities, TAFE colleges and other tertiary educational institutions hospitals and other registered funded agency under the Health Services Act 1998
3 religious bodies with authority to conduct marriages, registered political parties, registered trade unions and registered workplace relations or industrial relations organisations kindergartens and other licensed children s services that receive funding for a pre-school program the Anti Cancer Council, and not for profit organisations that receive less than $10,000 gross in a financial year from fundraising and use only unpaid volunteers. To find out if you have to register as a fundraiser, we recommend you visit the website listed above that corresponds with the state where the fundraising event will be held. They will be able to provide you with the relevant information that you will need. If I don t have to register as a fundraiser, what can you provide? Unfortunately we cannot provide you with photos or use of our logo, however, if you would like appropriate posters or materials for your event you may find suitable materials on the Reuters website at as free downloads. Can you send us a cash tin for our business counter? No. World Vision cannot provide cash tins. Under fundraising legislation there are regulations that we must adhere to with regard to cash tins and we have no way of ensuring that they are adhered to if tins are out of our control. I want to have a party and get people to donate to Wold Vision instead of presents. Can I use some of your posters at my party? No, unfortunately World Vision is not able to provide you with any official promotional material as your birthday party is not an official World Vision event. You can visit the Reuters website for free downloads and appropriate materials. Are people going to be able to receive a tax-deductible receipt? Yes, if you provide a list of the contributors name, details, where you would like the money to go to and the amounts and provide it to us along with the cheque for the total raised. (All donations of $2 and above are generally tax deductible.) What if people want to give cash, can t some one from your office come and pick it up? Unfortunately we do not have the resources to send an individual to collect the cash you raised. What we would recommend is that either you draw a bank cheque or a money order as this is the securest method for you and also the easiest way for us to process your donation. I want my business to contribute all the profits from the sale of an item/s to go to World Vision. You can contribute a percentage of profits to World Vision and you can mention that your proceeds will go towards World Vision, however, we are unable to allow the use of our logo in this instance. Please note that, where you are conducting an auction as part of your fundraising event, we are unable to provide tax deductible receipts in relation to both the donation of and purchase of charity auction items.
4 If I can t use your logo how can I prove to people that this is a legitimate fundraising activity and the money is going to World Vision? Unfortunately, if you are to hold an event or appeal without becoming an agent of World Vision, we cannot provide proof that your event is legitimate either by phone or letter. If you register as a fundraiser you can provide your registration authority as provided by the relevant government body. If you conduct an unauthorised appeal, there are two possible options. You can mention the World Vision name in any of your correspondence. In other situations where you are intending to contribute on an on-going basis it may be appropriate for you to display the official WV receipt as proof of your contributions. I am planning to have an event and charge a fee for people to come and I will be donating the proceeds to World Vision, can I get a receipt book to give them a tax deductible receipt? No, firstly we do not issue receipt books to anyone who is not a World Vision official who has undergone interviews and police checks required to become one. Secondly, individuals actually may not be eligible for a tax-deductible receipt due to the fact that they are receiving a benefit. Only where the cost for the donor to participate in the event is $250 or more, and the value of what they are receiving is worth less then 10% of what they are contributing (or $100 whichever is the less) can we provide tax deductibility - and then it is only for the difference between the item s value and their contribution.
5 World Vision Third Party Fundraising Definitions Event Type Definition/Obligations Example Register as a fundraiser Unauthorised Appeal Groups and individuals register as a fundraiser through the relevant state government body. Accounts of receipts and payments are to comply with the Act and is the responsibility of the fundraiser. If the value of the fundraising activity is estimated to be below $10K, and the fundraiser is a not-for-profit organisation using only unpaid volunteers, the third party does not require fundraising registration in Victoria (you will need to confirm this before proceeding with any fundraiser, with the relevant authorities in each state), however, the event will not be endorsed by WVA. Local club wishes to raise funds with the proceeds going towards a specific World Vision project or program Local church raising funds for a child sponsorship. An organisation wanting to donate a % of the proceeds from a CD, book, concert [CI\CI\396621_1]
