2 Month of June, 2005 Data Analysis Sheet for the Tax Office WHAT? After reviewing the data, what vatterns do you see? The collection rate increased from 88.05% last month to % this month. This month's tax collection rate of94.35% in the highest rate ever achieved during a June period. Last month our collection rate was 88.05%; this represents an increase of 6.30 percentage points. This follows the pattern for each month of June over the last three years. Each subsequent year has shown very health growth. This year we experienced the highest participation in the split payment option over the last four years. This month turned out to be a dramaticalz large month due in part to the large "split pmt" option account balances that were due by the 30 of the month. There were $1.2 million dollars and 2,000 tax accounts that became due this month from the split payment option. Of these only 136 tax payer accounts did not pay on time. This represents approximately $62,000. The month of June05, is probably the last month this year where we will experience a dramatic increase in property tax collections. The next three months will bring in additional needed revenues; just that the growth in not anticipated to be significantly large. From the data, what are the areas or stremlths? Overall. the tax collections for all budeeted funds are $ or /0. There are numerous strategies that the Tax Office has used through out this year. However, ifi were to single out one strategy over all the others, I would have to select "Customer Service". Without good and consistent customer service all the other strategies would not rise to the level of expectation. Some of the strategies:. Include direct person-to-person telephone collection efforts.. Continued advertising the "On-Line Pmt" options; the login is listed below, Online.asp. Increased "Friendly Reminders" advertising; these ads remind taxpayers to pay on time in order to avoid additional penalty and interest charges as well as possible lawsuits.. Customer appreciation "gifts" continued to be highly appreciated by our taxpayers. Strategies employed this month included:. Early in the month additional tax statements were sent to all accounts under the "split. pmt" option. This strategy proved very successful as evident by our monthly collections. Stepped up referrals the delinquent tax attorney's office. A "temp" person has been assigned to the Tax Office, and this person has been a tremendous help. The temp has "freed" some time for other staff members to concentrate on collection efforts. Particularly, when staff is out due to medical or other leave. From the data, what are the areas that need imvrovement or attention?. A strategy has been developed with the attorneys, whereby LISD will be the "first" to file a lawsuit as opposed to filing an "intervention". Over 40 accounts have been submitted to KMP for filing of a "judgment".. An additional 75 accounts have been targeted for filing oflawsuits and have been submitted to the Attorney's Office. a m- -~- - --
3 WHY? What are the possible casual factors for areas in need of improvement or attention? With each passing tax year, the Tax Office has managed to increase its collection rate. As the collection rate increases, the amount of delinquency decreases. Therefore, early intervention via a lawsuit becomes critical to the success of all our efforts. A more efficient office is in the works and will become a reality in a few more months.. An increase in staff would go a long way to provide better customer support and relieve office stress, both physical and mental. HOW? How do you explain the casual factors? Budgetary constrains are a primary consideration as to funding allocations. IN CONCLUSION? What do you conclude from your analysis? At the top of all the efforts, is "knowledge" of identifying who the delinquent taxpayers are and a non-stop communication with this category of taxpayers. It is essential to have optimum utilization of both human and physical resources. Management needs to continue to stay on top of all situations and be able to decisively make course corrections, if necessary, "on the fly". These are two factors that help improve our delivery systems. WHAT'S NEXT? Identify improvement strategies for areas of need? The Tax Office is looking forward to the move to the Rapaport building. This location and its enhanced amenities should be a great asset to the continued success of the strategies employed at the Tax Office. Daily communications between our office and the attorney's office continues to be the "key" to continued enhancement of the tax collection results. Currently, strong working relations makes for a marked difference. b
