1 0 2 / 1 3 / Granville Township Minutes of Regular Meeting, February 13, 2019 Present: Granville Township and Granville Roads District Trustees* Kevin Bennett, Dan VanNess, Bryn Bird, Fiscal Officer Jerry Miller, Recording Secretary Cathy Klingler Department Head: Superintendent Travis Binckley and Chief Casey Curtis Guests: Chief Bill Caskey, Granville Police Department Lt. Shawn Dawson, Granville Police Department Trustee VanNess called the regular business meeting to order at 7:00pm with the Pledge of Allegiance. Agenda Approval: Trustee Bennett moved to approve the meeting s agenda as submitted, with the alteration of moving the topic of the Granville Police Department Firing Range to an earlier point on the agenda. Trustee Bird seconded. Without further discussion, the motion passed by unanimous vote. Minute Approval: Trustee VanNess moved to approve the minutes for the January 23, 2019 meeting. Trustee Bird seconded. Without further discussion, the motion passed by unanimous vote. GPD Pistol Firing Range and K-9 Training Facility: Trustee Bennett reviewed Granville Police Department (GPD) Chief Caskey s proposal for a firing range to be constructed in Spring, The MOU has been approved by Village Council and is awaiting formal action by the Township Trustees. Trustee Bird stated she worked with APA Lecklider and there would need to be a formal waiver regarding any structures since it would be located on Open Space property. APA Lecklider recommended setting a time limit on the waiver (i.e. 10 years). Trustee VanNess suggested the building be located on property purchased with general fund money, but if that was not feasible, then agreed with the formal waiver. Trustee Bennett stated Phil Watts, who leases the property for farming, signed a new lease which will not excludes the firing range area. Discussed the Village will mow the shooting range area. Trustee Bennett s mention of needing operating rules for the range, Chief Caskey stated he would let Kendal know when it would be used, once the range was functional; a flag would be put out when in use; Chief Caskey is considering a pole barn type building, with a dry foundation. Trustee Bennett explained the driveway will need to be repaved this Fall and its cost would be split between the Village and the Township (prior MOU on the Village Service Department Project), but the access road to the Firing Range would be 100% the responsibility of the Village; Chief Caskey confirmed that responsibility and stated it would be part of the shooting range construction project. Chief Caskey added they conducted another sound test, and no Kendal resident had an issue.

2 0 2 / 1 3 / Trustee Bennett moved to approve the Memorandum of Understanding as written. Trustee VanNess agreed, with the condition Trustee Bird adds the rules of the waiver as an addendum to the MOU, which would be reviewed at the February 27, 2019 meeting. Trustee Bird seconded. There was discussion about the building planned to be on Open Space property. Without further discussion, the motion passed by unanimous vote. Public Comment: None Fire Department: Chief Curtis reported the following: 262 runs year-to-date, a decrease of 9% from same time in 2018 Attended Central Ohio Fire Chiefs meeting, MEC Chiefs meeting, and met with Denison University about new senior housing buildings Had a meeting with Terra Nova and Jeff Brown (Granville Schools Superintendent) about a subdivision on North Street Attended the BIA breakfast at Denison University Attended the Village Council meeting about a TIF, as HPlex and another investor offered $10,000 to the new fire station to offset a tax credit impact on the agency Had an ISO evaluation meeting on February 12, 2019 Met with B & C Communications about radio coverage concerns Announced he would be out of town February 16-24, 2019, and Lt. Bowman would be acting chief in his absence Announced NCAC swim meet at Denison University, on February 13-15, 2019, and the request an EMS crew be on site at 14+ hours per day. New grass truck was built and should be in service March 1, 2019; there was discussion about declaring the old grass truck as surplus and sold for $12,000. FO Miller stated the Granville Recreation District expressed interest in purchasing the truck for $12,000 and making the full payment during 2019; they would be flexible on a delivery date. Trustee VanNess moved to declare the grass truck as surplus, and allow Granville Recreation District (GRD) to purchase it for $12,000, having it fully paid for in Trustee Bennett seconded. FO Miller added GRD Executive Director Andy Wildman had not yet received formal approval from the GRD Board, so there motion needs to be a contingent upon approval by the GRD Board. Without further discussion, the motion passed by unanimous vote. The Chiefs new car has arrived, but is still awaited the arrival of lights and signs to finish the project; was to be finished within 2-3 weeks The new Medic is still under construction and we just learned the delivery of the new chassis has been delayed, so completion of the Medic is now April, 2019 Fire Station Progress Report Chief Curtis reported: Had Detail Design review with CMAR (Robertson Construction) and Architects (Mull and Weithman). Additionally FD Crews and FO Miller reviewed the drawings pages of specifications were being reviewed.

3 0 2 / 1 3 / Trustee VanNess reported he spoke with the Architects about pricing options, such as lighting. Trustee VanNess reported: Architect reported geo-technic boring test resulted in need to be in Class D regarding a seismic factor, which required additional bracing possibly costing $30,000-$50,000. An additional test could cost $10,000; if test were passed, there would be no need for additional bracing. Trustee VanNess stated he would have more information at the February 27, 2019 meeting Talked with Holophane Lighting leaders regarding fire station lighting Asked Village to make sure the one-time Hplex offer (One time $10,000 donation to the Fire Department to offset TIF), was in the Village Council meeting minutes Next construction meeting was scheduled for March 1, 2019, 8:30 am. Trustee Bennett reported Granville Historical Society would be providing contents for display cases. Trustee VanNess reported drop-in photos could be installed in 4-5 hours, and costs would be available soon. FO Miller shared documents from the USDA regarding financial assistance approval for the new fire station project which included required forms to be completed by bond counsel. Attorney Dennis Schwallie name was suggested as possible bond counsel; FO Miller agreed to get a quote for Attorney Schwallie services. Trustee Bennett moved to authorize FO Miller to take the necessary steps to prepare and sign the letter of resolution on behalf of the Trustees. FO Miller planned to contact Attorney Schwallie, proceed with a letter of intent and the loan resolution, and have a quote by the February 27, 2019 meeting. Licking County Assistant Prosecutor Austin Lecklider would be asked to review the documents. Granville Township Road District: Superintendent Binckley reported the following: Crew was out 8 times clearing roads since January 23, 2019 Had taken delivery of 650 tons of salt per the ODOT Salt Purchase contract; could still purchase 175 more tons if needed Crew had been cleaning culverts and catch basins No major water issues Had been doing maintenance on equipment The new Dump Truck was scheduled to be picked up February 14, 2019 Old trailer could be sold on GovDeals for about $3000 Kendal Traffic Light Update: Trustee Bennett reported: He put together the solicitation and advertisement for the traffic light; pre-bid conference would be February 26, 2019, bids would be due March 12, 2019, and would be opened at the March 13, 2019 meeting Denison University desired the right-of-way easement with Kendal to include language in case Kendal would go out of business Hopeful completion date for traffic light is October, 2019

Trustee Bennett explained Township agreed to pay up to $95,000 and Kendal would assume anything over that; planned to discuss topic in pre-bid conference. Cemetery Department - Superintendent s report Superintendent Binckley reported: Had three funerals since January 23, 2019 There would be two funerals the week of February 13, 2019 Local resident Scott Harmon, who performed survey work at Maple Grove Cemetery, recently passed away and the funeral would be February 14, 2019 Cemetery Improvement Project Update: Trustee Bennett reported we advertised the cemetery building project. A pre-bid conference was held on February 11, 2019 and the final closed bids are due February 26, 2019, to be opened at the Trustee regular meeting on February 27, Trustee Bennett suggested an asbestos inspection on the current building prior to demolition. Zoning Inspector Zoning Inspector Binckley reported: Wrote no permits since January 23, 2019 Board of Zoning Appeal (BZA) Zoning Inspector Binckley reported: BZA scheduled to meet February 19, 2019 for two hearings Zoning Commission: Zoning Inspector Binckley reported: Zoning Commission scheduled to meet February 18, 2019 Described a potential housing development off SR 661 and potential variance request Trustee VanNess suggested waiving the $250 fee for the potential PUD on SR 37 to be compliant with the Township; Trustee Bennett agreed Trustee VanNess mentioned spots were open on the Zoning Commission for alternates; Mark Newcomb and Kristine Rainey asked to be considered. Trustee Bennett moved to appoint Mark Newcomb and Kristine Rainey as alternates to the Granville Township Zoning Commission. Trustee Bird seconded. Without further discussion, the motion passed by unanimous vote. Parks Trustee Bennett received a response from the owner of the property adjacent to McPeek Lodge, where additional soil testing was desired. The property owner is willing to have testing conducted on the property. The Licking Land Bank was notified and will send a consent form to the property owner to execute.

5 0 2 / 1 3 / Land Management / Open Space Trustee Bird reported the following: Planned to have a meeting with the Open Space Committee to review easements and with APA Austin Lecklider for review Met with Park National Bank about the pathway; they might want the Foundation to partially fund easement and construction; planned to meet with Jeff Brown (Granville Schools Superintendent) about a cost estimate; there would be a mulch path temporarily; Granville Schools would put a pathway beside the gravel path, but it had to be ADA compliant. Economic Development Trustee Bird reported Requested a meeting with Marysville regarding a CEDA Asked the Village of Granville for a timeline for the MOU for the cost of the bridge Correspondence received or sent: FO Miller reported: Received a note from the Village concerning the deer management program; 60 deer were harvested. Received a note from Spectrum, announcing Mid-American LLC was new state-issued authority to operate the cable system. Elected Officials Reports: FO Miller reported: Attended the 2019 Ohio Township Association Conference where he received 6 hours of continuing educations as required for his Center for Public Investment Management (CPIM) certification. Credit card policy was distributed to Chief Curtis, Superintendent Binckley and FO Miller, who all signed, as required by the policy. Received a new printer tray and a new external hard drive for the Business Office W-9 s were printed and distributed The 2018 property tax (paid in 2019) check has been cut The annual workers compensation true-up report has been completed and will be paid. The annual work related injury report has been completed and filed with the Department of Labor. Nick Vaccari, investment advisor, with Meeder Investments, has returned to the company is will be our advisor. Mr. Vaccari, was asked to make a list of securities coming due and plans to meet with FO Miller in March, 2019 to review our investments. When entering the approved 2019 Permanent Budgets amounts into the UAN systems, three items were missed in the Fire Department Operations (fund 2191) budget. FO Miller explained them to the Trustees and asked they be included as part of the 2019 Permanent Budget.

6 0 2 / 1 3 / Trustee VanNess moved to add to the previously approved 2019 permanent budget in Fund 2191: $8000 for SAFER Employees HRA contributions, $75 for telephone services, and $150 for travel expenses. Trustee Bennett seconded. Without further discussion, the motion passed by unanimous vote. FO Miller provided a list of the warrants and payroll checks issued and requested approval for the warrants, withholding vouchers, debit memos and EFT s, which were issued. On a motion by Trustee Bennett to authorize the payment of checks for the period of January 24, 2019 through February 13, 2019 and a second by Trustee VanNess, by a unanimous affirmative vote the following warrants, withholding vouchers, debit memos, EFT s, and if applicable, then and now purchase order certificates were approved for payment and processing:

Miller, Fiscal Officer Trustee Bennett Reminded the Trustees of the upcoming newsletter and requested pictures and articles Trustee VanNess Steve Pyles, Village Manager, asked the Trustees to approve an AEP easement for a service poles, which would be partially underground and partially above ground. Trustee VanNess moved to approve the AEP easement for the Village s service center as the exhibit displays. Trustee Bennett seconded. Without further discussion, the motion passed by unanimous vote. Trustee Bird Planned to attend the geopolitical class with a Village employee. Old Business GPC Firing Range was discussed earlier in meeting New Business - None Trustee VanNess moved the meeting be adjourned. Trustee Bennett seconded. All approved. Without further discussion, the meeting was adjourned at 8:18 pm.
