1 ONTONAGON VILLAGE COUNCIL MEETING HELD AT 6:00 PM ON MONDAY, MARCH 26, 2018 AT 315 QUARTZ STREET, ONTONAGON 1 PUBLIC HEARING PROPOSED MILLAGE RATE & BUDGET FOR THE FISCAL YEAR PRESENT: President Waldrop, Trustees: E. Marks, J. Hamm, M. Mogan, T. Smydra, D. Chastan, B. Seid and Manager, J. Erickson CALL TO ORDER: AT 6:00 pm the meeting was called to order and the Pledge of Allegiance was led by President Waldrop.. AGENDA: A motion was made by Seid, second by Hamm, (CARRIED) to approve the agenda with the addition of item D: John Holland, MRWA water rate analysis. PUBLIC HEARING PROPOSED MILLAGE RATE & BUDGET FOR THE FISCAL YEAR Twenty four residents were present for the Public Hearing. At 6:02 pm a motion was made by Hamm, second by Smydra, (CARRIED) to enter a Public Hearing to discuss the Proposed Millage rate & Budget for the fiscal year The Village Manager reviewed the millage and Budget for the fiscal year Comments from the public included where do the funds come from and how does the Budget compare to last year. At 6:15 pm a motion was made by Mogan, second by Seid, (CARRIED) to close the Public Hearing.

2 2 ITEMS FROM THE FLOOR: Resident had complaints about blight and unsanitary issues with a neighbor. Resident handed out copies of message that she felt created collateral damage to Cane Court, employees, and board members. Resident reminded the group of the Village Housing RAD Conversion Specialist, LLC will be doing a presentation on RAD (Rental Assistance Demonstration) on March 27, 2018 at 3:30 p.m. at the Village Housing and it is open to the public. Resident talked about inspection of water pipes. Residents talked about signs that are hard to read or backwards as well as siding coming off buildings on River Street. Residents discussed Blight buildings and building inspectors. President Waldrop scheduled a Blight Committee meeting for April 2, 2018 at 4:00 in the Village Chambers. Resident asked if the Manager was able to get the cost information she requested at the last meeting. Deputy Weaver stated if residents have issues or see something strange, please report it to the police department. At 6:50 p.m. the items from the floor was closed. APPROVAL OF CONCENT MINUTES: A motion was made by Marks, second by Chastan, (CARRIED) to approve the Village Council minutes of March 12, 2018.

3 MANAGERS REPORT 1. Lansing The MML Capital Conference was, once again, a great opportunity to learn about the State budget and the impacts on local government. Issues to be tackled by the legislature are additional revenue sharing and the Governor s proposed fee increases. The 5 dollar water bill surcharge is likely dead, especially with the anticipated added cost of the new Lead Copper rules. With this being an election year, if there is no action on a bill be June it likely won t be taken up until after the elections. 2. MDOT M-64 Bridge Repairs Zenith Tech, the builder of the bridge, will be doing repairs for MDOT starting in early May. Work will include deck patching, joint repairs and other maintenance work. Traffic will be reduced to one lane with signals in place. The work on west bound lane will be completed by early-july. Pedestrian and ORV travel will be maintained during construction. In July and August they will be working on the east bound lane. The project should be substantially complete and traffic restored by August 30 th, before Labor Day weekend. They will be needing water and a staging area from the Village. 3. Project Updates: a. Water Telemetry Bids for the first phase of the project will go out soon. For the second phase, the manufacture s rep for the sludge collection system at the Water Plant will be here in next week to evaluate and recommend repairs to the existing system. b. Fire Hall Generator There were 2 bids submitted, the Committee asked for clarification of the bid proposals (more information) before recommending an award. c. Lakeshore Drive Lighting The plans have been submitted to DNR for review. After a final review, the bids will be let. 4. Village Clerk/Treasurer We received 12 applications for the positon. I will be meeting with the Personnel Committee this week to prepare for interviews. 5. Housing Commission There is a meeting with Robert Beale from RAD Conversion Specialists tomorrow at 3:30 p.m. at Cane Court. The Council is invited to attend. At the request of the Village President, this meeting is posted as a Special Meeting of the Village Council, so all members can attend. 6. Water Dept. - With the passing of John Dupie this past weekend, I have had to make some short term arrangements for keeping the Water Treatment Plant operating. I have appointed Jeremy Graff as the acting Water Plant Supervisor and hired Julie Dembraski as a part-time Water Plant Operator. She holds the required licenses to operate our water plant. I will need to meet with the Personnel Committee to discuss future options. On a more somber note, I would like the Councils permission to close the office and allow all employees a half-day of funeral leave to attend the services for John. 3

4 4 A motion was made by Hamm, second by Smydra, (CARRIED) to authorize closing the office for half a day for the Village employees to attend the funeral of John Dupie. A motion was made by Chastan, second by Seid, (CARRIED) to accept and place on file the Manager s Reports. NEW BUSINESS: A. BUDGET MOTIONS This is a motion to direct the Village Manager to make end-of-year housekeeping adjustments to the current fund budgets to comply with the Uniform Budgeting & Accounting Act. 1. A motion was made by Chastan, second by Mogan, (CARRIED) to direct the Village Manager to make line item and departmental transfers within the funds of the FY Budget as necessary to comply with the Uniform Budgeting & Accounting Act. This is a motion to amend the Village Purchase Policy to set the Spending Limits for FY The proposed spending limits are the same as last two years. 2. A motion was made by Hamm, second by Smydra, (CARRIED) to amend the Purchase Policy to set the Spending Limits for FY as follows; for General Purchases: Quotes for purchases over $500, and Bids for purchases over $5000; for Contracted Services: Quotes for services over $1000 and Bids for services over $5000; for Capital Purchases: Quotes for purchases over $3000, and Bids for purchases over $10,000; provided funds are available and according to the adopted purchase policy of the Village.

5 5 This motion adopts the Line Item Budgets, directs the Village Staff to be prudent in spending public funds, and directs the budget be managed by Cost Centers (department). An example of a Cost Center is the budget for the Village Council; the manager may move money between line items within the Village Council budget, but not move to another department such as Parks & Recreation. 3. A motion was made by Seid, second by Chastan, (CARRIED) to adopt the Line Item Budgets for the FY as presented; that the budgeted line items are an appropriation of funds and not a mandate to spend; and that the Village Manager shall administer this budget on a Cost Center basis. This is a motion to adopt the budget resolution that sets the millage rate at 11 mills and the fund budgets as the General Appropriation Act for FY A motion was made by Marks, second by Hamm, (CARRIED) to adopt Resolution No to set the Millage Rate at 11 mills and adopt the Official Budget for the Fiscal Year beginning April 1, B MDOT RURAL ELECTED OFFICIALS MEETING Meeting is scheduled for April 23, 2018 at 10:00 at Houghton City Hall.

6 6 A motion was made by Smydra, second by Mogan, (CARRIED) to approve three councilmen to attend the MDOT Rural Elected Officials Meeting on April 23, 2018 at 10:00 a.m. at the Houghton City Hall and cover expenses. Councilmen Chastan, Hamm and Seid will be attending. C. OCTC QUOTE FOR FIBER OPTIC CONNECTIONS OF WATER SYSTEM TELEMETRY The connection of fiber optic communication line between our water facilities will be built and maintained by the Ontonagon County Telephone Company. The Village will be responsible for paying the cost of any extensions, service drops, and terminal setup. There will also be a monthly fee for our bandwidth access. A motion was made by Mogan, second by Chastan, (CARRIED) to authorize the Ontonagon County Telephone Company to install fiber optic connections to the Village Water System for a proposed cost of $23,549.57; and authorize a 5 year contract for the circuits at a monthly fee of $ D. JOHN HOLLAND MRWA WATER RATES ANALYSIS A motion was made by Seid, second by Chastan, (CARRIED) to have the water committee discuss the MRWA water rates analysis and give a recommendation to the Village Council. OTHER COUNCIL BUSINESS: Councilman Smydra discussed the Greenland Road School A motion was made by Smydra, second by Chastan, (CARRIED) to authorize the payment of Insurance Liability and replacement of the Greenland Road School for

7 $1,100/year. This includes the bus garage and playground equipment. 7 Councilman Smydra suggested we get the Greenland Road School property surveyed in sections for potential sale. The Manager will work up a diagram of the property and contact the surveyor for estimated costs. Councilman Hamm stated the Dollar General starting construction.
