19 Fjordforbindelsen Frederikssund Traffic Control Measures Crown Prins Frederiks Bridge J. F. Willumsens Vej Construction Act 2, stk. 2. The Danish Road Directorate may, in accordance with section 92 of the Traffic Act and after negotiation with the Municipality of Frederikssund and with the consent of the police, make provision for traffic control measures on Crown Prince Frederiks Bridge and J. F. Willumsens Vej and on those referred to in section 1 1, cf. Annex 1 of the Act, which affects road use and facilities in order to reduce the traffic driving through.

21 Indepedent Public Company Fjordforbindelsen Frederikssund The legal basis for the project is the construction law The company was established 27 th November 2015 and is 100 % owned by the State Company responsibilities: 1) construct the Fjord Link 2) finance the project (partly) 3) collect payment by establishing, operating and maintaining a tolling scheme The only employees are the 5 board members

22 The role of the Danish Road Directorate The Danish Road Directorate (DRD) is by law appointed to be the business manager Carries out the daily management and administration (paid at cost) Great experience in planning, construction and maintenance of roads but a novice when it comes to tolling, herein handling paying customers Therefore use of expert consultants and market consultations DRD has a dual role

23 The business case Finance and pay back of loans Overall Project Budget Contribution from the Danish Government The rest to be funded by the company EUR 270 million EUR 90 million (EUR 180 million) Loans: Approx. EUR 110 million have been borrowed (state guarantee) All loans are to be paid back within 40 years Estimated toll fee rates Cars under 3500 kg Vehicles over 3500 kg Estimated traffic: EUR 2 EUR vehicles pr. day Herof approx. 10% heavy vehicles

25 The frame for the tolling services This is the first time we procure a free-flow tolling system We have a limited budget low running cost Lack of economies of scale only one free-flow tolling system The factor of time 13 months mobilisation before start of operations We want to make use of already existing competencies in the market Our cost and risk indexation showed that Tolling as a service would be preferable compared to the alternatives

26 The aims for a successful first generation contract We want an efficient, highly economical and user friendly tolling scheme The governing idea for creating this is to drive the compliance of registration of users The construction law sets out that all users not registered with an electronical tag will have to be charged an administration fee.

27 2 market consultations to ensure openness Preliminary Market Consultation Published a background note where three models was described along with a questionnaire The aim was to qualify the financial conditions and the procurement model Gave the basis for going tolling as a service Second Market Consultation Asked the market for feedback on our preliminary tender material Wanted to create relations and to ensure that the market gets together in solid joint ventures if needed

28 A successful first generation contract Collaboration and aligned aims and measures as the road to success 100 % remittance as the aim and administration fee is paid to the Employer Operator to recover all debts a matter of reputation 6 years of operation + option for years A high percentage of fixed payments
