2 EQUALIZATION DEPARTMENT ANNUAL REPORT DEPARTMENT FUNCTIONS Main Function of the Equalization Department The Equalization Department principally exists to assist the Board of Commissioners with the development of; Equalization Report Adopted in April of each year Apportionment Report Adopted in October of each year

5 EQUALIZATION DEPARTMENT ANNUAL REPORT BENTON HARBOR REAPPRAISAL Benton Harbor s reappraisal was completed by Tyler Technologies. Every property within the city limits was visited. 1% of the properties were then visited by the Equalization Department to verify accuracy of the reappraisal Inaccuracies were found through this process. Just over 500 properties needed to be re-visited as a result. Database was scrubbed for pricing errors 677 various issues were found that needed correction. 640 parcels were found that needed to be deleted 388 parcels needed to have their depreciation double checked ECF and Land Value tables were approved by the Equalization Department before being implemented.

7 EQUALIZATION DEPARTMENT ANNUAL REPORT BENTON HARBOR REAPPRAISAL Example of why taxable value dropped; DHS Building was valued at $15,802,800 for 2017 After the reappraisal it is valued at $3,265,600 or an AV of $1,632, AV 2018 AV Difference $7,901,400 $1,632,800 -$6,268, TV 2018 TV Difference $3,216,695 $1,632,800 -$1,583,895 There are three of these extreme cases that account for $4,125,389 or 51% of the taxable value decrease. When you have enough of these large taxable value decreases it will offset the increases because the increases are capped at the CPI.

11 OVERVIEW OF 2018 EQUALIZATION REPORT What is the Equalization Report used for? First and foremost the report is a compilation of the level of assessments for each class of property within each local unit of government. If a level of assessment is not within 49 to 50 percent the value of that class shall be accordingly adjusted to reach 50 percent. The report shows the concluded values for each class of property by each Township, City and School District. The values listed in this report are the basis for the coming year s tax collection. Local Townships, Cities and School Districts use the report to estimate tax revenues.
12 OVERVIEW OF 2018 EQUALIZATION REPORT As previously stated, if a level of assessment is not within 49 to 50 percent the value of that class shall be accordingly adjusted to reach 50 percent. This year an adjustment needs to be made in the agricultural class of Galien Township. After the Township BOR their ratio of assessment came in at 50.91% This means that they are over-assessing the agricultural properties by 1.79%. By applying a factor you will be decreasing the assessed value for the agricultural class by $586,748. Taxable value will be reduced by $37,775
