3 EoDB Capacity-building efforts s EoDB includes capacity building programs to assist members to improve in priority areas Two phases: o Phase 1: Seminars and workshops top share information and experiences o Phase 2: Diagnostic studies, tailored to each member with recommendations to improve business environment EoDB Capacity-building efforts Champion Economies have been identified in to lead capacity building efforts Champion Economies by priority areas: o Starting a Business: New Zealand and United States o Dealing with Construction Permits: Singapore o Getting Credit: Japan o Trading Across Borders: Hong Kong (only phase 1) and Singapore o Enforcing Contracts: Korea Phase 1 activities completed in 21 Phase 2 activities ongoing 2
4 EoDB Phase 2 activities Among ongoing or completed phase 2 activities led by Champion Economies are the following: o Diagnostic studies on Starting a Business in Indonesia, Peru and Thailand o Diagnostic field visits and studies on Enforcing Contracts to Indonesia and Peru o Study on Getting Credit: SME financing in Thailand o Diagnostic studies on Trading Across Borders for Peru. Similar studies and field visits planned for Mexico and Viet Nam. o Planning diagnostic studies and field visits on Dealing with Permits in Indonesia, Peru and Thailand. Interim Assessment World Bank s Doing Business 212 data includes data up to 211 and incorporates: Methodological changes to: Dealing with Construction Permits, and Getting Credit sub-indicators Revisions and adjustments to historical data Assessment evaluates the interim target of 5% improvement by 211. figures between 29 and 211 for each priority area s indicators are compared. Simple averages were used across priority areas improvement rates to obtain s overall improvement rate in EoDB. Approach was adopted at EC in 211 3
5 Average and Median Values Priority areas improvement rates are calculated by combining the percent change of their average or median indicators. Median values are introduced to complement average values. Median is the middle value in any data series, in between the upper-half and lower-half values. Average values could be affected by the presence of outliers (extreme values). Median values are not. No region experienced significant changes 2 Enforcing Contracts Improvement Rate of Median Values Eastern Europe & European Union Latin Middle East America & & North Caribbean Summary of Outcomes Measured by average values ( 11.6% combined improvement): All priority areas improved in the majority of their indicators 19 EoDB indicators registered improvements (95% of indicators),1 of them went beyond benchmark (5% of indicators) Only one indicator declined (5% of indicators) Measured by median values ( 5.9% combined improvement): Two priority areas improved in at least half of their indicators (Starting a Business, Trading Across Borders) 7 EoDB indicators registered improvements (35% of indicators), 6 of them went beyond benchmark (3% of indicators) 12 EoDB indicators did not change (6% of them). Only one indicator declined (5% of indicators) 14
