1 Feed the Future Ag Diversification Activity Tender For Supply of 100mt Certified Legume Seeds The USAID Feed the Future Agriculture Diversification Activity (FtF AgDiv), implemented by Palladium International, promotes inclusive and sustainable growth in the Malawi agricultural sector, through enhancing agricultural productivity, resilience to climate change, improving nutrition, empowering women, enhancing market competitiveness and access to finance. Palladium international is requesting interested companies to submit their profiles and documentation required financial proposal for the tendering for the supply of approximately 100MT Certified Seed - Chitala Groundnuts Variety. 1. Anticipated Award Type Purchase Order: Issuance of this Bid in no way obligates Palladium to award a purchase order. Bidders will not be reimbursed for any costs associated with the preparation of their bid. 8. Basis for Award An award will be made to the responsible bidder whose bid is responsive to the terms of the tender and is most advantageous to Palladium International, considering price or/and other factors included in the Tender Request. To be considered for award, bidders must meet the minimum requirements identified in this tender request. 9. General Instructions to Bidders Closing date for receiving bids is Wednesday 12 September 2018 at 12 noon Bidders shall submit quotation in a sealed hard copy envelope. Bids must be valid for a minimum of 60 days. Bidders shall sign and date their bid document. Bidders shall indicate Value Added Tax (VAT) on a separate line. Withholding Tax shall be deducted unless a valid with-holding certificate is attached. Palladium may engage the National Seed Authority to conduct sample germination tests on the proposed seed lots to verify the declared seed germination certificates.

2 10. Questions Regarding the Tender Each Bidder is responsible for reading very carefully and understanding fully the terms and conditions of this Tender request. All communications regarding this solicitation are to be made solely through the point of contact of the Issuing Office and must be submitted via or in writing delivered to the Issuing Office no later than the date specified above. All questions received will be compiled and answered in writing and distributed to all interested Bidders. 11. Technical Specifications and The specifications for each certified seed lot are listed below in Lot A, Lot requirements for Technical B, Lot C, and Lot D. Acceptability Include the copies of germination rate certificates for proposed seed quantity being offered, as issued by the National Seed Authority. Bidders are free to bid for all lots or any combination there of. Lot 1: Certified Groundnut Seed Quantity: 100mt of certified seed (Shelled) CHITALA Variety Year of Production: 2017/2018 season Variety: CHITALA or its equivalent Germination rate (Min): 90% issued by a National Seed Authority Package size: 10 kg in packaged in material recommended for groundnuts certified seed packaging. 12. Delivery To be delivered in Lilongwe, Malawi 13. Packaging and Labelling The certified seed will be packaged in 10kg packet with specified labelling clearly readable, specifying: Variety and Kind including Cultivar/release name, species, and common name; Year of Production Lot number a series of letters or numbers assigned by the grower for tracking purposes; Origin where the seed was grown; Net weight Percent pure seed (purity) how much of the material is actually the desired seed; Percent inert matter how much of the material in the bag is plant debris or other materials that are not seed; Percent other crop seeds other non-weed seeds; Percent weed seeds seeds considered weed species; Name of restricted noxious seed (with number per pound of seed). Restricted (There should be no prohibited weeds) Percent germination (germ) how much of the seed will germinate readily; Germination test date date should be within 12 months of the planned date for using the seed; Name and address of company responsible for analysis (seller or grower). 14. Determination of Responsibility Palladium will not enter into any type of agreement with a vendor prior to ensuring the vendor s responsibility. When assessing a vendor s responsibility, the following factors are taken into consideration

List names of companies, contacts and copies of Purchase orders for references Declaration and evidence of ability to comply with required or proposed delivery or performance schedules in previous contracts Declaration of how the company would expect payment. Requirements for any advance payments and any surety used to guarantee advance payment security.
