3 0 0 P R O C E E D I N G S GOVERNOR SCOTT: Good morning. I hope everybody's house was fine after all that wind. Good morning. Welcome to the January th, Cabinet meeting. To begin our meeting, I would like to recognize Lee and Mackenzie Poppel to lead this morning's invocation. Please remain standing after the invocation for the Pledge of Allegiance led by Ellie Jane Peters and Palmer Webb. Following the Pledge, we have the signing of the National Anthem by Katelyn Casey. This is a wonderful today. (WHEREUPON, THE INVOCATION WAS GIVEN, THE PLEDGE OF ALLEGIANCE WAS SAID, AND THE NATIONAL ANTHEM WAS SUNG). GOVERNOR SCOTT: Before we begin with the Agency agendas, I have one quick announcement. This past Friday DEP Secretary Jon Steverson submitted his resignation effective February rd. I know our office has received questions on his successor and the process for that appointment, and I'm sure your offices have also. Because the law requires us to publish agendas
4 0 0 seven days in advance, we did not have enough notice to include the appointment on the agenda for this meeting; and so we cannot make any decisions today. Jon Steverson's last day is February rd, and our next scheduled meeting isn't until February th. To prevent a vacancy in the position, I would like to schedule a meeting by phone next week to vote on the appointment of the Interim Secretary and discuss the process for the appointment of a new Secretary as outlined in our Cabinet Governance Guidelines. Just like we have done with previous appointments that require me to appoint and the Cabinet to confirm, I will announce my nomination for Interim Secretary soon. I wanted to make sure each of you have plenty of time to meet with them prior to voting on the interim appointment. My staff will reach out to your staff today to find a time that works for all of us. We'll make sure to post it on the Cabinet website. Does anybody have any questions? 6 0 0 FLORIDA DEPARTMENT OF LAW ENFORCEMENT GOVERNOR SCOTT: Next I'd like to recognize Rick Swearingen with the Florida Department of Law Enforcement. Good morning, Rick. COMMISSIONER SWEARINGEN: Good morning. I have two agenda items for you today. First, I respectfully submit the minutes from the December th, 0 Cabinet meeting for your approval. GOVERNOR SCOTT: Hearing none, the motion carries. COMMISSIONER SWEARINGEN: Thank you. The second item is submission of the 0 Florida Law Enforcement Officers' Hall of Fame nominees. The Florida Law Enforcement Officers' Hall of Fame, as you know, was created to recognize
7 0 0 and honor law enforcement officers who put their lives on the line for the safety and protection of Florida citizens and visitors through their works, service, and exemplary accomplishments. The first five members were inducted in 0, and plaques are displayed upstairs on the Plaza Level for the honorees. Nominations were accepted from the Florida Sheriffs' Association; the Florida Police Chiefs' Association; the Police Benevolent Association; the Fraternal Order of Police; and the State Law Enforcement Chiefs' Association. The 0 nominees are Richard M. Barry; William B. Berger; James T. Moore; Neil J. Perry; and J. M. "Buddy" Phillips. I would like to note that two of the nominees are former FDLE members. James "Tim" Moore spent 0 years of his law enforcement career at FDLE, serving as Commissioner for of those years. As Commissioner, he was at the helm when the Department underwent some significant changes in the 0s that remain in place today, including regional restructuring and allocation of resources and developing our fundamental values of service, integrity, respect and quality. He continues to be a valuable confidant today.
8 0 0 I have Commissioner Moore come back and speak to every one of our incoming agent classes about the FDLE way and the FDLE culture, and they always rate that as one of the highest segments of that training. And J. M. "Buddy" Phillips served as FDLE's director of mutual aid, providing valuable assistance to the law enforcement community in emergency situations. Ironically enough, his son, Mike Phillips, currently serves as the Assistant Special Agent in Charge in that same role at FDLE today. I'd also like to point out that Buddy was appointed by two different governors between and 00 to fill posts of sheriffs who could not complete their term. He actually served as sheriff in seven different counties. No other Floridian has ever held that -- or probably ever will hold that title. A reception and induction ceremony is scheduled for Saturday, May 0th. And, again, I respectfully submit the names of the 0 nominees for your consideration. 10 0 0 0 BOARD OF TRUSTEES OF THE INTERNAL IMPROVEMENT TRUST FUND GOVERNOR SCOTT: Next I'd like to recognize Kal Knickerbocker with the Department of Agriculture and Consumer Services. Good morning. MR. KNICKERBOCKER: Good morning, Governor and Trustees. This morning we have just one item for your consideration. Sunray Venus, LLC has requested four new five-acre aquaculture bottom leases to be located in the Cape Romano Ten Thousand Islands Aquatic Preserve in Gullivan Bay, which is in Collier County. The applicant is requesting these leases to culture Sunray Venus clams. The Fish & Wildlife Conservation Commission and the Department of Environmental Protection's Coastal Office have reviewed the item and provided no comments. This area is also reviewed, as are all of our requests, by the Army Corps of Engineers and the National Marine Fishery Service. This area in particular was looked at for a couple of endangered species: A smalltooth saw tooth -- sawfish and
11 0 0 loggerhead turtle. Their job in that review process was to make sure we sited them in the correct depth water, proper distances from nearby islands. They've done that review, and they are pleased and told us to go ahead. And so with that, we're recommending approval. GOVERNOR SCOTT: Is there a motion on the item? ATTORNEY GENERAL BONDI: So move.
