(NO RESPONSE). * * * * HIGHWAY SAFETY AND MOTOR VEHICLES MS. OLSON: Okay. We'll go ahead and start with the agencies. First up is Highway Safety. Good morning, Jennifer. MS. LANGSTON: Good morning. Good morning. Highway Safety has a very lengthy agenda consisting of one agenda item, and that's seeking approval of the first quarter report for this '/' year. If you have any questions, we're more than
4 0 happy to answer those. (NO RESPONSE). MS. SUMPTER: Do you want to hit any highlights while you're up there for the quarter? MS. LANGSTON: Sure, absolutely. So we're going to continue -- if you may recall, Director Rhodes went over the annual performance contract at the last meeting, and we have nine performance measures. And so we're going to move forward with those same performance measures except for Performance Measure. And so we did a higher level look last -- actually since the inception of the performance measures where we were consistently meeting that goal, which is a good thing. So Director Rhodes would like to put a little bit more attention into the safety aspect so we know that we're meeting that goal, doing good things there. Now we can dig a little bit deeper in looking at that measure and focusing on a little bit higher risk motor carriers and helping to make sure that we are safe on the roads out there with our big trucks, our commercial vehicles. So Director Rhodes will discuss that a little bit more in detail at the meeting.

6 0 DEPARTMENT OF VETERANS AFFAIRS MS. OLSON: All right. Next up is Veterans Affairs. MR. CLARK: Good morning. I'm Roy Clark with Veterans Affairs. Let me start by apologizing for the confusion on this fourth quarter and annual rollup. We had a cell buried (phonetics) we couldn't find and our friends in the Commissioner's office helped us get it straight. So I apologize for four or five submissions of the same chart, but we've got it straight now. We would like to point out some things we are proud of. First of all, if you look and see that the turnover rate for the VCEs has gone from a first quarter ratio of down to. percent. That's through the graciousness of you all supporting our budget last year. We were able to hire five more examiners, and we -- Glenn has instituted a policy of what we call "circuit riding." Some of the facilities we couldn't cover because we didn't have enough people. So Monday and Tuesday I'm in Gainesville; Wednesday and Thursday I'm in Ocala. And so that's
7 0 been able to reach out to others. The second is -- one we're really proud, and it's gone from down to in the nursing homes with our CNAs. Two things that caused that to happen: One, again with your gracious approval of his budget last year -- or "our budget" as he likes to say -- we were able to get an offset, a competitive offset. And in addition to the pay raise that all state employees got, we're now in the middle of the pack as to what we pay. We're not on the bottom, but neither are we on the top, but we are competitive. The second thing that we did was we had, through AHCA's assistance and approval, we got our own CNA training program in our homes, and we'll hit each home in the coming year. Right now we're at Lassen in St. Augustine. We'll be graduating seven new CNAs, if they pass the test, the th of November. Glenn will be going over and speaking to that graduating class. The next one will be in Port Charlotte. Now the caveat to that is, another thing we've found out is that the National Guard has a program designed to put youth to work ages to, focusing on high school dropouts. It's called
8 0 Forward March. And because we've done such a great job here in the state with the jobs that the Governor is pushing for and all of y'all are supporting, the unemployment rate is way down. So we're not getting very many. What we're getting -- I keep saying "we" because I was part of that organization. What DMA is getting are the unemployable, and so what we're going to do is partner with them, and they're going to provide, through the Forward March program, the candidates for this CNA program. And what that means to us is at NATC, they'll do all the advertising and they'll do all the recruiting pretty much. And then they'll do the drug screening and the background screening, which will take some of the burden money-wise off of us. But it's going to provide us at each home location with at least seven or eight qualified people to begin to take the CNA training. So we're excited about that. We're not just throwing money at it. We've been innovative in a way to try and go and get. The other thing I point out on the bottom line from the annual rollup is we've gone from. the first quarter to., almost a complete percentage
9 0 point up. So we've trended up in every area thanks to your leadership and guidance. In areas that we've struggled, we're now -- I feel like we've got it. And you'll probably see us raise the bar a little bit in some of these areas because we don't want to be satisfied; we want to always strive to -- strive out. Okay. The last thing I'll talk about on that sheet is the DSO. The Attorney General's Office graciously gave us. million two years ago for emergency outreach, and we've done a lot. We've reached hundreds of thousands of veterans who are about to become homeless because of lights or mortgage or whatever. That money is drying up, and we're going to have to change the focus measure; and we think we have a very good one. A couple of examples are this: We've worked with AHCA to get a list of the nursing homes here in the State of Florida. We've put out an e-blast to identify veterans in those homes who may not be aware of their benefits and we got immediate feedback the next day: Hey, I've got three guys; I've got five guys. And so what we're doing is then going and talking to those guys in the nursing homes through
10 0 0 the national charter where the American Legion has got, you know, service officers like we do. And we've asked them to reach out to these veterans and find out. What that means to us is, for every 00 veterans we can register, that's five new medical staff that the VA will put into the State of Florida. For instance, this new clinic here in Tallahassee can't do all the things it's equipped to do because it can't staff it. So that's very important as to why Glenn keeps pushing to get the word out. So we're going to use the DSO, if you will, to get the word out. Another thing that's just happened, we had a group of individuals called Telehealth who come -- and it's, you know, just as it says, through vision, you can do diagnosis and things for rural areas. But what we found, as you recall, you helped us with our budget last year. The call center out of Tampa that was only reaching five counties is going statewide because we got the additional $00,000. These folks have got 0 million, and we've put them through our DSO efforts together, and they believe that they'll be the model for suicide prevention. Because what we're
11 0 going to be able to address is the mental healthcare and the PTSD issues, and Glenn will have more on that in detail when we come the first quarter to ask for your permission to change that to -- to change that performance measure itself. Okay. And the last thing that you have in the packet is the subjective ratings that we did as the Agency. The only thing I'll point out or highlight, I mean we feel confident about all of them, but the one thing I'd like to point out is it's Question E, it says: How are you measuring progress towards the outcomes? Now there we focused on the homes, and right now, today, we have for the first time under the new revised stringent standards of the Centers for Medicaid and Medicare Services, all six of our homes are rated five star; and we're really proud of that. And that's attributable to those home directors and those little CNAs we're trying to hire that do that work that nobody wants to do in the middle of the night, but we are extremely proud of that. I am Deputy Director of Governmental Relations at the Office of Financial Regulation. The Agency has two agenda items for the November meeting. Agenda Item Number, the Agency respectfully requests approval for final adoption to create new rules and amend existing rules under Division U. These changes are to implement certain portions of the international banking bill that OFR passed during the legislative session. Agenda Item Number, the OFR respectfully requests approval for the Agency's quarterly report covering July through September -- I'm sorry, July through September 0.
