3 COBPAR SYSTEM REPORTING STATUS 1.0 Introduction The COBPAR system was designed to capture HIV response activities that take place at the community level. This Community Based HIV Programme Activity Reporting (COBPAR) sub-system that was developed in 2005, has undergone various updating over time to respond to the changing HIV response strategic landscape brought about by various HIV strategic plans. The most recent update was the process of integrating COPBAR to the DHIS-2 which was informed by the Kenya AIDS Strategic Framework (KASF) and devolved governance in Kenya. The process of integrating COBPAR to DHIS is almost complete. It will mark a milestone where COBPAR will now be available in DHIS platform making it more accessible to both the data generators and users. The integration process has and will not affect the data entry within the COBPAR system. The data entry clerks have continued to receive reports and subsequently enter community related HIV data into the COBPAR system. The integration process is expected to be completed by June 2016 after which the COBPAR system and the resultant data will be migrated fully into DHIS platform. 2.0 Reporting Reporting by the Community Based Organizations through COBPAR has been ongoing since the development and launch of this system. However, reporting has declined slightly due to the fact the key motivation for reporting by the Community Based Organizations was the funding opportunities that were available during the TOWA project. Some of the Counties have also re-assigned the CACC Coordinators other roles affecting the COBPAR reporting rates in such Counties. Delay in releasing office operation funds to CACC coordinators has made it difficult for CACC Coordinators to carryout Monitoring and evaluation and mentoring of CSOs, resulting in reduced reporting rates. The table 1&2 below provide the COBPAR reporting rates for the last two years. The table show a slight decline in reporting rates per region due to factors that have been discussed earlier but it also indicates that reporting through the COBPAR system has continued over the last two years. 2

7 3.0 Conclusion Review of COBPAR reporting in last two years indicate that Community Based Organization are still reporting through COBPAR system. It is noted that reporting has marginally declined. This decline has been associated with TOWA closure, Inconsistent disbursement of office operation funds and re-assignment of tasks for CACC s in some Counties. NACC is in the process of transitioning the COBPAR system into the DHIS platform. However, the old COBPAR system is active and operational. All the Regions are expected to continue using the old COBPAR system until the time that they will be trained and to migrate to the DHIS platform. RHC to undertake COBPAR follow up to establish the reason for the decline in their respective regions. Orientate SCACC Coordinators which came on board after 2013 elections on COPBAR and HYPORS. Send out an official communication to RHCs and SCACCs on how to manage the transition including time frames. 6
