1 Public Service Grant Council Meeting Minutes Date: June 15, 2010 Time: 10:05 a.m. Present: Alberta Hipps, Chairperson, John Donahoo, Ronald Mallett, Edgar Mathis and Arnold Tritt Absent: Gwen Yates, Vice-Chairperson, Juan Diaz Staff Present: Roslyn Mixon Phillips, Nancy Kirts, Sue Andrews, Sandy Arts, John Snyder, Lawsikia Hodges, Office of General Counsel Welcome: Alberta Hipps called the meeting to order and facilitated introductions. Public Service Grant Council Meeting Minutes 5/10/10 Motion: Ronald Mallett motioned to accept the minutes and Edgar Mathis seconded the motion. The motion passed. Public Service Grant Council Meeting Minutes 5/18/10 Motion: Ronald Mallett motioned to accept the minutes and Edgar Mathis seconded the motion. The motion passed. FY 2011 Public Service Grant Council s Revised Funding s Roslyn Mixon Phillips stated that the FY 2011 Public Service Grant budget was reduced by 5% and the 5/18/10 funding recommendations were developed from that budget reduction. However, the City of Jacksonville s Budget Office last week asked that the budget be based on the entire amount without the 5% reduction or $2,452,216. She went on to say that staff used the new budget amount and inserted it into the approved funding matrix. In doing so, a remaining balance on $5,954 must be allocated. Both funding recommendations (5/18/10 and 6/15/10) will go forward consideration by the Mayor. Motion: Ronald Mallett motioned and was seconded by Edgar Mathis for the additional funding to be distributed using the same methodology used on 5/18/10. The motion passed. The revised funding recommendations are detailed as follows. Outreach Family Advocate $ 29,273 Hubbard House Inc. Emergency Shelter/Services $ 116,153 Hands On Jacksonville, Inc. Compassionate Families, Inc. Handson Jacksonville Community Organizing Homicide Grief Recovery/Victim Advocacy Services $ 75,428 $ 16,834 Council Auditor s Office Non-Compliance List Nancy Kirts stated that there has been no change to the list. She stated that the Duval County Public Schools audit should be approved and off the Non-Compliance list by the next Public Service Grants Council meeting. Chapter 118 Changes Ronald Mallett asked if the June 1 funding recommendations requirement was met this year. Lawsikia Hodges stated that Section states: The Public Service Grant Council shall make an annual Public Service Grant funding recommendation to the Mayor no later than June 1 of each fiscal year. She went on to say that deadline was met as a result of the approval of FY 2011 funding recommendations made on 5/18/10. Mr. Mallett went on to say that the Mayor should know what the total requested Public Service Grant application amount was so that the community needs could be documented. Roslyn Mixon Phillips stated that this information should be communicated to the Mayor much earlier than June 1 and should be separate from the final funding recommendations. Lawsikia Hodges said that notifying the Mayor and 5
6 Council President of community needs may be done at any time during the year. Alberta Hipps stated the revised FY 2011 funding recommendations letter to the Mayor will include the total funding requests amount as well. Public Records Lawsikia Hodges stated that everything is a public record to include all documents, audio, video, software, etc. regardless of the physical form. There are some exemptions, but the business conducted by the Public Service Grant Council should not fall within these exemptions. Records must be provided within a 30-day period. She will conduct some additional research to determine how long records must be kept and how they are to be stored and provide an update at the 7/20/10 meeting that will include a policy that may be adopted by the Public Service Grant Council meeting.
