4 Supplementary Approach Household surveys can supplement and validate administrative data HIES, LSS collect data on gov t subsidies and other forms of social protection transfers. Poverty status of respondents can also be determined. Additional questions can be added to produce detailed data about major social protection programs.

10 Some Observations Before the ADB initiative on social Before the ADB initiative on social protection, there were already questions on social protection in survey questionnaires of pilot countries. Estimates of social insurance / health insurance coverage are available through surveys. Not many analytical reports on social protection for policy analysis

11 Some Observations Pilot countries had different approaches of incorporating the SP module: INO: administrative issues led to a special survey instead PHI: revised the ADB proposed SP module through consultations with major data users Level of commitment of pilot countries Level of commitment of pilot countries dependent on the political support (pressure)

12 Some Recommendations Thesocial protection module should be The social protection module should be incorporated in a regularly conducted household survey, preferably, in the household income and expenditure survey. Choice of social protection programs to include in the questionnaire must be a consensus among major data users. Questions must cover social assistance, social insurance and labor market.

13 Some Recommendations Adept can be used in the analysis. Analytical report must be a joint effort by the national statistics office and major data users (ministry of social welfare, ministry of planning) Report must be widely disseminated. Survey micro data must be shared with the academe and policy researchers
