Ref: Director of Social Welfare Letter No.5998/WW1(3)/2006, dated and ***** ORDER: ` His Excellency The Governor of Tamil Nadu has announced in the Legislative Assembly during as follows: This Government has always shown key interest towards the welfare of Transgnders who have been neglected by the society as socially handicapped persons. Taking with consideration the innumerable hurdles faced by them in getting social acceptance, this Government implements welfare schemes, provision of Ration Cards, free sex Reconstruction-surgery and various welfare measures. In order to safeguard their welfare this Government would constitute the Transgender Welfare Board. As per the above announcement, in order to provide social protection to Transgenders in Tamil Nadu and to provide necessary schemes and policies, the Director of Social Welfare has sent a proposal to the Government to constitute the Transgender Welfare Board.

2 2. The Tamil Nadu Transgenders Welfare Board consists of the Hon'ble Minster for Social Welfare as its Chairperson, 11 Official members and 9 Non -official members (Transgenders). 1. 4 (i) The Board will formulate and implement welfare programme for providing social security and status to the Transgender in the State of Tamil Nadu. (ii) The Board will meet once in 3 months. (iii) Based on the discretion of the Chairperson on emergency situation with prior intimation the Board Meeting could also be conducted within a period of 3 months. (iv) TA / DA will be provided as per Government Rules to the Members. (v) The Board will be registered under Societies Act and while registering the Objectives, Rules and Guidelines (Procedure) will also be registered by the District Registrar. Further the Director Social Welfare is requested to audit the accounts of the board through Chartered Accountant, and the Audited statement along with the annual report will be submitted to the Government. (Ms) No.47 Date Masi 18 Tiruvalluvar Year 2042 Read: Director of Social Welfare Letter No.1839/WW1(3)/2008, Dated ORDER: As per the Budget announcement of the following announcement was made. To alleviate the problems faced by Transgenders, a separate Welfare Board will be, set up, Ration cards will be provided, training will be imparted for self employment, economic assistance is will be provided to Transgenders who can start their own business either as separate individuals or jointly as Self Help Groups. Those who are not having their own houses will be provided group houses in the coming financial year at a cost of Rs. 1 crore. 2. Following the above budget announcement, it has been proposed to construct group houses for 335 transgenders who have been provided cost free pattas in 10 districts. In the first phase, it has been proposed to construct 182 group houses at the cost of Rs.55000/- per house under the Indira Awaz Scheme,

The group house construction will be taken up by the District Rural Development Agency and approval is also given to construct toilets for these group houses under the, Total sanitation Scheme for which the amount is sanction to DRDA.

17 constricted under Indira Awas Scheme Group House and expenditure for constructing toilet should be received as subsidy from Total Sanitation Programme. 2. The Director of Social Welfare stated that the Collector of Krishnagiri and Erode have reported that the calculation of cost of construction material and under Indira Awas Scheme, Kalaignar House Scheme. Construction material cost has been increased to Rs.75,000/-, since the amount of Rs.55,000/- sanctioned to constrict Group House for Transgender is insufficient, it may be increased to Rs.75,000/-. Also during the meeting of District Rural Development Agency on , it was stated by the District Social Welfare Officers that the concerned District Rural Development Authorities have reported that construction of Group House, with the sanctioned amount is not possible. Hence the amount of Rs.55,000/- for constructing one house may be increased to Rs.75,000/- and to issue order to reallocate the houses from 182 to 133 to 10 districts and to be constricted within the sanctioned amount of Rs.1,00,10,000/-. 3. After careful examination the Government accept the proposal of the Director of Social Welfare as read in G.O. above, in the scheme for construction of Group Houses for Transgender in 10 districts for 182 houses, from the sanctioned out of Rs.1,00,10,000/-, except Tiruvannamalai and Thoothukudi for the 8 Districts and 133 Transgender given below increases the construction cost from Rs.55,000/- to Rs.75,000/- and order that Rs.1,00,10,000/- only Rs.99,75,000/- should be incurred as expenditure. (Ms) No.38, Social Welfare & Nutritious Meals Programme Department Dated Director of Social Welfare Letter No.15452/WW1(3)/2009, Dated & ORDER: In order to help the Transgenders to lead a decent life and mainstream them into the society, the Government of Tamil Nadu has constituted Transgender Welfare Board vide G.O. first cited. 2. Due to the efforts of Transgenders Welfare Board, the Transgenders grievance redressal meeting is convened in every district, by the District Collector. As the Transgenders are expelled by their families they do not get any support from their families and relatives. In order to remove the Social Stigma and to promote their economic development it has been proposed by Director of Social Welfare to Provide an amount of Rs.20,000/- per Transgender a follows. 1. Amount to be sanctioned to 10 Transgenders per district Rs.20,000/-

20 2. Starting Business activity for as one group Rs.20,000/- per group depending on the number of member in each group 3. Rs.1 Lakhs for a group of 5 Transgenders for Rs.2 Lakhs for 2 such groups In this context to encourage self employment among transgenders, the Director of Social Welfare has requested the government to sanction an amount of Rs.64,00,000/- for the year to Transgenders Welfare Board at the rate of Rs.2,00,000/- per district and for 32 districts. The Director of Social of Social Welfare in the letter 2 nd read above.the Director of Social Welfare may be authorised to distribute Rs.2,00,000/- each District Collector and the district Collectors may asked to select the deserving and eligible Trangenders and distribute Rs.20,000/- per Transgender. The Government on careful examination of the proposal given by the Director of Social Welfare has sanctioned an amount of Rs.64,00,000/- to Transgenders Welfare Board. Approval is given to Director of Social Welfare to draw the amount as advance as per Tamilnadu Finance Rule 99. During Tourism and Culture Department s demand it was assured that to develop the interest of Art of Transgenders, a training on Fine Arts would be given through Government Arts College, Chennai. Based on this, name list of Transgenders was requested from the Commissioner of Social Welfare by Tourism & Culture Department by reference 2 nd cited above. The Commissioner of Social Welfare has stated that the Transgender would be imparted free training along with materials for Fine Arts training. Food and accommodation has to be arranged by the Transgenders themselves. Commissioner of Social Welfare has stated that based on the above assurance, vide reference 3 rd cited name list of Transgenders was requested and it was informed that since the Transgender, separated from parents / relatives live alone / groups seeking alms, to meet their daily expenses, therefore, to attend the training for 10 days, they may be given minimum of Rs.300/- per day towards their food and accommodation. 3. Since the demand is justifiable the Commissioner of Social Welfare has requested to allot a sum of Rs.10,00,000/- for 50 Transgenders at the rate of Rs.200/- per day for 10 days and the expenditure may be given as advance under Article 99 of Tamil Nadu Financial Code Volume The Government after careful examination has accepted the proposal of Commissioner of Social Welfare and permits the Commissioner of Social Welfare to draw an advance under Article 99 of Tamil Nadu Financial Code Volume 1 for a sum of Rs.1,00,000/- to impart training on Fine Arts for 50 Transgenders at the rate of Rs.200/- per day for 10 days. 5. The Commissioner of Social Welfare in his letter above has sent a proposal for ratification and sanction. 5. After careful examination, the Government accepts the proposal of the Commissioner of Social Welfare to ratify and sanction the amount Rs.1,68,360/- (Rupees One Lakh Sixty Eight Thousand Three Hundred and Sixty only) given to Sagodari Foundation through the Principal, Jain College. 6. As per the above resolution the Commissioner of Social Welfare has sent a proposal to accord sanction for 100 Automatic Embroidery Sewing Machines free of cost to the rate of Rs.7000 to Rs.7,500 per Machine to procure 100 Sewing Machines at the cost of Rs.7,50,000(Rupees Seven Lakh Fifty Thousand only) for distributing to Transgenders recommended by the District collectors. 4. The Government after careful examination, accept the proposal of the Commissioner of Social Welfare and accord sanction to procure Automatic Embroidery Sewing Machines at the rate of Rs.7,000 to Rs.7,5000 per Machine, and accord a sum of Rs,7,50,000(Rupees Seven Lakh Fifty Thousand only) from the amount sanctioned for the Tamil Nadu Transgender Welfare Board. The Government also order that the above Sewing Machines shall be distributed to the Transgender recommended by the District Collectors. 5. The Commissioner of Social Welfare shall distribute the Sewing Machines allotted, based on applications of the districts under the above Schemes and the Commissioner is also requested to make provision for financial allotment to the Districts. 6. The procurement of Sewing Machines shall be made by the District Collector is accordance with the Tamil Nadu Tender Transparently Act 1998 and Tender Transparency Rule After procure of distribution of Sewing Machine to the beneficiaries the District Collectors are requested to send a detail report to the Government. 8.
