G.O.Ms.No.30 Dated: Read: Revenue (NC.III )Department 1.G.O.Ms.No.581, Revenue (NC III), Dt From the Special Commissioner and Commissioner of Revenue Administration and State Relief Commissioner Lr.No.NC1(2)/Tsunami/2005 dated Order: ---- The Tsunami that struck the coastal Tamil Nadu on resulted in heavy damages to the standing Agricultural and Horticulture Crops in the districts of Kancheepuram, Tiruvallur, Cuddalore, Villupuram, Nagapattinam, Tiruvarur, Thanjavur, Pudukkottai, Ramanathapuram, Kanniyaukumari, Thoothukudi and Tirunelveli. 2. In the letter second read above the Special Commissioner and Commissioner of Revenue Administration and State Relief Commissioner, based on the report of the Commissioner of Agriculture, Commissioner of Horticulture and Plantation Crops has sent the details of the crop damages due to Tsunami. The Special Commissioner and Commissioner of Revenue Administration and State Relief Commissioner has worked out the input subsidy according to Calamity Relief Fund norms. The details of loss are given in the Annexure. Accordingly the total damage is Rs.1,80,13,930/- 3. The State Level Committee on Calamity Relief Fund Scheme which met on considered the proposals of the Special Commissioner and Commissioner of Revenue Administration and State Relief Commissioner. The committee decided that a sum of Rs.1,80,13,930/- from the Calamity Relief Fund / National Calamity Contingent Fund may be sanctioned to grant relief to the affected farmers as per the norms of the Calamity Relief Fund. 4. The Government after careful consideration accept the recommendation of the State Level Committee for Calamity Relief Fund Scheme and accord sanction to incur the expenditure of Rs.1,80,13,930/- (Rupees One crore eighty lakhs thirteen thousand nine hundred and thirty only) GO Compilation 3

4 from the Calamity Relief Fund / National Calamity Contingent Fund to grant relief to the affected farmers. 5.The expenditure sanctioned in para 4 above shall be debited under "2245, Relief on account of Natural Calamities 80 General 800, Other Expenditure I Non-Plan-AB. Assistance for undertaking immediate relief works in connection with Tsunami -09 Grants in aid -01 Grants for current expenditure. (DPC AB 0918.) 6. Necessary additional funds will be provided in FMA Pending provision of additional funds, the Pay and Accounts Officer (East) is directed to admit and honour the bill, if otherwise found to be in order. 7.The Special Commissioner and Commissioner of Revenue Administration and State Relief Commissioner is authorised to draw and disburse the amount sanctioned in para 4 above as per the existing procedure to the respective District Collectors. The Districts Collectors are requested to provide the relief package as indicated above to all the affected families. The Special Commissioner and Commissioner of Revenue Administration and State Relief Commissioner is requested to send the utilisation certificate to the Accountant General / Government. 8. 5 Abstract Tsunami Reclamation for sand cast and saline Agricultural lands affected by Tsunami - sanction of Rs lakhs from the Calamity Relief Fund - Orders - issued. G.O.Ms.No. 124 Dated: Read: Revenue (NC III) Department From the Commissioner of Agriculture, Chepauk, Chennai,D.O.Lr.No.IAP4/232285/2004 dated ORDER: In the D.O.letter read above the Commissioner, of Agriculture has sent proposal for reclaiming sand-cast lands due to Tsunami in the coastal districts over a period of three years at a total cost of Rs lakhs. The proposal of the Commissioner of Agriculture indicated a cost of Rs.23,758 per hectare for reclamation. This includes soil testing, removal of salt, lands surface levelling, gypsum application, sowing of seeds, ploughing and cultivation of crops, subsistence allowance to be paid to the farmers every season in the second and third year and payment of insurance premium for two years. The district wise area affected and the amount required as reported by the Commissioner of Agriculture are as follows:- District Area Ha. The State Level Committee on Calamity Relief Fund Schemes which met on considered the proposals of the Commissioner of Agriculture and the Commissioner of Horticulture and Plantation Crops. The committee approved the sanction of an input subsidy of Rs.12,500/- per Hectare for the Agricultural lands which were sand cast/rendered saline by the Tsunami. The amount will be sanctioned and deposited in the Bank in a Joint account of the beneficiary and the Joint Director or Assistant Director, Agriculture Department concerned. Inputs GO Compilation 5

6 like Gypsum, seed etc., will be provided by the Agriculture Department and the deposit amount adjusted against the inputs. 4. The committee deferred the proposals in respect of the Horticulture lands, since more details are required to make an actual assessment of the loss. 5. The Government after careful consideration as recommended by the State Level Committee for Calamity Relief Fund Schemes accord sanction to incur an expenditure of Rs lakhs (Rupees sixteen crores ninety six lakhs and sixteen thousand only) at the rate of Rs.12,500/- per Ha from the Calamity Relief Fund/National Calamity Contingency Fund to take up relief works for the lands affected by Tsunami. 6. The expenditure sanctioned in para (5) above shall be debited under the following head of account: "2245, Relief on account of Natural Calamities 80 General 800, Other Expenditure I Non-Plan- AB. Assistance for undertaking relief works in connection with Tsunami affected areas -09 Grants in aid -01 Grants for current expenditure. (DPC AB 0918.) 7. Necessary additional funds will be provided in FMA Pending provision of additional funds, the Pay and Accounts Officer (East) is directed to admit and honour the bill, if otherwise found to be in order. 8. The State Relief Commissioner is authorised to draw and disburse the amount sanctioned in para-5 above to the Commissioner of Agriculture who will make necessary arrangements for depositing in the Bank in a Joint account of the beneficiary and the Joint Director or Assistant Director of Agriculture in the Districts concerned. The inputs like Gypsum, seed etc., will be provided by Agricultural Department, and the deposit amount adjusted against the inputs. The Commissioner of Agriculture should issue guidelines in consultation with the Special Commissioner and Commissioner of Revenue Administration as to how the entire process should be gone through. The Commissioner of Agriculture should arrange to send an utilisation certificate to the State Relief Commissioner and to the Accountant General/Government. 9. The State Relief Commissioner shall send necessary proposals for inclusion in FMA The expenditure sanctioned in para 5 above shall be brought to the notice of legislature by specific inclusion in Final Supplementary Estimates The State Relief Commissioner is requested to send necessary proposals in this regard to Finance (Revenue) Department, without fail. 11. The families who have lost their family cards will not be able to draw the Essential Commodities under the Public Distribution System and they will also not be eligible to receive other benefits provided by the Government. The Government have therefore decided to issue temporary ration cards to those families who have lost their cards due to the Tsunami disaster. These cards shall be valid for a period of six months or till the affected families are issued with new cards under the normal programme of family card distribution whichever is earlier. The Commissioner of Civil Supplies and Consumer Protection is requested to make necessary arrangements in consultation with the District Collectors to issue temporary family cards at the relief camps organized by the District Collectors, as many of these families will not be in a position to go over to the Taluk Office/Assistant Commissioner s office in Chennai City. G.O.Ms.No. 576 Dated: Read: Order: Revenue (NC III) Department G.O.Ms.No. 574, Revenue (NC.III) Department, Dated G.O.Ms.No. 575, Revenue (NC.III) Department, Dated The Tsunami (giant tidal wave) that stuck the Tamil Nadu coast on was unprecedented in its suddenness and ferocity. The calamity has caused unprecedented devastation in the coastal districts. In the G.O 1 st read above sanction was accorded for granting relief assistance at the rate of Rs. 1 lakh to the family of each person who died in this calamity. In the G.O. 2 nd read above sanction was accorded for granting a relief assistance package at a total cost of Rs crores, to affected families of the coastal districts. 2. Fishermen have been most severely affected. They have lost their means of livelihood. They have also lost all their possessions. They have to be supported to earn their livelihood at once. To enable them to earn their livelihood, an immediate package of assistance is sanctioned as follows:- i) Replacement of gill nets for Vallams at Rs.20,000 per unit for units at a total cost of Rs. 20 crores. ii) Replacement of gill nets for catamaran at Rs.10,000 per unit for units at a total cost of Rs.20 crores. iii) Repair/rebuilding of Vallams at Rs.15,000 per unit for boats at a total cost of Rs. 15 crores. iv) Repair/rebuilding of catamarans at Rs.5000 per unit for catamarans at a total cost of Rs. 10 crores. The above package of assistance is sanctioned at a total cost of Rs.65 crores (Rupees Sixty five crores only) from the State Calamity Relief Fund. GO Compilation 10

11 4. The amount sanctioned in para 3 above shall be debited under "2245, Relief on account of Natural Calamities-80 General 800, Other Expenditure-I Non-Plan-AA. Assistance for undertaking immediate relief works in connection with Flood/Fire/Drought - 09 Grants inaid-01 Grants for current expenditure. (DPC AA 0910) 5. Necessary additional funds will be provided in RE/FMA Pending provision of additional funds, the Pay & Accounts Officer (East) is directed to admit and honour the bill, if otherwise found to be in order. 6. According to this order, the total number of families to be covered was 66, In the reference 4 th cited, the Special Commissioner and Commissioner Revenue Administration has reported that the total number of families based on the reports from the Collectors is likely to be 1.5 lakhs as against 66,000 estimated earlier. He has requested modified orders accordingly. 3. During the review meeting on the progress of relief works, a point was raised that there are a few families who are living in the affected areas along with the marine fishermen who are not fishermen but earn their livelihood by way of small trades connected with the coastal economy. It has been represented that these families involved in petty trade along the coastline has also been affected. A request has been made that they should also be considered eligible. 4. Based on the report furnished by the Special Commissioner and Commissioner Revenue Administration and the decisions taken in the review meeting, Government direct that in modification of the G.O. 3 rd cited as against the number of 66,000 marine fishermen families, the number that is to be adopted will be 1.5 lakh families. The Government also directs that families which were involved in small business and petty trades connected with the coastal economy may also be made eligible. It is essential that those ordinarily resident in these affected areas in these villages and functioning as shop keepers and traders should be made eligible. GO Compilation 12

13 5. Based on the above, the total sanction now accorded inclusive of the amount already sanctioned in the G.O. 3 rd cited is Rs.45 crores. The Special Commissioner and Commissioner Revenue Administration is authorised to draw and disburse the amount to the respective Collectors based on the number of families in each district. The Collectors of all coastal districts may enumerate the eligible families who have suffered loss of wages and livelihood and provide them the relief package. 6. G.O.Ms.No.31 Dated: Read: G.O.Ms.No. 576, Revenue, dated REVENUE (NC.III) DEPARTMENT ORDER The Tsunami (giant tidal wave) that struck the Tamil Nadu Coast on was unprecedented in its suddenness and ferocity. The calamity has caused unprecedented devastation in the Coastal Districts. The destruction of Out Board Motors/In Board Engines fitted in traditional craft was severe. 2. It is estimated that around 1560 Out Board Motors/In Board Engines got damaged during the Tsunami. The fishermen have to resume the fishing operation for their livelihood at the earliest. It is possible if the damaged engines (OBM/IBE) are repaired. 3. After careful consideration the Govt. issue following orders:- (i) The Director of Fisheries is empowered to give assistance to the owners of the fishing crafts for repairing Out Board Motors/In Board Engines. They are allowed to make repairs ofthe engines to resume the fishing activities. (ii) The unit cost is specified at Rs. 5000/- per engine. (iii) It is estimated that 1560 No. of engines (OBM/IBE) got damaged. 4. The Govt. accordingly sanction a sum of Rs. 78 lakhs (Rupees seventy eight lakhs only) for repairing the engines (OBM/IBE) damaged. 5. To enable the fishermen to earn their livelihood, the Government, after careful consideration, sanctions the following package of assistance to the affected fishermen: - a) Replacement of fully damaged wooden catamaran Fishermen whose wooden catamaran has been fully damaged / lost can choose either of the following options : i) For replacement of fully damaged / lost wooden catamaran with a wooden catamaran, a full subsidy will be of Rs.32,000/- per catamaran inclusive of net. ii) For replacement of fully damaged / lost wooden Catamaran with FRP catamaran, engine and net, the subsidy is 35% of the total cost subject to a maximum subsidy of Rs.52,500/- calculated at a unit cost of Rs.1.50 lakh. b) Replacement of fully damaged FRP catamaram For replacement of fully damaged / lost FRP Catamaran, the subsidy is 35% of the total cost subject to a maximum subsidy of Rs.52,500/- calculated at a unit cost of Rs.1.50 lakh inclusive of engine and net. c) Replacement of wooden / FRP vallam For replacement of fully damaged / lost wooden / FRP vallam, the unit compensation is 35% of the total cost as subsidy subject to a maximum subsidy of Rs.52,500/- calculated at a unit cost of Rs.1.50 lakh inclusive of engine and net. 18 4. Repairs and replacement of mechanised boats Mechanized boats of different sizes have been either fully damaged or partially damaged. The Government sanctions a package for mechanized boats as follows: i) Repairs : To enable repairs of mechanized boats, the subsidy will be provided at 60% of the assessed value of the damages restricted to a maximum subsidy of Rs.3 lakh per boat. ii) Replacements: For replacement of fully damaged / lost mechanized boats the subsidy to be paid will be 35% of total cost restricted to a maximum subsidy of Rs.5 lakhs per boat. 5. Enhancement of compensation for repair/ rebuilding of catamarans The ceiling for assistance for repair/ rebuilding of partially damaged catamaran ordered in the G.O. first cited is enhanced from Rs. 5,000 to Rs. 10, The above package of assistance is estimated to cost Rs Crore (Rupees Three hundred and ninety five Crores and fifty six lakhs only) as detailed below which will be met from the Calamity Relief Fund/ National Calamity Contingency Fund. The Government sanctions the following amounts based on the estimated numbers reported by the Director of Fisheries: a) Subsidy component at Rs.52,500/- per unit to replace 26,943 fully damaged wooden catamaran at a total cost of Rs Crore. b) Subsidy component at Rs.52,500/- per unit to replace 4440 fully damaged FRP catamaran at a total cost of Rs Crore. c) Subsidy component at Rs.52,500/- per unit to replace 8140 fully damaged wooden / FRP Vallam at a total cost of Rs Crore. d) Subsidy component at Rs.3 lakh per unit to repair 1775 damaged mechanized boat at the total cost of Rs Crore. e) Subsidy component at Rs.5 lakhs per unit to replace 2655 fully damaged or lost mechanized boat at a total cost of Rs Crore. f) Additional compensation for the repair / rebuilding of catamaran as specified in G.O. Ms. N0. 576, Revenue (NC.III) Department, dated at Rs.5,000/- per unit for 4147 at a total cost of Rs.2.07 Crore. 7. In the earlier G.O. Ms.No. 576, Revenue (NC.III) Department, dated relief amount was provided for replacement of nets of vallams and catamarans. In such of those cases where the beneficiary seeks compensation for replacement of fishing crafts, the amount of relief already received for net, if any will be adjusted in the relief sanctioned under this package as this package is inclusive of both craft and net. 8. The modalities to be followed in respect of the disbursement of the relief package will be issued separately. 9. In G.O.Ms.NO. 25, Revenue (NC.III) Department dated Government issued orders regarding the participation of N.G.Os. in relocation and rehabilitation of people affected by the calamity. This includes a component for livelihood rehabilitation package also. The District Collectors and Assistant Director of Fisheries should ensure that those benefited by the N.G.Os. package are not covered again in this package. 10. The amount sanctioned in para 6 above shall be debited under "2245. Relief on account of Natural Calamities 80. General 800. Other expenditure I.Non-Plan AB. Assistance for GO Compilation 18

19 undertaking immediate relief works in connection with Tsunami 09. Grants-in-aid 01. Grants for current expenditure (DPC AB 0918)". 11. Necessary additional funds will be provided in FMA Pending provision of additional funds, the Pay & Accounts Officer (East) is directed to admit and honour the bill, if otherwise found to be in order. 12. The Special Commissioner and Commissioner for Revenue Administration (SC& CRA) is authorized to draw and disburse the amount sanctioned in para 6 as per the existing procedure to the Director of Fisheries. The Director of Fisheries is requested to undertake this task at once. The SC & CRA is requested to send the utilization certificate to the Accountant General/Government. 13. The Special Commissioner and Commissioner of Revenue Administration, is requested to send necessary proposals for inclusion in RE/FMA of the The Director of Fisheries is empowered to alter the category of expenditure of this package of para 6 within the allocation of funds provided in para 4 as per the actual requirement during disbursement 15. As mentioned in para 8 of the Government Order read above the government direct that the following guidelines shall be the modalities for adoption and strict compliance while implementing so far as the assistance package mentioned in para 3 (a) (i) of the G.O. read above viz., "Replacement of fully damaged / lost wooden catamarans", where the beneficiary wishes to exercise the option for replacement of wooden catamaran with a new wooden catamaran. Modalities for Sanction and Disbursement of Relief The entire relief package shall be coordinated, monitored and supervised by the District Collectors. --- GO Compilation 20

Confirmation of Beneficiary List 1) In each district the affected villages will be grouped into zones of about 5 to 10 fishing villages each. 2) The applications already received at the time of the detailed survey pertaining to each Zone will be verified by a team of officials headed by a Revenue Official not lower than the rank of Deputy Collector nominated by the District Collector and Assistant Director of Fisheries nominated by the Director of Fisheries. 3) The team will verify and certify the genuineness of the claim already made at the time of the detailed survey by the beneficiary after ascertaining, i) the identity of the beneficiary and his / her ownership of the craft. ii) whether the damage is partial or full and whether the damage / loss was due to Tsunami by making necessary local enquiry and consultation with the Village Panchayats / Fishermen Panchayat / Village Administrative Officer etc. 4) The District Collector shall get the reports of the Zonal Team, super- checked at random to the tune of atleast 10% by higher level officers of the concerned District like DRO / Joint Directors of various Departments etc. 5) The District Collectors and the Assistant Directors of Fisheries should ensure that those benefited by the comprehensive livelihood rehabilitation package implemented by N.G.Os for this purpose are not covered again under this package. II. Sanction and Disbursement of Relief 1) The beneficiary confirmed in the beneficiary list as per the above procedure, shall obtain a quotation from the manufacturer / implementing agency for the proposed work / purchase and submit it to the Assistant Director of Fisheries of the concerned District. 2) The relief amount as indicated in the G.O. read above shall be sanctioned to the beneficiary by the Joint Director of Fisheries based on the recommendation of the Assistant Director of Fisheries concerned. 3) The package is inclusive of net. If the amount of relief has already been disbursed to the beneficiary towards assistance for replacement of net, it shall be deducted from the present amount before disbursement 4) The sanctioned amount shall be released by the Joint Director of Fisheries to the beneficiary and it shall be placed in a joint account between the beneficiary and the Assistant Director of Fisheries concerned. Asset Creation: 1) The replacement of wooden catamaran should be carried out by the fishermen themselves by engaging a suitable locally available qualified and skilled agency under intimation to the Assistant Director of Fisheries concerned. 2) The Assistant Director of Fisheries shall assign a specific registration number to the catamaran. The beneficiary will get the registration number etched in the body of the catamaran prominently by suitably advising the manufacturing / implementing agency. 3) It shall be the personal responsibility of the Assistant Director of Fisheries concerned to ensure that the agency is genuine and it has actually carried out the work for which the payment is being made. 4) Photography of the damaged as well as new catamaran should be done along with the beneficiary and it should form part of the records. 5) The Assistant Director of Fisheries shall ensure proper creation of the asset and its registration before making final payment. (IV) Method of Payment: 1) All Cheques shall l be signed jointly by the beneficiary and the Assistant Director of Fisheries concerned 2) All payments from the joint account shall be made by way of crossed cheque in the name of the manufacturer / implementing agencies after verification of the work done / supplies effected by a team of officials nominated for this purpose by the District Collector and the Director of Fisheries. 3) If the total replacement cost is less than the released amount, the payment will be restricted to the actual amount incurred by the beneficiary. 4) Payment can be made separately if more than one agency is involved, on a pro rata basis for the actual value of work done depending on the item of work done / supply effected. 3. In respect of other categories involving subsidy and loan components, the modalities to be followed will be issued separately. 4. From the Industries Commissioner and Director of Industries and Commerce Lr.Rc.No.2511/PD3/2005 dt Minutes of the State Disaster Management Authority meeting held on The Tsunami that struck the Tamil Nadu coast on was unprecedented. Due to sudden strike by Tsunami many Small Scale Industries Units have sustained heavy loss. Therefore the Industries Commissioner and Director of Industries and Commerce has submitted a proposal to Government to give relief to the small Scale Industries Units affected by Tsunami. 2. The Industries Commissioner and Director of Industries and Commerce in his letter dated has reported that in order to have a through verification in assessing the loss, a team of Officers was constituted and they were deputed to the coastal districts, ofor assessment. Accordingly, the team visited the coastal districts of Nagapattinam, Cuddalore, Kancheepuram and Chennai and they physically verified all the SSI units reported to have been affected by Tsunami. They assessment team had reported the losses in various types of industries as categorized below:- (i). Number of units fully/partially affected. (ii). Value of assets lost including building and plant and machinery (This value has been arrived based on the age and life cycle of the assets). (iii). Cost of repairing charges in the case of partially damaged assets. (iv). The Cost of replacement charges in the case of completely damaged assets. 3. The Industries Commissioner and Director of Industries and Commerce, has finished the details of the total loss of SSI units in the districts indicating the amount required for repairing the GO Compilation 24

25 damaged assets, the amount required for complete replacement and indirect loss as a relief measure to the affected SSI units due to Tsunami as detailed below: S. The proposal was considered and decided to accepted and to provide relief to the Small Scale Industries Units affected by Tsunami, subject to a ceiling of 35% with a maximum of Rs. 3 lakhs per unit. The Industries Commissioner and Director of Industries and Commerce has made the follwing suggestions: (i). The Government may grant 35% of the total amount required for the revival of the units or 50% of the loss assessed whichever is less in respect of units which have incurred loss (excluding 5 sea shell craft units in Cuddalore). (ii). 5 Sea shell craft units in Cuddalore have claimed that the raw materials (sea Shell) kept in the sea Shore have been lost. The units are located away from the sea and they have not been affected. However, the unit holders claimed that the Sea shell are kept in the shore, which are the raw materials for the units. Since there is no evidence for loss of raw materials, it is suggested that a relief of 20% of the compensation claimed towards the loss of raw materials subject to a maximum of Rs. 20,000/- may be sanctioned. (iii). The loss to the Ice Manufacturing Units due to stoppage of production and wage loss to the workers have not been covered in this report as the same is covered by the assessment made by the District Collectors. (iv). Since the coir Board is taking action for paying compensation in respect of the Coir units affected in Kanyakumari District, no compensation is suggested for these units. In case these units are not paid any compensation by coir board or Government of India then the payment of compensation as indicated under suggestion (1) above may be considered. (v).the Boat Units, which are covered in this report, are engaged in repairing and Servicing Boats and hence these Units might not have given relief by the District Collector under the Fisheries Department. 5. The Government after careful examination sanction a sum of Rs lakhs (Rupees Seventy seven lakhs and sevety one thousand only) being the 35% of Rs lakhs as suggested by the Industries Commissioner and Director of Industries and Commerce. 26 of this relief amount only for those who have not availed and subsidy from any other agencies or Government for the loss sustained by them. 6. In respect of the 5 sea shell craft units in cuddalore, the Industries Commissioner and Director of Industries and commerce is requested to restrict the relief to 20% of the compensation claimed towards the loss of raw materials subject to examaximum of Rs.20,000/-. 7. The expenditure sanctioned in para 5 above shall be debited to the head of account 2245 Relief on account of the Natural Calamities 80 General 800-0ther expenditure I Non plan AB. The Government after careful consideration accepts the recommendation of the State Level Committee on Calamity Relief Fund Schemes and accordingly permit the Director of Fisheries/District Collectors/authorised officers to release the sanctioned assistance for fully damaged wooden catamarans to the fishermen beneficiary in two installments. The first installment namely Rs. 10,000/- shall be released directly to the beneficiary for procurement of Albizzia Woods required for assembling the catamarans after taking an undertaking for procurement of assets from them and the second installment shall be released after assessing the actual expenditure involved in the asset creation. 4.
