Summary of Ordinance This Ordinance, if approved by the voters of the Fairbanks rth Star Borough, will create, pursuant to state law, the Alaska Gasline Port Authority. The purpose of the Port Authority is to build or cause to be built, with other municipalities which may include the City of Valdez, The rth Slope Borough, and the Municipality of Anchorage, a natural gas pipeline Project from facilities in the Prudhoe Bay area in the rth Slope Borough through The Fairbanks rth Star Borough to Valdez, and to share the net revenues from the Project. The debts, liabilities and obligations of the Alaska Gasline Port Authority shall not constitute debts, liabilities or obligations of the Fairbanks rth Star Borough. The term Projects shall mean the acquisition, construction, financing, installation and improvements of a port facility in the Port of Valdez, including associated and related facilities for the conditioning, transportation, liquefaction, storage and shipping of natural gas and other commodities to, at and from such a facility. The Project shall also include conditioning plants, compressor stations, pipelines, spur lines and liquefied natural gas facilities and shall also include the acquisition and purchase of natural gas.
