1 PROGRESS REPORT REGARDING WORKING AND IMPLEMENTATION OF VARIOUS WELFARE SCHEMES BY HIMACHAL PRADESH BUILDING AND OTHER CONSTRUCTION WORKERS WELFARE BOARD In order to regulate and implementation of the service conditions of Building and Other Construction Workers and to provide them safety, health and welfare measures, the Government of India enacted the Building and Other Construction Workers (RE&CS) Act, Under the provisions of Section18(1) of the said Act ibid, the Government of Himachal Pradesh constituted Building and Other Construction Workers Welfare Board on 2 nd March, 2009 and reconstituted on 31 st March, The HP Building and Other Construction Workers (RE&CS) Rules, 2008 were framed and notified on 4 th December, 2008 and notified therein various welfare schemes for the Building and Other Construction Workers and further to make these schemes more attractive subsequent amendment was carried out vide Notification Shram(A) 46/2010 BOCWPartII(L) dated 17 th November, To implement and enforce the provisions of the Act ibid and Rules framed there under, the following officers were appointed and notified & vested powers vide Notification Shram(A)46/2007BOCWPt.II, dated 30 th April, 2009: 1. The Labour Commissioner, Himachal Pradesh as Chief Inspector of Inspections of the Building and Other Constructions and Appellate Authority under the Building & Other Construction Workers Welfare Cess Act, The Joint Labour Commissioner and Deputy Labour Commissioner, Himachal Pradesh as Inspector for the whole State. 3. The Deputy Labour Commissioner as Appellate Officer under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, The Labour Officers and Labour Inspectors as Inspectors within their jurisdiction. 5. The Labour Officers in Himachal Pradesh as Registering Officers, Assessing Officers and Cess Collectors within their respective jurisdiction. Similarly, the Board vide its order BOCWB/Estt./ Registration/ SML/2010 dated 8 th March, 2010 declared the Labour Officers as Authorized Officers for the registration of Building and Other Construction Workers as beneficiaries within their respective jurisdiction. The detail of welfare schemes vizaviz; eligibility criteria, benefits available under each scheme and amount disbursed upto 31 st March, 2012 by the Board under each scheme to beneficiaries is as under:

(2) Jan Shree Bima Yojna: (i) Incase of accidental death or permanent disability Rs.75, (paid (ii) Incase of partial disability Rs.37, premium (iii) Incase of natural death Rs.30, of workers) 2 Maternity/ paternity benefit 6 months 3 Pension 3 years & shall become payable from the first day of succeeding to the month in which completes 60 years of age. 4 Advance for purchase or construction of house 5 years 5 Disability Pension 6 months 6 Loan for the purchase of Tools 7 Payment of Funeral Assistance 8 Payment of Death Benefit 9 Medical Assistance to Beneficiaries One year ship ship ship The children (upto two) studying from 9 th 12 th classes are also paid Rs per month as scholarship which is add on to the scheme. (i) (ii) Rs.10, to female beneficiary Rs.1, to male beneficiary. Provided that this benefit shall not be allowed for more than twice. The amount of pension shall be Rs (Rupees five hundred) only per month. An increase of Rs shall be given for every complete year of service beyond 5 years. The Board may sanction an amount not exceeding Rs.50, (Rupees Fifty thousand) only for the outright purchase of a house or for the construction. Rs per month. In addition to this pension he will be eligible for an exgratia payment as under: i) Rs.10, incase of disability 50% or above ii) Rs.5, in other cases Upto Rs.6, An amount of Rs.5,000.00(Rupees five thousand) to the nominee/ dependents of a deceased member. An amount of Rs.15, (Rupees fifteen thousand) only in the event of death. If the death is due to an accident, during the course of employment, the nominees/ dependents of the member shall be given Rs.50,000.00(Fifty thousand) only. The Board may sanction financial assistance to the maximum of Rs (Rupees One Thousand) only. This is in addition to the benefit under Rashtriya Swasthya Bima Yojna

4 To accelerate the pace of work of registration of workers and to deliver them benefits as per schemes, the Board has invited the Non Government Organizations (NGOs) for the awareness purpose and motivate the Building and Other construction Workers to get them registered in maximum number with the Board. The work will be awarded shortly to the NGOs at competitive rates. The Government of HP vide Notification Shram(A) 46/2007 BOCWPartII dated 31 st March, 2012 reconstituted the Board consisting of following members: Sr Name and Address 1.
