1 2019 DC Study External Stakeholder Meeting Minutes Date / Time: February 6 th, :00 11:30 Location: Committee Room #1, City Hall 2 nd Floor Paul Yeoman (Chair) Attended: Bill Veitch, Jamie Crich, Craig Linton, Lois Langdon, Sandy Levin, Alasdair Beaton, Amanda Stratton Adam Langmuir, Kevin Edwards, Jason Senese, Edward Soldo, Doug MacRae, Gregg Barrett, Scott Mathers, Peter Kokkoros Purpose: Monthly meetings leading up to adoption of 2019 DC Study & By-law Update 1. Agenda Item Construction of DC Minor Roadworks Discussion City proposing to take over lead for external minor roadworks to development, primarily on arterials Work plan process was cumbersome on both the City s behalf and developer s consulting engineer. The process will still be maintained for situational developments where the roadwork makes sense to be integrated with the progression of development. City will have efficiency in construction administration, especially with future planned road construction projects Developer s consultant would design the works, and subject to claimable engineering fees of 8% of the construction cost at time of conditional approval. Recommended to establish a working group to flesh out details. List ($) of outstanding commitments to establish a scope of works

2 2. LID s Memo to be provided spring time re: LID s. Content may provide funding anywhere from 100% DC funded to 100% local cost, likely scenario will be some form of cost sharing with certain parameters. SWM Land Payment Looking at revising the land valuation numbers in DC By-law to be better representative of current and future market value. Could be based on a land appraisal, suggested to be in line with how parks has established parkland valuation. (to be explored classification of serviced/non-serviced) Difficulty could arise in how to incorporate land values based on appraisal in the DC rate calculation. Inflation needs to be considered as well throughout the 5 year period, index to be decided. Preliminary Local Service Standards Discussion - SWM Land Payment Policy - Payment draws for major CSRF works - Oversizing pipe cut off changes - Park infrastructure Oversizing Depth Component Incorporation of oversizing tables which include a predetermined depth component To be determined how to incorporate into costing for DC rate calculation as it would not be possible to evaluate the depth of each oversized sewer in the City. Assumptions based on percentages of sewers at certain depths likely to be used. Stormwater Management Local Servicing Policy Wording may need some tweaks, still would like to have flexibility to construct SWM works if needed at the direction of City Engineer. LID s (Low Impact Development) table principle, similar to oversizing. Ease for calculation and administratively approving claims, rather than work plan process Noted that there will be growing pains with LID s, as exampled by the Sarnia Rd. widening project where sand and sediment were a concern operationally.

3 R-5.1 Tree Plantings Question raised about the need for this item, likely scenario to not be a concern in constructing turn lanes or sidewalks. London Plan does outline a formula for replacement of trees 3. DC Study Timelines Update Referral back for March 8 th meeting to have any additional local servicing policies identified for review. See attached timeline update slides. August anticipated draft hard services master plans, request to have a comparison rate vs DC for stakeholder review. 4.
