3 CONSUMER PRICE INDEX NOVEMBER 2017 PERCENT CHANGE ALL-ITEMS INDEX NOVEMBER 17/NOVEMBER 16 NOVEMBER 17/OCTOBER 17 MANITOBA CANADA The Manitoba all-items index rose 3.2% in November 2017 compared with November 2016, up from the October annual rate of 1.5%. Canada's annual rate of price increase in November was 2.1%, up from its October rate of 1.4%. Chart 1 presents a summary of price changes for Manitoba and Canada over the last two years. The method of calculation shown in Chart 1 is the most widely used, and is often referred to by the media as the "inflation rate". It is based on the percent change between the current month and the same month the previous year. Chart 2 shows that Manitoba's annual inflation rate of 3.2% in November had the second highest rate among the provinces. Saskatchewan recorded the highest increase at 3.7%, while Quebec recorded the lowest rate at 1.7%. As seen in table 4, the Winnipeg all-items increase was 3.1% in November, up from an annual rate of 1.5% recorded in October. Between November 2016 and November 2017, Manitoba saw lower prices for women's clothing (-4.4%), telephone services (-2.4%), personal care supplies and equipment (-3.7%), natural gas (-5.0%), as well as household appliances (-4.5%). These declines were offset by higher prices for gasoline (+24.1%), the purchase and leasing of passenger vehicles (+4.3%), homeowners' replacement cost (+4.3%), property taxes and other special charges (+4.1%), and inter-city transportation (+9.8%). On a monthly basis (as shown above), the Manitoba all-items index was 0.5% higher in November following a 0.4% increase in October. Items recording lower prices last month included personal care supplies and equipment (-6.0%), telephone services (-1.5%), footwear (-3.0%), traveller accommodation (-3.5%), as well as women's clothing (-1.7%). These declines were offset by increases in gasoline (+9.3%), the purchase and leasing of passenger vehicles (+1.5%), fresh vegetables (+5.2%), fresh or frozen beef (+10.3%), and travel tours. As shown in table 1, nationally the all-items index rose 0.3%. This follows a 0.1% increase recorded one month earlier.
