1 Benefits at a Glance Faculty Members: Residents of Canada The University of Calgary in Qatar offers a number of benefits to our Academic faculty staff members. In some situations benefit eligibility depends on the employee s residency for tax purposes as defined by the Canadian Revenue Agency (CRA). For more information on Canadian residency please visit the CRA website. For information on the income tax ramifications for employees working in Qatar please refer to the Frequently Asked Questions. The following list of benefits applies to academic faculty staff (one year contracts or more) who are residents of Canada. 25% Overseas Premium (also referred to as a Living Allowance, by the Canada Revenue Agency) The Overseas Premium is added to the base salary. Base salary is taxed according to the Province of Alberta taxation rates. Annual salary increases will be added to base salary effective July 1. Effective: Date of departure for Doha. Some or all of the Overseas Premium may be tax free, depending on the dollar limit set annually by CRA. CRA allows for a specified reasonable amount (changes annually) to be paid tax-free* while your employment in Doha is considered to be temporary. If 25% of your base salary is greater than the specified reasonable amount, you will be paid 25% of your base salary as non-taxable and the balance as taxable. The tax free allowance is for a maximum of 3 years with a possible 1 year extension. Working in Qatar Annual Leave: 43 Days Plus 11 Qatar Statutory Holidays Approximately 30 of the 43 days shall be granted in block unless otherwise approved by the Dean. Faculty working for a full academic year are entitled to 43 days of annual leave. For any partial year worked, annual leave will be prorated. Normally, vacation leave shall be taken at designated intervals, unless otherwise approved by the Dean. Accommodation Faculty will be provided with fully furnished accommodation appropriate to household composition. Utilities are subsidized by the State. Employees shall pay all telephone, internet and cable television costs. Priority villa assignment will be given to families with children. Singles and couples can expect to be provided with a 2 or 3 bedroom furnished apartment. This benefit is tax free for a maximum of 3 years with a possible 1 year extension. Working in Qatar.
2 Transportation Allowance QR 2000 per month to be paid into a local Qatar bank account. Communication Allowance QR 500 per month to be paid into a local Qatar bank account School Fees Equivalent to the annual fees payable at the Qatar Canadian School or Qatar Academy. New employees will be assigned a driver for the first month of employment, before receiving this allowance. Local Qatar bank accounts can be opened after the employee has completed the residency process. UCQ will assist the employee in obtaining Qatar residency. This allowance will be taxed via Payroll at UC. New employees will receive this allowance after one month of UCQ employment. Dependent children age 3 17 years. Maximum 3 children. Does not include home schooling. Expatriate Health Benefits Alberta Blue Plan Claim Form Extended Health Care Plan Alberta Blue Plan Please use the Expatriate Claim Form Dental Plan Alberta Blue Plan Please use the Expatriate Claim Form International/Expatriate Service Medical Plan, which covers health care services and prescriptions for new and preexisting conditions while in Qatar. Emergency coverage is provided for illnesses or accidents that occur outside of Qatar including Canada. 80% Prescription drugs $6.50 dispensing fee cap. Hospital accommodation Ambulance service. Paramedical practitioners. Eye exams and eye wear. 80% Basic services 80% Extensive services 50% Orthodontic services to a lifetime maximum of $1500. Employee, spouse, eligible 100% Employer paid. Employee, spouse, and eligible Employer cost: $ / month single $ / month family Employee cost: $ 6.96 / month single $ / month family Employee, spouse, and eligible Employer cost: $ / month single $ / month couple $ / month family Employee cost: $ 4.70 / month single $ 9.42 / month couple $ / month family
3 Flexible Spending Account Flexible Spending Account WSA Claim Form HSA Claim Form Annual credit allocation of $800 per Benefit Year (July 1-June 30). Offers two account streams, a nontaxable Health Spending Account and a taxable Wellness Spending Account. Minimum of $100 in each if the employee wants to split the benefit between the two accounts. Credits are pro-rated for staff members who commence employment after the Flexible Spending Account benefit year commencement date (July 1). Long Term Disability Not available for employees working outside of Canada. All employees are encouraged to review their benefit needs, and procure coverage from a third party insurer at their own expense. Basic Group Life Insurance Greater of $100,000 or two times annual salary. Maximum benefit $200,000. Participation is mandatory 100% Employee paid $ per $1000 of coverage Optional Life Insurance Child Optional Life Insurance Accidental Death and Dismemberment Insurance SSQ Financial Group Plan IMF40 Voluntary Accidental Death and Dismemberment SSQ Financial Group Plan IMF60 Universities Academic Pension Plan (UAPP) Additional insurance can be purchased for both the employee and their spouse in units of $1,000 to a maximum of $300,000. Based on medical evidence of insurability. Units of $5,000, $10,000 or $15,000 per dependent child. $100,000 principal sum benefit in the event of accidental death or dismemberment. Additional insurance can be purchased for both the staff member as well as their spouse in units of $1,000 to a maximum of $250,000. Defined Benefit plan that, at retirement, provides monthly retirement benefit based on average salary (to pensionable salary caps) and pensionable service. The University matches employee contributions. Based on Age/Gender/ Non-smoker/Smoker Status. 100% Employee paid. Yearly Maximum Pensionable Earnings 2017 YMPE $ 55, Salary Cap $ 162,312.22
4 RELOCATION TO QATAR, ANNUAL AIRFARES AND REPATRIATION TO CANADA The University of Calgary in Qatar supports new employees relocating to Qatar by providing a number of services designed to assist with your move overseas. In addition to immigration, flight and accommodation assistance, UCQ also provides pre-departure consultation and an orientation after you arrive. Immigration Costs Visa applications and any associated medical expenses. Employee, spouse and dependent Airfares A relocation flight to Doha and a repatriation flight back to point of origin. Annual Airfares One flight per year to point of origin. Hotel Upon arrival and for the first two nights, hotel accommodation and hotel meals will be provided. Household Allowance (also referred to as a Relocation Allowance) Single/couple: $2,480 Single/couple with 1 child:$3,170 Single/couple with 2 or more children: $3,700. Employee, spouse and dependent Business class airfare will be provided for faculty in the Professoriate rank, and economy air fare for Instructor rank. Employment of two years or more. Employee, spouse and up to 3 dependent children under the age of 18 years. Business class air fare will be provided for faculty in the Professoriate, and economy airfare for Instructor rank. Flights are tax free for a maximum of 3 years with a possible 1 year extension. Working in Qatar Faculty, spouse and dependent Employment contracts of one year or more. All costs associated with transporting personal goods to and from Qatar is the sole responsibility of the employee. Repatriation Allowance Allowance of $2,500. Upon completion of the employment contract of at least two years. OTHER PROGRAMS Employee Tuition Support Program Staff member only: Covers tuition up to a maximum of 3 University of Calgary Continuing Education courses. Combined with their spouse: University of Calgary 3- half credit Academic courses (excludes General Chart Individual program courses may vary from the Fee Chart; the individual is responsible for the difference between individual program course costs and the course cost listed on the chart. Effective: Date of Hire Benefit is provided at no cost to the employee Employee and Family Assistance Program (EFAP) The employee and family assistance program (EFAP) is a confidential service available 24/7 to you and your immediate family members. Referrals to resources in the Doha community. Access to materials to help you manage your work and personal life. Support over the phone and arrange offsite counseling.
