1 DIBP Enterprise Agreement negotiating position for discussion Proposed remuneration offer Remuneration offer The proposed remuneration offer includes a combination of general pay rises that apply to all employees and increases to top of range salary rates for all classification levels to address parity concerns raised by staff. Over the life of the proposed three year agreement, the combination of general pay rises and higher top of range salaries will deliver pay increases between 6.4 per cent and 10.7 per cent for a vast majority of employees. The average increase equates to 6 per cent over the life of the agreement. Employees with a rate of salary that exceeds the proposed new top of range salaries will receive a lower salary increase based on the general pay increase component of the offer. Key components of the offer for discussion are: a 3 per cent general pay rise for all employees on increased top of range salary rates for all classifications, delivering full parity for APS levels and a significant step towards parity for EL staff annual performance based advancement of 3 per cent to occur 12 the new EA takes effect two further instalments of general pay rise for all staff (0.8 per cent 12 and 0.9 per cent 24 ) continued protection of take home pay through grand-parenting of allowances as proposed in the last offer. The new proposed Tables are at Attachment A.

2 Pay increases General pay increases would apply to all employees including those whose salary exceeds the new top of ranges. Over the life of the agreement annual pay increases will consist of the following: On 3 per cent general pay increase for all employees 12 most employees will receive pay increases of between 2.5 and 3.8 per cent through: 0.8 per cent general pay increase for all employees up to 3 per cent performance based salary advancement for employees whose salary is not above the top of the new salary ranges 24 most employees will receive pay increases of between 1.3 and 3.9 per cent through: 0.9 per cent general pay increase for all employees up to 3 per cent performance based salary advancement for employees whose salary is not above the top of the new salary ranges A table detailing the pay increases by classification is at Attachment B. New salary ranges The Department proposes to increase the top of range salary for all classifications to address parity concerns. The impact of this proposal will provide the following effect: Full parity for APS 3 and APS 6 classifications Achieved by increasing top of range salaries to align with higher rates from the former Australian Customs and Border Protection EA. This equates to a top of range increase of 3.4 per cent for APS3 and 1.9 per cent for APS6. Partial parity for EL1 and EL2 classifications Achieved by increasing top of ranges to significantly address the current parity gap with the higher rates from the former Australian Customs and Border Protection EA. This equates to a top of range increase of 2.6 per cent for EL1 and 5.8 per cent for EL2. Other classification ranges (APS 1, APS 2, APS 4 and APS 5) A 1.7 per cent increase applied to the top of ranges to improve alignment with APS average salaries. Specialist classifications Parity in line with the above mentioned top of range salaries where the current top of range salary is less than the proposed new equivalent range. The top of range increases vary between of 1 per cent and 3.4 per cent depending on the specialist classification. The combined effect of the general pay increases and new higher top of the range salaries will deliver an average 6 per cent remuneration increase across all employees. DIBP Enterprise Agreement

3 More than 70 percent of employees will receive an increase between 6.4 per cent and 10.7 per cent over the life of the three year agreement through general pay increases and performance based salary advancement resulting from the increase to top of range salaries. Impact of new salary ranges and higher duties payment The Department s proposal to adopt a 5 per cent minimum HDA rule in policy has been maintained as part of this offer. Performance based salary advancement The increase to the top of range salary for all classifications will result in more than 70 per cent of the Department s employees having access to performance based salary advancement to new, higher salary points. To spread the cost of higher salary rates more evenly across the life of the agreement, this offer proposes that the date for annual salary advancement move to be 12 of the new EA. Grand-parenting of Allowances The Department intends to maintain the range of allowances (and grand-parenting arrangements to protect take home pay) as proposed in the previous offer.
