1 September 23, 2013 SALARY STUDY REPORT RE: THE IOWA LOTTERY AUTHORITY S KEY PERSONNEL BACKGROUND In November 2012, the Iowa Department of Administrative Services Human Resources Enterprise (DAS-HRE) met with two members of the Iowa Lottery Board for the purpose of discussing the possibility of providing the Board with salary survey data for the Iowa Lottery Authority s key personnel. The Lottery Board expressed interest in obtaining some salary survey information following the release of an audit report from the State Auditor s Office in April The audit report called into question the compensation review which served as a basis for the Lottery key personnel salary ranges, initially implemented in fiscal year As a result of the discussions between DAS-HRE and the Lottery Board, it was agreed that DAS-HRE Classification and Compensation Section would complete a two-part study regarding the Lottery Authority s key personnel salary structure. The study would consist of: 1) a salary survey of other states comparable lottery officials, and 2) an analysis of where the Lottery key personnel positions would otherwise fit within the State s regular pay plan. Additionally, at the request of the Lottery Board, DAS-HRE also attempted to obtain salary information from Prairie Meadows; however, Prairie Meadows did not reply to multiple requests for information through their website. SURVEY PROCESS On May 8, 2013, DAS-HRE initiated a survey to compare the salaries of Iowa Lottery Authority officials with those of lottery officials in other states that have similar organizational structures. The survey requested comparable salaries for the key Iowa Lottery positions of Chief Executive Officer, Director of Retail Services, General Counsel, Senior Project Director, and Vice Presidents of Sales, Finance, Systems, Security, Marketing, and External Relations. On May 13, 2013, the salary survey was sent to all 43 states and the District of Columbia who operate lotteries. In addition to salary information, the survey requested the responding state s number of permanent positions, dollar amount of revenue generated in sales, and operating budget for fiscal years 2010 through 2013 (See Appendix A). Between May 13 and July 18, 2013, DAS-HRE received responses to its survey from Arkansas, Arizona, California, Connecticut, Florida, Georgia, Idaho, Indiana, Kansas, Kentucky, Maine, Massachusetts, Missouri, Montana, New York, North Dakota, Ohio, Oklahoma, Texas, Virginia, Washington, and Wisconsin.
2 SURVEY RESULTS Full salary survey results of comparable salaries for surveyed key positions can be found in Appendix C, attached to this report. The following is a summary of the results: 1) Lottery Chief Executive Officer The Lottery Chief Executive Officer in the State of Iowa is currently paid an annual salary of $195,104. The mean actual salary among the reporting states for this position was $145,505 annually. The current salary range for this position in the State of Iowa is a minimum of $174,803 and a maximum of $285,272 annually. The mean minimum annual salary for this position among the surveyed states was $92,121 and the mean maximum annual salary was $154,429. The State of Iowa Lottery CEO earns a salary 34% higher than the CEOs in the participating survey states. Eleven states reported that this position is not eligible to receive a salary bonus, while eight states reported that this position is eligible to receive a salary bonus. Across-the-board salary increases for FY 2010 through FY 2013 were not applicable to this position. Only four states reported any merit/step increases for FY 2010 through FY 2013 for this position. 2) Lottery Executive Vice President of Sales The Lottery Executive Vice President of Sales in the State of Iowa is currently paid an annual salary of $140,941. The mean actual salary among the reporting states for this position was $109,660 annually. The current salary range for this position in the State of Iowa is a minimum of $97,240 and a maximum of $152,485 annually. The mean minimum salary for this position among the surveyed states was $81,055 and the maximum salary was $125,734 annually. The State of Iowa VP of Sales earns a salary 28% higher than the VPs of Sales in the participating survey states. Nine states reported that this position is not eligible to receive a salary bonus, while seven states reported that this position is eligible to receive a salary bonus. Across-the-board salary increases for FY 2010 through FY 2013 were not applicable to this position. Only four states reported any merit/step increases for FY 2010 through FY 2013 for this position. 3) of Finance The of Finance in the State of Iowa is currently paid an annual salary of $130,062. The mean actual salary among the reporting states for this position was $99,403 annually. The current salary range for this position in the State of Iowa is a minimum of $87,942 and a maximum of $137,904 annually. The mean minimum salary for this position among the surveyed states was $72,268 and the maximum salary was $124,127 annually. The State of Iowa VP of Finance earns a salary 30% higher than the VPs of Finance in the participating survey states. Eleven states reported that this position is not eligible to receive a salary bonus, while six states reported that this position is eligible to be paid a bonus. Only four states reported any merit/step increases for FY 2010 through FY 2013 for this position. 4) General Counsel The General Counsel in the State of Iowa is currently paid an annual salary of $104,333. The mean actual salary among the reporting states for this position was $121,247 annually. The current salary range for this position in the State of Iowa is a minimum of $87,818 and a maximum of annually. The mean minimum salary for this position among the surveyed states was $89,565 and the maximum salary was $133,996 annually. The State of Iowa VP General Counsel earns a salary 14% lower than the General Counsels in the participating survey states. Seven states reported that this position is not eligible to receive a salary bonus, while four states reported that this position is eligible to be paid a bonus. Across-the-board salary increases for FY 2010 through FY 2013 were not applicable to this position. Only five states reported any merit/step increases for FY 2010 through FY 2013 for this position. 5) of Systems The of Systems in the State of Iowa is currently paid an annual salary of $104,333. The mean actual salary among the reporting states for this position was $113,881 annually. The current salary range for this position in the State of Iowa is a minimum of $79,622 and a maximum of annually. The mean minimum salary for this position among the surveyed states was $86,346 and the maximum salary was $127,342 annually. The State of Iowa VP of Systems earns a salary 8% lower than the VPs of Systems in the participating survey states. Nine states reported that this position is not eligible to receive a salary bonus, while four states reported that this position is eligible to be paid a bonus. Across-the-board salary increases for FY 2010 through FY 2013 were not applicable to this position. Only five states reported any merit/step increases for FY 2010 through FY 2013 for this position. 6) of Security The of Security in the State of Iowa is currently paid an annual salary of $120,973. The mean actual salary among the reporting states for this position was $91,383 annually. The current salary range for this position in the State of Iowa is a minimum of $79,622 and a maximum of annually. The mean minimum salary for this position among the surveyed states was $72,108 and the maximum salary was $108,811 annually. The State of Iowa VP of Security earns a salary 32% higher than the VPs of Security in the participating survey states. Ten states reported that this position is not eligible to receive a salary bonus, while six states reported that this position is eligible to be paid a bonus. 4 7) of Marketing The of Marketing in the State of Iowa is currently paid an annual salary of $115,773. The mean actual salary among the reporting states for this position was $94,665 annually. The current salary range for this position in the State of Iowa is a minimum of $79,622 and a maximum of annually. The mean minimum salary for this position among the surveyed states was $73,214 and the maximum salary was $116,085 annually. The State of Iowa VP of Marketing earns a salary 22% higher than the VPs of Marketing in the participating survey states. Nine states reported that this position is not eligible to receive a salary bonus, while seven states reported that this position is eligible to be paid a bonus. Across-the-board salary increases for FY 2010 through FY 2013 were not applicable to this position. Only four states reported any merit/step increases for FY 2010 through FY 2013 for this position. 8) of External Relations The External Relations in the State of Iowa is currently paid an annual salary of. The mean actual salary among the reporting states for this position was $90,705 annually. The current salary range for this position in the State of Iowa is a minimum of $79,662 and a maximum of annually. The mean minimum salary for this position among the surveyed states was $72,160 and the maximum salary was $101,810 annually. The State of Iowa VP of External Relations earns a salary 37% higher than the VP s of External Relations in the participating survey states. Eight states reported that this position is not eligible to receive a salary bonus, while five states reported that this position is eligible to be paid a bonus. Across-the-board salary increases for FY 2010 through FY 2013 were not applicable to this position. Only four states reported any merit/step increases for FY 2010 through FY 2013 for this position. 9) of Retail Services The of Retail Services in the State of Iowa is currently paid an annual salary of $85,571. The mean actual salary among the reporting states for this position was $86,275 annually. The current salary range for this position in the State of Iowa is a minimum of $61,901 and a maximum of $95,202 annually. The mean minimum salary for this position among the surveyed states was $70,455 and the maximum salary was $103,664 annually. The State of Iowa VP of Retail Services earns a salary 0.8% lower than the VPs of Retail Services in the participating survey states. Seven states reported that this position is not eligible to receive a salary bonus, while three states reported that this position is eligible to be paid a bonus. Across-the-board salary increases for FY 2010 through FY 2013 were not applicable to this position. 5 10) Lottery Senior Project Director The Lottery Senior Project Director in the State of Iowa is currently paid an annual salary of $58,115. The current salary range for this position in the State of Iowa is a minimum of $55,619 and a maximum of $86,008 annually. None of the states reported a job match for the position of Lottery Senior Project Director. EXAMINATION OF COMPARABLE STATE JOB CLASSES A chart of where the Iowa Lottery key personnel positions would otherwise fit within the State s regular pay plan can be found in Appendix B of this report. These matches were based on what is known about the organizational structure of the Iowa Lottery, as well as the work described in the existing key positions classification descriptions. Five positions the Vice Presidents of External Relations, Marketing, Security, Systems, and General Counsel have a higher pay range maximum than comparable positions elsewhere in state government. With respect to comparable positions in the State s regular pay plan, the Executive Vice President of Sales has an 11.14% higher pay range maximum, while the Vice President of Finance has a 10.37% higher pay range maximum. The Chief Executive Officer position has a significantly higher pay range maximum (+84.88%) than comparable department-director-level positions elsewhere in state government. Two positions, the Senior Project Director (+4.05%) and Director of Retail Services (+0.00%) have similar pay range maximums as their comparable state job classes. With regards to actual salary, four key positions are currently paid at an amount less than the maximum of the pay range for the State s comparable classes, while three others are paid within 10% of the State s comparable classes pay range maximum. This leaves three positions which are paid at an amount greater than 10% of the comparable classes pay range maximum. FINDINGS 1) Lottery Chief Executive Officer The Lottery Chief Executive Officer is currently paid 34% higher than the mean of equivalent positions in the participating survey states and 26.44% higher than the maximum for equivalent department director positions within state government. The maximum of the Lottery Chief Executive Officer pay range, $285,272, is 84.88% above the pay range maximum of a department director. The data shows this position s salary is above those of comparable positions in other state lotteries and Iowa state government. 2) Lottery Executive Vice President of Sales The Lottery Executive Vice President of Sales is currently paid 28% higher than the mean of equivalent positions in the participating survey states and 2.73% higher than the maximum for equivalent positions Salary Study Lottery Key Personnel September

The maximum of the Lottery Executive Vice President of Sales pay range, $152,485, is 11.14% above the pay range maximum of the Executive 6. The data shows this position s salary is above those of comparable positions in other state lotteries and Iowa state government. 3) of Finance The of Finance is currently paid 30% higher than the mean of equivalent positions in the participating survey states and 4.09% higher than the maximum for equivalent positions found in the Executive 5 job classification within state government. The maximum of the Lottery Vice President of Finance pay range, $137,904, is 10.37% above the pay range maximum of the Executive 5. The data shows this position s salary is above those of comparable positions in other state lotteries and Iowa state government. 4) General Counsel The General Counsel is currently paid 14% lower than the mean of equivalent positions in the participating survey states and 3.89% lower than the maximum for equivalent positions found in the Attorney 3 job classification within state government. The maximum of the Lottery Vice President General Counsel pay range,, is above the pay range maximum of the Attorney 3. The data shows this position s salary is slightly below those of comparable positions in other state lotteries, but above those of comparable positions in Iowa state government. 5) of Systems The of Systems is currently paid 8% lower than the mean of equivalent positions in the participating survey states and 3.89% lower than the maximum for equivalent positions found in the Executive 4 job classification within state government. The maximum of the Lottery Vice President of Systems pay range,, is above the pay range maximum of the Executive 4. The data shows this position s salary is slightly above those of comparable positions in other state lotteries and Iowa state government. 6) of Security The of Security is currently paid 32% higher than the mean of equivalent positions in the participating survey states and 11.44% higher than the maximum for equivalent positions found in the Executive 4 job classification within state government. The maximum of the Lottery Vice President of Security pay range,, is above the pay range maximum of the Executive 4. The data shows this position s salary is above those of comparable positions in other state lotteries and Iowa state government. 7) of Marketing The of Marketing is currently paid 22% higher than the mean of equivalent positions in the participating survey states and 6.65% higher than the maximum for equivalent positions found in the Executive 4 job classification within state government. The maximum of the of Retail Sales, $95,202, is equivalent to the pay range maximum of the Executive 3. The data shows this position s salary is closely aligned with those of comparable positions in other state lotteries and Iowa state government. 10) Lottery Senior Project Director The lack of equivalent positions in the participating survey states did not provide any data for comparison with other states. The Lottery Senior Project Director is currently paid 29.69% lower than the maximum of equivalent positions found in the Executive Officer 2 job classification within state government. However, the maximum of the Lottery Senior Project Director, $86,008, is 4.05% above the pay range maximum of the Executive Officer 2.
