4 CIS Benefits Rule Changes Rules changes are clarifications or housekeeping only Retirees voluntarily terminating CIS coverage cannot reinstate it at a later date If group or subgroup leaves CIS, clarifies that retirees from the group or subgroup must leave with them

6 Benefits Admin Resources Following resources are located under CIS Benefits on the CIS website ( ACA Reporting Benefits Admin Portal (includes event processing instructions) Enrollment Materials Forms Plans and Rates Request for Coverage (RFC) Wellness Grants

7 New Hire Materials While all new hire materials should be provided, there are penalties for failure to provide the following: Privacy Notice Annual Notices Exchange Notice Plan Summaries & SBCs The shortest timeline is 14 days. Employers should provide all materials within 14 days to be safe.

10 Leaves of Absence Continuation rights and length vary for life/disability based on type of leave (paid/unpaid/fmla) CIS encourages employers to call Benefits staff to discuss options Paying premium doesn t mean the employee has coverage Carrier contractual continuation provisions govern

11 ACA Reporting Small Employers (<50 FTE) CIS contracted with BASIC to provide 1095-Bs to employees Forms were mailed the week of February 20 If employees need a replacement or corrections, contact CIS Benefits team

12 ACA Reporting Large Employers (>50 FTE) CIS provided webinars for employers in November on the 2017 (2016 plan year) reporting requirements Employers are required to provide 1095-Cs to employees no later than March 2 (delayed from January 31) IRS Filing dates remain February 28 for paper and March 31 for filing electronic CIS contracted with The Partners Group (TPG) to provide assistance to employers with questions related to completing the 1095-Cs

13 ACA Reporting Kaiser Members Kaiser mailed 1095-Bs to all covered members If replacements or corrections are needed, employees should: Contact Member Services at (required for corrections) Pull the form from kp.org

14 New Enrollment System Partner - Businessolver The new system is scheduled to go live 6/1/17 (7/1/17?) Down 2-3 weeks prior to go live date Members will need to track new hires/terminations and process after go live date Hands-on training sessions during conference; webinar overviews after conference Step-by-step instructions posted to website prior to go live date

15 New Enrollment System Partner Businessolver (cont d) System is mobile friendly Open enrollment will be a mandatory walk through for 2018 plan year only CIS will be mailing flyer to employees homes during April- May announcing new system Will also include information on new plans with Regence

20 Regence Changes Prescription Drugs (Rx) Rx is now administered by a standalone Pharmacy Benefit Manager (PBM) Express Scripts Transition went very smoothly 30,542 claims have been processed since 1/1/17 Two most frequent problems Member did not provide new Regence ID card with Express Scripts info Pharmacy is not confirming that the data entered is what s required by Express Scripts CIS provided flyer with required fields to employers Express Scripts has done flash updates to pharmacies

21 Regence Changes VSP VSP now administered by Regence Administration change resulted in change from VSP Signature to VSP Choice network Network change resulted in addition of Costco, Walmart/Sam s Clubs and Shopko Optical Centers Individual providers within the centers have the option to participate with VSP or not

22 Regence Changes VSP (cont d) BAC Meeting - discuss potential benefit change for VSP Most frequent problem/issue VSP provider showing dependent ineligible (employee only coverage); provider is not including the dependent code shown on the Regence ID card when verifying eligibility CIS provided flyer with required dependent code to employers Members unhappy that their provider doesn t participate under the Choice Network

40 Regence Plan V Termination Reminder: Plan V terminates 12/31/17 Employers must make a new plan selection for 2018 Exception: Employers with contracts in effect as of 1/22/16 with provisions continuing Plan V beyond 12/31/17 will be allowed to continue the plan until that contract expires No extensions of current contracts

41 Plan Design Kaiser Medical/Dental Medical No plan design changes on current plan Reminder: Copay A (former HMO plan option) terminates 12/31/17 (same limited continuation options as Regence Plan V) Dental No plan design changes

42 Plan Design Changes Delta Dental Pulp capping is covered only when there is exposure of the pulp Previously communicated to employers and employees Potential enhancement: Coverage for composite fillings Current benefit is limited to amalgam and member pays the difference Employees only received new ID card if a plan change was made or if a dependent was added/deleted ID cards continue to say ModaHealth but mention the Delta Dental network

43 Plan Design Changes Willamette Dental No plan design changes ID cards will no longer be issued New members will receive a welcome letter with a wallet card

44 Hartford Life, LTD and STD certificates have been posted to the Enrollment Materials tab Short Term Disability Claim form added to Enrollment Materials page on the CIS website A how to claims video will also be added to this page 2018 is the last year of a 3-year rate guarantee

45 ASIFlex Fees Admin fees continue at $3.75 per participant per month, but now include a $25 minimum fee $25 monthly minimum fee waived if admin fees are paid by automatic bank debit initiated by ASIFlex

46 ASIFlex - Healthcare FSA Mid-year enrollment still requires paper form to CIS (eff through 5/30/17) Rollover option Payroll deduction does not mean the person is enrolled Starting with the 2018 plan year, rollover amounts will be limited to one year unless the employee reenrolls for the next plan year Healthcare flexible spending account
