3 News from the UNDP JPO Service Centre Looking back and ahead: Trends 2011 proved to be another exciting and challenging year for the UNDP JPO Service Centre. We continued providing day-to-day human resources and strategic/counselling support to the JPOs and SARCs, while expanding our service lines and expertise. The following achievements can be highlighted: 92 new JPOs and SARCs (48 with UNDP) were recruited in 2011, consolidating the existing active community of young practitioners, and contributing to the United Nations cooperation and development work. The client satisfaction rates remained high: temporary figures show around 90% positive JPO/SARC satisfaction for services provided in The UNDP JPO career support activities were strengthened, with the creation of a career support brochure, the update of the JPO Career Development website, and the conduction of individual sessions of career coaching/counselling. UN Women JPOs will also benefit from these services. Organization of a JPO workshop in Mexico (more information is available on page 3 of this bulletin). The UNDP JPO Recruitment Guidelines were implemented, aligning JPO/SARC recruitment with corporate standards and introducing a review board process for JPOs to give them internal status. Partnerships with donors were enhanced through closer cooperation on the JPO recruitment process (Belgium outsourced the full recruitment process to UNDP) and increase in donors supporting the SARC Programme (Norway joined the SARC Programme in 2011). UN Organization partnerships were strengthened: WHO, UNAIDS and UNRWA have decided to outsource their JPO selection and recruitment process for the Belgium JPO Programme to the JPO Service Centre. Besides, UN Women is delegating the administration of its JPO Programme to UNDP. IPSAS revenue management was set up for JPO Programme contribution. In addition, support was provided to the implementation of the UNFPA and UNAIDS Special Youth Programmes: like in the previous year, 9 fellows were administered in Despite these achievements, 2011 proved to be a challenging year. For the first time since 2005, the JPO/SARC population administered by the UNDP JPO Service Centre has decreased between January 2011 and January The ongoing budget crisis has impacted the JPO Programme, and 2012 should follow a similar downwards trend. In 2012, the UNDP JPO Service Centre will strive to continue providing high quality services to its clients (JPOs/SARCs, duty stations, donors and UN Organizations) and to developing its recruitment and counselling activities. Several new initiatives will be implemented, among others: a fully revamped website, the roll-out of the intercultural management project, and further enhancement of the JPO career development programme. 4 News from the Team From the JPO Service Centre We are very pleased to announce that Angelica Gandrup-Marino joined the JPO Service Centre team as a Human Resources Assistant. Angelica has worked with UNDP since June 2010, where she was part of the Benefits and Entitlements Services team in Copenhagen. She holds a bachelor s degree in psychology and Spanish and a master s degree in Development Studies from Lund University. Maria Segovia Aguirre, JPO Human Resources Analyst, funded by Spain, has left the JPO Service Centre and has been reassigned to New York to work as a JPO Programme Analyst with the Office of Human Resources Gender Equality and Diversity Unit. Prior to that, Maria worked as Human Resources Manager in Algeria (private sector) and National HR Coordinator in Niger and Sudan (NGOs). Thanks again to Maria for all her great work and we are wishing her all the best with her new assignment! Félicia Barry-Jørgensen, HR Assistant, took up a JPO assignment as HR Analyst with WHO in Geneva, Switzerland. She is working as HR Officer (Policy & Compensation), with the Department of Human Resources Management. Félicia had joined the JPO Service Centre in August 2009 and we take this opportunity to thank Félicia for her great work and congratulate her on her new JPO position! Career management Website The content of the JPO Career Management Website has been reviewed and updated in three languages. This Website provides a platform of information, tools and resources for career planning purposes within UNDP and the United Nations System. It aims to assist our JPOs/SARCs in developing a career strategy and preparing their CV and application or for the competency-based interview. JPO Workshop in Mexico Last November, 23 JPOs attended during 5 days the JPO workshop on Results-Based Management, which took place in Merida, Mexico. It was organized by the JPO Service Centre in collaboration with our UNDP Offices in Merida and New York Headquarters. The overall objective of this workshop was to provide JPOs the basis for understanding the concepts of results based management, combined with practical skills in building results strategies and action plans and using systems and tools to achieve results. More information will be shared on the JPO Service Centre website. 5 JPOs/SARCs administered by the UNDP JPO Service Centre Brief introduction to the JPO and SARC Programmes The Junior Professional Officer (JPO) Programme offers young professionals under 32 years old the opportunity to gain two to three years of experience in multilateral development cooperation. In turn, JPOs bring up-to-date academic knowledge to recipient UN Organizations. In 2003, UNDP expanded its JPO Programme to include a Special Assistant to the Resident Coordinator (SARC) Programme in response to a need for supporting UN coordination in the field. SARCs are experienced young professionals (in many cases former JPOs) recruited at the P3 level. The SARC Programme is currently funded by Denmark, Spain and Sweden. Both the JPO and SARC Programmes allow UNDP and other United Nations entities to augment professional staffing capacity and to create a pool of talent to tap into for future staffing needs. Both Programmes also give participating donor countries a unique opportunity to strengthen their national capacity in the field of cooperation and to market their nationals with the UN System. Role of the UNDP JPO Service Centre Part of the UNDP Office of Human Resources, the UNDP JPO Service Centre (JPOSC) is in charge of the following activities: Overall management of the UNDP and affiliated (UNCDF, UNDOCO, and UNV) JPO Programme, as well as the SARC Programme. This responsibility includes strategic donor activities, such as JPO/SARC placements, supervision, career planning, etc. Day-to-day contracts, benefits and entitlements administration of all or some JPOs assigned to partner UN Organizations (UN Women, UNAIDS, UNFPA, UNIDO, UNITAR, UNOPS, UNRWA, UNSSC, UNU, UPU, and WHO). As of January 2012, the UNDP JPO Service Centre administers 323 JPOs and 39 SARCs, as follows: 199 JPOs/SARCs are assigned to UNDP and affiliated funds and programmes (UNCDF, UNDOCO and UNV) 163 JPOs are assigned to partner UN Agencies that have delegated the administration of part or all of their JPO Programme to UNDP. 6 Breakdown by Organization As of January 2012, the UNDP JPO Service Centre (JPOSC) administers 323 JPOs and 39 SARCs, assigned to 11 UN entities. Compared to the first quarter 2011, the total number of JPOs/SARCs administered by the JPO Service Centre has decreased by 9%. The number of UNDP and affiliated (UNCDF, UNDOCO and UNV) JPOs and SARCs represents 56% of the total population serviced by the JPO Service Centre. 7 Breakdown by Donor As of January 2012, close to one JPO/SARC out of three are funded by Spain, and 90% of all current JPOs/SARCs are funded by European countries. 9 Upcoming Activity As of January 2012, 49 JPO and 9 SARC positions have been selected by the donor community and are in the process of being filled. The recruitment process varies from post to post: some JPOs/SARCs are in the final recruitment stage, while other placements will be advertised in the coming months. 10 Focus on the UNDP JPO/SARC Programme UNDP and affiliated JPOs Breakdown by Entity The UNDP JPO population includes JPOs directly assigned to UNDP, as well as to UNCDF, UNDOCO and UNV. Until January 2011, JPOs assigned to UNIFEM (now part of UN Women) were included in the UNDP JPO population. The total number of UNDP and affiliated JPOs has therefore decreased now that UN Women JPOs are no longer included. 12 UNDP JPOs and SARCs Breakdown by Gender The SARC population is more gender-balanced than the JPO population, which reflects the fact that males are more represented in higher level UN positions. The largest following groups are related to UNDP s other strategic areas of intervention (governance, environment, poverty reduction, and crisis prevention and recovery). 14 UNDP JPOs and SARCs Overall Breakdown by Region Close to one JPO/SARC out of three is assigned to sub-saharan Africa, confirming the donors interest in supporting one of UNDP s key regions of intervention. The number of JPOs assigned to Headquarters locations has increased over the years and now reaches 31% in relative terms (38% for the JPO population and 3% for the SARC population). 21 UNDP JPOs Retention Rates Retention groups are defined as follows: Retained, current UN Staff groups former JPOs who still work in the UN System. Retained, former UN Staff groups former JPOs who worked for at least six months within the UN System after their JPO assignment but who currently have another professional activity or occupation. Non Retained JPOs groups former JPOs who did not work at all, or worked for less than six months, within the UN System after the completion of their JPO assignment. Over the last ten years, at least 46% of UNDP and affiliated JPOs continued working in the UN System after their JPO assignment; and at least 1 JPO out of 3 still works in the UN System. This figure is probably higher as it is not possible to keep a perfectly accurate carrier track of all separated JPOs.
