3 In Control Following 10 months of extensive testing SunGard Public Sector Command and Control (C&C) was formally accepted in 2002 as the national solution for Command and Control and granted the NSPIS badge. Since then nine agencies have gone live with SunGard C&C, with several others in contractual negotiations. SunGard C&C builds on the success and the underlying architecture of the SunGard CAPTOR C&C application, which has been implemented in a number of forces since C&C is a cornerstone of the SunGard Control Room solution along with the DS2000 Integrated Communications Control System (ICCS), and is integrated with leading Contact Management products. SunGard is unique amongst suppliers in being able to offer a family of products providing such a comprehensive solution. Improved Quality of Service SunGard C&C enables the police to provide a better service to the public: Its high performance and intuitive user interface ensure a faster response to emergency calls Improved presentation of information means that operators can provide a more informed response to callers Its ability to communicate with other organisations provides a more coherent service-wide response than has previously been possible. Performance and Scalability SunGard C&C underwent independent and stringent load and performance testing to demonstrate that the application performed well within the required subsecond response times at volumes equivalent to those of the Metropolitan Police Service. A total of 9,091,289 transactions were executed During tests the application peaked at 390 incidents per minute equivalent to over 23,000 incidents per hour Over 99% of all transactions achieved a response time of less than one second. Ease of Introduction and Use SunGard C&C provides a wide range of configuration options to ensure that it can be tailored to the needs of individual forces and other organisations. In particular, the organisation hierarchy, control room structure, users, terminals and user roles can all be configured as required by an individual organisation. This is of great value if the organisation is re-structured to support changing operating procedures. Reconfiguration of the organisation hierarchy within SunGard C&C can be performed by the organisation s staff and without the need to involve the supplier. Facilities for browser access to incident details have been developed to provide easier access for non-control room users.
4 C&C Components (ISS4PS Compatible) SunGard C&C itself comprises nine component applications, the Core application and eight supporting applications plus an MIS database and Integrated GIS (see Fig1). GIS integration is compatible with Ordnance Survey MasterMap data and supports both ESRI and Northgate mapping technology. SunGard is investing in the future of the product demonstrating our commitment to both the present and future. Interoperability SunGard C&C is carefully specified and designed to provide full integration capabilities with other police IT systems. This is achieved through the published, comprehensive Application Programming Interface (API) that provides the mechanism and message structures for inter-application communication interfaces with other systems (see Fig 2): SunGard has pioneered the widespread provision of inter-agency incident exchange and update through close cooperation with its customer base. Comprehensive mobile data integration facilities have been delivered providing access to SunGard C&C from hand-held mobile data devices. An extensive Contact Management interface is now in use providing a broad range of facilities for data update, retrieval and search. Integration with Crime applications is in operation with automatic export of incident data to Crime and automatic update of SunGard C&C incidents. Two-way integration with Duty Management Systems, such as NSPIS HR, is provided.
