It is anticipated that there will be over 600 academy graduates next year. 2. 5 CalPERS Update August 2013 The CalPERS Board of administration approved the following Board Investment Consultant Contract items: Extension of Wilshire Associates contract to act as the Board s Primary Pension Consultant Extension of Pension Consulting Alliance s contract to act as the Board s Back-up to the Primary Pension Consultant Extension of the Inflation-Linked Asset Class Spring-Fed Pool and Meketa Investment Group s contract to act as the Board s Investment Consultant for the Infrastructure Program CalPERS staff presented a CalPERS for California Report to the Investment Committee, which outlined the results of the CalPERS initiative to invest in portfolio companies in traditionally underserved markets primarily located in California. The CalPERS Board adopted an Oppose Unless Amended position on Assembly Bill (AB) 912 because provisions of this bill would restrict the California Public Employees Retirement System (CalPERS) Board s authority to establish benefit plan designs that are negotiated on behalf of our members. The CalPERS Board adopted a Neutral position on AB 1144, because the bill provides the City of Carson with the flexibility to address its post-retirement health benefits, which are the result of collective bargaining, and does not have an impact on the administration of the Public Employee Medical and Hospital Care Act (PEMHCA). The CalPERS Board adopted a Neutral position on AB 1346, because the bill provides the Sacramento Metropolitan Fire District with the flexibility to address its post-retirement health benefits, which are the result of collective bargaining and do not have a direct impact on the administration of PEMHCA. The CalPERS Board adopted a Neutral position on Senate Bill (SB) 277 because the bill proposes policy changes that if signed into law would reflect agreement between labor, as the bill s sponsor, and management, assuming the Legislature passes the bill and the Governor signs the bill. The CalPERS Board adopted an Oppose, Unless Amended position on SB 598. The bill should be amended to remove the language requiring physician notification. The CalPERS Board adopted a Support position on SB 746. CalPERS staff presented a customer service and support report to the Pension & Health Benefits Committee that highlighted CalPERS customer service improvements in Fiscal Year
6 CalPERS Update August 2013 The CalPERS Dependent Eligibility Verification (DEV) Project is currently in the verification stage, which will be performed in cycles for State, Public Agency and School employers with an additional cycle for new hires at the end of the process.

8 Summary Open Minutes California State Personnel Board Meeting September 5, 2013 On September 5, 2013, the Board took the following action on the Resolution listed as presented by Suzanne Ambrose, Executive Officer, California State Personnel Board. VOTE: Clarey, Burton, Costigan Aye Notice of Government Code Section Resolution Attachment 3 Government Code Section requires that cases pending before SPB Administrative Law Judges (ALJ's) be completed within six months or no later than 90 days after submission of a case, whichever is first, absent the publication of substantial reasons for needing an additional 45 days. The Board hereby publishes its substantial reasons for the need for the 45-day extension for some of the cases now pending before it for decision. An additional 45 days may be required in cases that require multiple days of hearings, that have been delayed by unusual circumstances, or that involve any delay generated by either party (including, but not limited to, submission of written briefs, requests for settlement conferences, continuances, discovery disputes, pre-hearing motions). In such cases, six months may be inadequate for the ALJ to hear the entire case, prepare a proposed decision containing the detailed factual and legal analysis required by law, and for the SPB to review the decision and adopt, modify or reject the proposed decision within the time limitations of the statute. Therefore, at its next meeting, the Board will issue the attached resolution extending the time limitation by 45 days for all cases that meet the above criteria, and that have been before the Board for less than six months as of the date of the Board meeting. Government Code Section Resolution WHEREAS, Section provides that, absent waiver by the appellant, the time period in which the Board must render its decision on a petition pending before it shall not exceed six months from the date the petition was filed or 90 days from the date of submission; and WHEREAS, Section also provides for an extension of the time limitations by 45 additional days if the Board publishes substantial reasons for the need for the extension in its calendar prior to the conclusion of the six-month period; and WHEREAS, the Agenda for the Board meeting included an item titled "Notice of Government Code Section Resolution" which sets forth substantial reasons for utilizing that 45-day extension to extend the time to decide particular cases pending before the Board; Page 6 of 16
9 Summary Open Minutes California State Personnel Board Meeting September 5, 2013 WHEREAS, there are currently pending before the Board cases that have required multiple days of hearing and/or that have been delayed by unusual circumstances or by acts or omissions of the parties themselves; NOW, THEREFORE, BE IT RESOLVED AND ORDERED that the time limitations set forth in Government Code Section are hereby extended an additional 45 days for all cases that have required multiple days of hearing or that have been delayed by acts or omissions of the parties or by unusual circumstances and that have been pending before the Board for less than six months as of the date this resolution is adopted. DRIVER SAFETY HEARING OFFICER The California Department of Human Resources, on behalf of the California Department of Motor Vehicles, proposes to retitle the Driver Safety Officer classification to Driver Safety Hearing Officer, revise the classification specification and make minor revisions to Alternate Range Criteria 133. ACTION: Approved 2. MOTOR VEHICLE REPRESENTATIVE The California Department of Human Resources, on behalf of the California Department of Motor Vehicles, proposes to consolidate the Motor Vehicle Field Representative (MVFR) and the Motor Vehicle Technician (MVT) classifications. The MVFR classification will be retitled to Motor Vehicle Representative. The MVT classification and Alternate Range Criteria 245 will be abolished. Minor revisions will be made to Alternate Range Criteria 243. ACTION: Approved 3. On March 22, 2011, the Employment Program Assistant (EPA) classification was abolished. The EPA classification was part of the minimum qualifications for the DIPR and EPR classifications. When the EPA classification was abolished, the second minimum qualfications pattern for the DIPR and the EPR was revised to Office Assistant (Typing), Range B for the second pattern, which was in error. 72 Classification Proposal Package, Part B CLASSIFICATION CONSIDERATIONS Background 1. Provide some historical perspective about the organizational setting of the subject class and the needs that this request addresses. On March 22, 2011 the Employment Program Assistant (EPA) classification was abolished. The EPA classification was part of the minimum qualifications for the Disability Insurance Program Representative (DIPR) and the Employment Program Representative (EPR) classifications, therefore the classification specifications for the DIPR and the EPR were revised. CalHR had mistakenly revised the minimum qualifications from EPA to any class equivalent to the Office Assistant (Typing), Range B. Classification Considerations 2. What class does the subject classifications report to? DIPR report to Disability Insurance Program Manager I and EPR reports to an Employment Program Manager I. 3. Will the subject classifications supervise? If so, what classifications? DIPR and EPR classifications do not have supervisory or managerial responsibilities. 4. What are the specific duties of the subject classifications? The EPR in Unemployment Insurance (Ul) is filing Ul benefit claims, authorizes payment or provides information on claim status. The EPR independently reviews, investigates and determines if an individual is eligible or ineligible to receive Ul benefits in accordance with Ul laws, rules, regulations, and procedures. An EPR informs customers and employers of their rights and responsibilities under the Ul program. These services are provided by telephone in a non-public, call-center environment that includes the use of automated data systems. The EPR in Workforce Services (WS) typically performs the following duties: Provides employment services to job seekers and employers following prescribed WS policies and procedures; provides customer service to job seekers ánd employers, and, if necessary, assists customers who are unable to use self-service equipment/programs; expands the degree of employment services available in a particular community by providing services at special sites such as schools of vocational education, community colleges, and parks and recreation facilities; solicits and enters employer job listings into California Job Openings Browse System (CaijOBS) and/or other local operating system; and enters information into Employer Management Contact System (ECMS). The DIPR works in either a Claims Management Office, managing a caseload or in a Customer Service Center, receiving calls. The DIPR independently reviews claims, analyzes data, and determines eligibility in accordance with Disability Insurance laws, rules, regulations, policies, and procedures. The DIPR discusses claim information and program requirements with customers and the public in an automated phone environment and/or in person, while simultaneously inputting and accessing automated data systems. 5. What is the decision making responsibility of the subject classifications? The EPR independently reviews, investigates and determines if an individual is eligible or ineligible to receive Ul benefits in accordance with Ullaws, rules, regulations, and procedures. DIPR determines eligibility in accordance with Disability Insurance laws, rules, regulations, policies, and procedures

The consequence of error is if Ul or DI benefits are approved or denied in error, the State is impacted and may lose funds. 7. What are the analytical requirements expected of incumbents in the subject classifications? The analytical requirements expected of both DIPR and EPR incumbents are varied depending on the unit's functions and where positions are placed, however for most of them the analytical expectation is minimal. 8. What are the purpose, type, and level of contacts incumbents in the subject classifications make? The level of contacts of incumbents is with public either in person or on the phone. JOB CHARACTERISTICS The class of Employment Program Representative is the recruiting, training, and journey level class for persons to perform the full range of professional Job Service or Unemployment Insurance work. Under close supervision, incumbents receive classroom and on-the-job training in the fundamentals required to successfully perform in either area. As proficiency increases, incumbents are assigned increasingly complex and difficult work. Some of the positions in this class require fluency in both English and a second language to facilitate communication with claimants. Persons interested in qualifying for special language positions must pass both the proficiency test for a specified non-english language and the general examination administered to all candidates for positions in the class. JOB CHARACTERISTICS The class of Disability Insurance Program Representative is the recruiting, training, and journey level class for persons to perform disability claims examination work. Under close supervision, incumbents receive classroom and on-the-job training in the fundamentals of disability claims examination and eligibility determination. Experienced incumbents in this class may act in a "lead" capacity over lower-level staff. As incumbents progress, they perform a full range of disability claims examination work including the investigation of the most difficult and complex cases with minimal supervision and a considerable degree of independence. Some of the positions in this class require fluency in both English and a second language to facilitate communication with claimants. Persons interested in qualifying for special language positions must pass both the proficiency test for a specified non-english language and the general examination administered to all candidates for positions in the class. TYPICAL TASKS Examining and investigating all types of Disability Insurance claims; scheduling independent medical examinations when appropriate, and analyzing all employment data in order to determine claimant's eligibility and claim duration; making eligibility determinations and informing claimants; filing workers' compensation liens when injury is work related; documenting all actions and decisions; following up on claimant's status through duration of claim; identifying and reporting any suspected fraudulent claims or activities; and responding to inquiries from claimants and the public.
