Michigan Statewide Marijuana Poll Results Conducted: May 1 6, 2018 Number of Respondents: 800 MoE: ±3.39% Q. How likely are you to participate in the 2018 general election? Certain 90% Very likely 7% 50/50 Chance 2% Q. As you may know, in November, Michigan voters will vote yes or no on a series of proposals on the general election ballot. Some would enact new laws, while others involve amendments to the state constitution. One of these proposals, for a new state law, would legalize the recreational use and possession of marijuana. Based on what you ve read, seen or heard about the proposal to date, would you vote yes or no on this proposal? Yes 48% No 42% Unsure 11%

Q. Now I m going to read you some of the specific provisions of the proposal and for each, I d like you to tell me whether that provision makes you more likely or less likely to support the proposal. The proposal would allow adults age 21 and above to possess, use, and grow marijuana. Much more likely 39% Somewhat more likely 17% Somewhat less likely 10% Much less likely 21% No difference or unsure 13% Q. The proposal would put a ten percent excise tax on marijuana products, in addition to the six percent state sales tax. Much more likely 41% Somewhat more likely 15% Somewhat less likely 11% Much less likely 19% No difference or unsure 15% Q. Revenue from the special tax on marijuana would be distributed by the following formula, fifteen percent to the local government where the marijuana was sold, fifteen percent to the county government, thirty five percent to the state school aid fund for education, and thirty five percent to the state transportation fund for road and bridge repair and maintenance. Much more likely 41% Somewhat more likely 17% Somewhat less likely 10% Much less likely 19% No difference or unsure 13% Q. Based on what you now know, would you vote yes or no on this proposal? Yes 48% No 36% Unsure 16%

Q. Next I will tell you some of the arguments proponents of the proposal have given as reasons to vote yes on this proposal. For each, tell me how convincing you think the argument is. We ll use a zero to nine scale, where nine means you think the argument is extremely convincing, and zero means you think the argument is not convincing at all. You can use any number between zero and nine, the higher the number the more convincing you think the argument is. The proposal would create a lot of new tax revenue. 0 16% 2 7% 3 7% 4 2% 5 11% 6 3% 7 4% 9 27% Q. Marijuana is widely used recreationally already, so legalizing it only makes sense. 0 18% 2 6% 4 3% 5 11% 6 3% 7 5% 8 7% 9 26%

Q. Marijuana is not dangerous and legalizing it will keep people from using harder drugs. 0 22% 1 18% 3 5% 4 5% 5 14% 6 2% 7 6% 9 14% Q. States that have legalized recreational marijuana have not had any consequences from the Federal Government, even though it is against Federal Law, so there is no real risk of losing services or other benefits. 0 19% 3 6% 4 6% 5 12% 6 4% 7 5% 9 17% Q. Based on what you now know, would you vote yes or no on this proposal? Yes 52% No 38% Unsure 10%

Q. Now let me tell you some of the arguments opponents of the proposal have given as reasons to vote no on this proposal. For each, tell me how convincing you think the argument is. We ll use a zero to nine scale, where nine means you think the argument is extremely convincing, and zero means you think the argument is not convincing at all. You can use any number between zero and nine, the higher the number the more convincing you think the argument is. This is an extremely complicated, sixty five hundred word proposal that virtually no one will have read and will have far reaching consequences for the state. We shouldn t be voting on this on the ballot at all. This is what we elect legislators to do. 0 31% 1 21% 2 10% 3 3% 4 3% 5 6% 6 2% 7 3% 8 5% 9 17% Q. They promise to spend the tax money on local governments, schools and roads, but we ve heard these promises before, like with the lottery. Nothing in this proposal prevents the legislature from diverting existing funds away from those things and using that money for its pet projects. 0 19% 1 15% 2 10% 4 6% 5 11% 6 4% 7 3% 9 22%

Q. The proposal adds a ten percent tax on marijuana sales, but that s projected to be nowhere near enough to compensate for the additional law enforcement and drug treatment costs that we ll be facing as a result of this proposal. 0 23% 1 17% 4 3% 5 8% 6 4% 7 4% 8 5% 9 21% Q. Michigan already has a very large medical marijuana marketplace, and we just don t need to expand marijuana use more than we already have. 0 26% 3 3% 4 5% 5 9% 6 3% 7 3% 8 3% 9 24%

Q. This proposal is motivated by sheer greed. The people who are spending millions to pass this proposal are creating a Big Tobacco 2.0 based on marijuana, and are doing so just so they can then make tens of millions more selling marijuana products. 0 25% 4 4% 5 11% 6 3% 7 3% 9 20% Q. While the proponents say that their proposal strictly regulates the new recreational marijuana market, the language intentionally includes a loophole that would allow virtually all marijuana to be grown in an unregulated market with few ways for law enforcement to protect communities. 0 24% 1 11% 2 10% 4 4% 5 12% 6 2% 7 4% 9 23% Q. Finally, based on what you now know, would you vote yes or no on this proposal? Yes 49% No 38% Unsure 14%

Q. Of all that you heard, what would you say was the biggest reason you changed your mind, and would now vote no on the proposal? The proposal is extremely complicated 12% Nothing in this proposal prevents the legislature from diverting funds 22% The proposal does not provide enough money to compensate for the additional law enforcement 23% Michigan already has a large medical marijuana marketplace 17% The proposal is motivated by sheer greed 15% There is a loophole that would allow virtually all marijuana to be grown in an unregulated market 5% Unsure 6% Demographics Age % % % 66 or older 31% Party Republican 37% Democrat 41% Independent or Third Party 22% Gender Male 48% Female 52%
