2 Premium Only Plan Premium deductions Everyone will be Auto-enrolled for all premium categories Pay post-tax requires action to opt out Annual Enrollments Pay post-tax requires opt out action each year Good for all Employer and Employee Employer tax savings Employee tax savings Health Savings Account HSA participants can sign up for payroll deductions, but these deductions will not be pre-tax Not a part of the Cafeteria Plan Tax savings realized when income taxes are filed Remember if someone is making contributions to the HSA, he/she cannot be in the HCFSA If one spouse is making contributions to the HSA, the other spouse CANNOT be in the HCFSA HSA contributions are going to be through payroll, but will not be pre-tax. Real time system check between ASI & MCHCP to confirm individuals aren t enrolled in HSA & HC FSA Enrollment Paper enrollment runs through 12/1 Online enrollment through is available through 11:59 p.m. on 12/15

3 Flexible Spending Accounts HC FSA Maximum allotment still $5K Individual max, so a H& W can each set aside $5K Full amount available January 1 st (reimbursements start 2/1) Expenses can be for the employee, spouse and any tax dependents even if these individuals are not on the State s health insurance plan Eligible expenses include: Co-pays, deductible, co-insurance Many prescriptions & OTC meds Chiropractic care Eyeglasses/contact lenses Dental work Flexible Spending Accounts DC FSA Family Maximum is still $5K As a household, this amount cannot be exceeded Funds available as contributions are made Eligible expenses include: Daycare Summer day camps Babysitting Expenses have to be incurred so that the employee can go to work If married, the spouse has to be working, looking for work or a FT student Commuter Benefit Program Pre-tax money for: Parking expenses at work Mass Transit/Van Pooling Not a part of the cafeteria plan, but works similarly, with two exceptions: Enrollment is ongoing for as long as an employee is employed by State An employee may enroll, modify or un-enroll in the program at any time Does not have to be done during open enrollment, although it can

4 Pre-Tax Parking Employees can set aside up to $230/month pre-tax for parking expenses. Out-of-pocket parking fees for parking meters, garages and lots qualify at the employee s MAIN place of employment or at a location from which the employee takes Mass Transit or a Van Pool. Parking at or near the employee s home is not an eligible expense. Van Pooling/Mass Transit Employees can set aside up to $230/month in pre-tax money for Van Pooling and/or Mass Transit expenses. Max deduction cannot exceed $230/month for this category as a whole Transit passes, tokens, fare cards, vouchers, or similar items entitling employees to ride a mass transit or vanpooling vehicle to or from work. Van Pooling Van Pooling is defined as a commuter highway vehicle with a seating capacity of at least 7 adults, including the driver. In addition, at least 80 percent of the vehicle mileage must be for transporting employees between their homes and workplace with employees occupying at least one-half of the vehicle s seats (not including the driver s seat). The vehicle can be owned by one of the riders
