3 Florida Department of Revenue Business Participation Plan Fiscal Year Statement of Commitment The Department of Revenue (Department) encourages small and disadvantaged businesses (which include those owned by minorities, women, and service-disabled veterans) to participate in the procurement process. The Department is committed to developing and implementing strategies to maximize supplier diversity and increase the participation of small businesses in its procurement program. According to the data retrieved from Florida Accounting Information Resource (FLAIR), the Department s spending with small and disadvantaged businesses, including minority-owned, women-owned and service-disabled veteran-owned businesses, totaled more than $21.5 million in Fiscal Year The Department s spending with Certified Minority Business Enterprises (CMBE) for totaled $6.02 million. 5 Internal Procedures to Encourage Supplier Diversity Purchasing in the Department is centralized within the Tallahassee headquarters; however, the Department has offices in 44 cities throughout Florida and the United States that participate in procurement. The Department s Purchasing and Facilities Process provides education and guidance on enhancing supplier diversity to Purchasing Card (P-card) holders. Educating the Department s purchasing agents on their responsibilities related to supplier diversity is an ongoing process. Purchasing staff continuously encourage the participation of small and disadvantaged businesses, including minority-owned, women-owned, and service-disabled veteran-owned businesses, in Department procurement activities. Procurement staff developed an online Procurement Record form for P-card users that is used throughout the Department. The required steps for non-state-contract purchases include searching for minority vendors through a link to the Office of Supplier Diversity s (OSD) Vendor Directory and obtaining quotes from small businesses. Outreach Activities Businesses seeking to supply products or services to the Department will find the information and resources they need on the Department of Management Services' (DMS) Vendor Resources 1 web page. To conduct business with the Department (or any state agency), businesses must register, as explained on that page, and follow the requirements for state procurement, which is overseen by DMS. A small business that qualifies may be certified as a minority-, women-, or service-disabled veteran-owned business by the OSD within DMS. Following is a list of outreach activities the Department has used, and will continue using, in Fiscal Year : Department personnel attend local small business vendor conferences and trade fairs to advise potential vendors of procurement opportunities and encourage small businesses to participate. The OSD s one-on-one meetings are some of the most beneficial outreach efforts the Department participates as the Department and the vendor can discuss the vendor s offerings in a face-to-face question and answer setting. The Department plans to continue participating in these local events as they are scheduled. All the Department s large solicitation documents (Invitation to Bid, Request for Proposal, and Invitation to Negotiate) contain a statement that small business involvement is encouraged. When applicable, the Department encourages large businesses it contracts with to subcontract with minority-, women-, and service-disabled veteran-owned businesses. Upon request, the Department provides notice of competitive solicitation and other procurement information to small business organizations and economic development groups. When state contracts require a Request for Quotes and multiple CMBE firms are available on the vendor list, the Department provides the opportunity for minority firms to compete. The Department participates in local Matchmaker events. In recent years, the Department has limited its travel, and as a result has only participated in Matchmaker events held within the local Tallahassee area
6 Educating Business Owners The Department s Doing Business with the Florida Department of Revenue webpage 2 links vendors directly to the primary sources for information and registration, ensuring vendors have access to the most current information on state spending and on requirements and opportunities for participating in state government procurement. Several of the Department s outreach activities are also opportunities to provide general education on the Department s commitment to small and disadvantaged businesses. For example: Handing out brochures and answering questions at local Matchmaker events, conferences, and trade fairs. Using pre-bid conferences to raise vendor awareness of the Department s commitment to increase its procurements with small businesses, including those owned by minorities, women, and service-disabled veterans. The Department provides a link to the OSD website 3 on its Internet site along with a link to the benefits of certification. Reporting A record of the Department s expenditures with small and disadvantaged businesses, including minority-, women-, and service-disabled veteran-owned businesses, is captured in FLAIR. The Department collects information on subcontracted expenditures with small businesses in each category through reports from the following: 1) Businesses the Department has contracted with that are permitted to use subcontractors. 2) Businesses on state contract with DMS that use subcontractors. 3) Travel agencies that report expenditures to OSD. OSD provides this information to state agencies to include in their calculation of small business expenditures. (No expenditures were reported to the Department this year.) The Department adds the expenditures from each of these three sources to the direct vendor expenditures from FLAIR to obtain total Department spending with small and disadvantaged businesses. The Department reports the status of its small and disadvantaged business participation to OSD annually through this plan. 7 Initiatives and Success Stories Two of the areas that involve the highest expenditures for the Department are technology services and legal services. Through the efforts of procurement and program staff, significant spending on small and minorityowned business services has been achieved in these business sectors. The Department awarded contracts valued at over $10 million during FY to 19 different small and minority-owned firms in the technology services sector. The Department expended over $2 million with small legal services firms in FY
