The District has hired KOA to prepare a traffic study. Their scope of work is attached for reference. 2) Is AB 52 consultation to be included as part of the scope of work? a. Yes, see attached tribal letter. 3) For the students that will be relocated from MMHS s middle school students to Cabrillo and Cabrillo s elementary school students will transfer to Point Dume: a. Is that a permanent transfer? i. Yes b. Do the receiving campuses have adequate capacity to accept the increase in students? i. For Pt. Dume, it will by virtue of the added classrooms and facilities. The other schools have adequate space. c. Is the transfer to be considered in the environmental review as part of the project? i. Yes. 4) Does the project involve any state funding? a. Not at this time. 5) As the project is in the coastal zone and the City of Malibu s CDP area will additional City and coastal permits be required? i. Yes. b. If so, ill hey be processed concurrently or separately? i. It will follow the District s approval of the environmental document and project approval. c. Is the CDP process to be considered in the scope of work? i. Yes, to the extent that environmental studies are needed to be completed to support a coastal development permit application. Plans and specifications will be developed and provided by the District s architect. 3 1100 Corpo rate Center Drive, Suite 201, Monterey Park, CA T: F: MONTEREY PARK ORANGE ONTARIO SAN DIEGO April 27, 2018 Mr. Kevin Klaus Massetti Consulting, LLC Consultant Deputy Bond Program Manager Facility Improvement Projects Santa Monica-Malibu Unified School District th Street, Santa Monica, CA Subject: Traffic Impact/Circulation Analysiss - Pt Dumee Elementary School Transfer, Malibu KOA Proposal MB81118 Dear Mr. Klaus: KOA is providing this proposal for a traffic impact/circulation analysis for the pending action for consideration by Santaa Monica-Malibu Unified School District (SMMUSD), the transfer of students from Juan Cabrillo Elementary School to Point Dume Elementary School. The facilities at Juan Cabrillo Elementary School will need to be closed for an extended remediation and reconstruction effort, subsequent temporary housing of students from other District schools, and then construction of new facilities. The elementary school seating capacity will be permanently transferred to Point Dume Elementary School to start this phased multi-school building process. The current enrollment at Point Dume Elementary is 195 students and at Juan Cabrilloo Elementary it is 185 students. The Point Dume school once had 300 or more students in attendance. SMMUSD is requesting that a traffic/circulation analysis be conducted to evaluate how this transfer of student seating capacity could impact the neighborhood surrounding neighborhood at Point Dume Elementary School. The analysis will address potential scenarios that would include, at a minimum, the following: : The provision of a remote pick-up/drop-off point with shuttle buses, either at the Cabrillo school site or another nearby site such a church. Staggered class start times at the Point Dume school with the transferred students. A traditional pick-up/drop-off area at the school site, presumably at the existing location on Fernhill Drive. For the analysis of traditional school pick-up/drop-off activity at the schooll site with the student transfer, a study area of up to seven intersections would be analyzed as illustrated in Figure 1. These locations include signalized intersections on PCH and locall neighborhood intersections with all-way stop sign control. These are the locations where travel delay and vehiclee queuing may be affected by the increased vehicle activity to and from the school, and the propensity for r impacts at these neighborhood locations should be evaluated. For alternate scenarios, KOA will examine general circulation issues and conduct basic turning template exercises, for locations (up to 2 total) where vehicles and or buses would be accessing new off-site locations.

4 FIGURE 1 CONCEPTUAL STUDY AREA The proposed scope of work and feee are detailedd below, for review and approval by SMMUSD (Client). SCOPE OF WORK A. If desired by SMMUSD, KOA will produce a scoping document thatt summarizes the primary traffic study details ncluding study intersectionn locations, trip generationn and distribution, and impact and analysis methodology. This would be submitted to the Client for approval, and then would be submitted to the City of Malibu for review and comment. The document would be finalized after the comments are received and incorporated. The goal of this exercise would be to minimize or remove the issues that may arise in environmental document agency comments. B. New weekday school-time peak-period traffic counts will be conducted at up to 7 study intersections, on one weekday during the 7:00 a.m. too 9:00 a.m. and 2:00 p.m. to 4:00 p.m. timeframes. Counts will be conducted on a regular school day, with a standard day of operations for Point Dume Elementary. Daily vehicle volume and speed data will be collected via automatic machine counters, on three roadway segment in close vicinity to the school site Heathercliff Road, Grayfox Street, and Fernhill Drive. The data collection will provide hourly breakdowns of vehicle volumes and speeds, and will be conducted over the course of two consecutive weekdays, overlapping the intersection count day. 5 The current pick-up/drop-off operations at Point Dume Elementary will be reviewed on a standard weekday with a standard day of operations. Queuing of traffic at the school site in relation to the on-site capacity and adjacent roadway operations will be reviewed. General traffic operations in the area and at the study intersections will be reviewed. C. A vehicle turning radius/queuing review will be conducted for up to two proposed sites where vehicles and or buses would be accessing new off-sitee locations for remote pick-up/drop-offf operations. D. KOA will analyze qualitatively and quantitatively, depending on overlap with study intersection locations, up to three alternative campus operations treatments to reduce vehicle trips, including off-site pick-up/drop-off locations and staggered belll schedules. E. The roadway segment volume/speed data will be analyzed and conclusions will be made as to the hourly neighborhood increase in volumes during school pick-up/drop-off times, commute periods, and other times of the day. Speed data will be analyzed per typical and prima facie speed limits, as might apply in the neighborhood. F. KOA will prepare a traffic technical study. KOA will analyze and compare up to four scenarios for the configuration of access with the school transfer inn place, using trip generation, the study intersection data, review of existing area circulation issues, and appropriate City/County thresholds for traffic impact determinations. MEETINGS KOA will attend up to four in-personn meeting or public hearings, including a public meeting on April 26, FEE ESTIMATE KOA will perform the work specified in the scope of work based on the lump sum fee defined below. 6 The budget is based upon the work scope and level of effort presented above and includes the cost of all related technical and administrative services. The work scope is consideredd complete upon submittal of a final document by KOA. Any additional services requested after study submittal will be considered as extra work and those fees will be negotiated prior to start of work and secured in writing. Services endered for out-of-scope work will be billed based on a negotiated fee schedule. Out-of-scope work generally includes items not specifically detailed in the work scope above. INVOICING Invoices will be submitted monthly, based upon our estimatedd percentage of completion. Accounts are past due after 30 days. All work willl be immediately stopped if any invoice is unpaid for 60 days or more, and such delinquent invoice payments may be subject to a late payment penalty of 1.5 percent per month and/or turned over to a collections agency at our discretion. In any lawsuit brought to enforce the terms of this contract, the prevailing party shall be entitled to their reasonable attorney fees. Invoices will be sent from the Monterey Park office address off KOA. TERMINATION The Client or KOA may terminate this agreement by giving thee other party ten days written notice of such termination. KOA shall receive fee payments from the Client proportionate to the services completed as of the date of termination. The Client will be entitled to receive deliverables at the level of completion relative to the fee payments received by KOA. All outstandingg valid invoices shall be paid to KOA. INDEMNIFICATION KOA Corporation and the Santa Monica-Malibu Unified School District each agree to indemnify and hold the other harmless from any and all losses, damages, awards, penalties or injuries or costs, including reasonable attorney s fees and cost of defense, which accrue or arise from or result by reason of a claim asserted by a third party which arises from any alleged breachh of such indemnifying party's representations and warranties made under this Agreement or such indemnifying party s own negligent acts, errors, and omissions in the performance of their obligation under this Agreement or with respect to the Project. INSURANCE KOA Corporation is fully able to meet the insurance requirements of projects of this type. The firm has coverage in the following areas: Professional Liability ($1 million per claim, $2 million aggregate), Automobile Liability ($ 2 million) and General Liability ($5 million). Our Worker s Compensation coverage meets the insurance requirements of California State law. WORK SCHEDULE From the receipt of a signed copy of this letter proposal, KOA will produce within three working days a scoping document for Client and City review. From the completion of the scoping process with the City, KOA can produce a draft study report within four to five weeks. Upon the receipt of comments, a revised report can be producedd within one week, unless the comments are substantive in nature.
