1 ICAR-NATIONAL BUREAU OF SOIL SURVEY AND LAND USE PLANNING REGIONAL CENTRE, DELHI; IARI CAMPUS; NEW DELHI TERMS AND CONDITIONS OF THE WORK CONTRACT FOR PROVIDING SECURITY GUARDS AT ICAR-NBSS&LUP AT REGIONAL CENTRE DELHI, PUSA CAMPUS, NEW DELHI Ref: Our Tender Notice No. RCD/2311 dated ICAR-National Bureau of Soil Survey and Land Use Planning (NBSS&LUP) having its Headquarters at Nagpur is constituent institute of Indian Council of Agricultural Research(ICAR) which is registered under Societies Registration Act The Institute is situated at Nagpur. The Institute has one Regional Centre located at IARI Campus, New Delhi. The Institute is engaged in research work basically based on the soil survey as well as imparting training to faculty members/related officials of the SAUs and state government of the regions. The Regional Centre of this Institute near Inder puri gate behind NBPGR have varieties of furnitures, fixtures, equipments etc. spread over both the establishments. The Institute is desirous of offering the contract for security to its properties on job contract basis. The interested contractors may go through the terms and conditions as specified below for putting their rates. 1. Sealed tenders should be submitted to the Head, Regional Centre, NBSS&LUP (ICAR), NTC Building, New Delhi. The envelop containing the tender should be subscribed as "Tender for Work Contract for Security Services" and the Tender Notice No dated ". The tender will be accepted by the Head, Regional Centre, ICAR - NBSS &lup, NTC Building, New Delhi between 11 A.M. to 4.00 P.M. on any working day from to and from 11 AM to PM on on cash payment of Rs. 500/- (non-refundable). The sealed tender form superscribed as "Tender Notice No. RCD/2311 dated for Security Services" and addressed to the Head, Regional Centre, N.B.S.S. & L.U.P., NTC Building, New Delhi The Institute has one No of security point round the clock at the main office building of the Regional Centre near Inderpuri Gate behind ICAR- NBPGR which should be manned by the contractor sufficiently for the purpose of total security to the properties of the institute round the clock. In addition, Security Service will be required during night hours only at proposed New premises of NBSS&LUP, Regional Centre Delhi, adjoining to the NBPGR Office, New Delhi. 3. The Tender should quote the lumpsum rate per month for providing security to the properties of the institute as indicated in the terms and conditions at the work contract. Any rate other than the lumpsum rates will not be considered. The tenderer may also fill in the proforma as per enclosed Annexure-I and Annexure II to quote their rates and also to indicate their credential. 1

The tenderer should be registered for providing security services and should have sufficient expertise in the field of providing total security for working as a security contractor in reputed organization (all such cred entials must be produced). 5. The terms of the present contract will be for the period of one year which can be extended at the discretion of the Institute. However, the contract can also be terminated by the Director, ICAR - NBSS&LUP, Nagpur by giving one month notice to the contractor without assigning any reason what so ever or even forthwith if contractor fails to provide proper security services to the satisfaction of NBSS&LUP authorities. If security contractor commits any breach of contract, the security contract will be terminated. 6. The contractor will have to provide security services by deploying security guards sufficient in number to the satisfaction of NBSS&LUP authorities. 7. The Contractor shall also be fully responsible for any loss or damage of the properties of the Institute on account of any act or omission by the contractor or by any office security guard deployed for security purpose. 8. The contractor will comply the provision of all labour laws including minimum wages act or any other act to which such employees provident fund act, employee s state insurance act or any other act to which such employees are subject to and kept NBSS&LUP indemnified for all facts, faults, rates and claims, payments, loss injury and expenses under which NBSS&LUP may be put or involved as a result of contractor s failure to fulfill any of the above obligations and the institute shall be entitled to recover any such losses or expenses which it may have to suffer on account of such claims and payments from the contractor s monthly bill or security deposit or from any other amount due to the contractor. 9. The contractor shall have to deploy young, energetic, honest and duty minded security guards for round the clock security duty. The security guards to be deployed by the contractor should have basic formal education and must have working knowledge of Hindi and English and with the experience in fire fighting. 10. The contractor shall provided to their security person full winter and summer uniforms for such purpose and shall also ensure that these are worn by the security guards at all the time of the duty in clean and tidy condition. 11. The contractor shall provide to their security guards all materials necessary for security purpose like torch, stick, gumboot, spares etc. as the case may be at his own costs. 12. The NBSS&LUP reserves the right to ask the contractor to remove any security guard who found to be not discharging his duty satisfactorily or his doubtful character and the contractor will immediately remove such person or persons and replace them immediately with suitable persons. 13. The institute shall not provide any residential accommodation in the premises of the institute or elsewhere for the personnel deployed by the contractor and the contractor will have to make his own arrangement for their residences. 2

3 14. The contractor will provide identity cards to all the security guards or staff employed by him which should be kept displayed on the uniform. 15. The Security guards engaged by the contractor will have to work themselves solely. The contractor will have to abide by such direction as are given by the ICAR - NBSS&LUP authorities/security Incharge regarding deployment of person. In case any theft, the contractor or his representative shall report the matter immediately to the concerned security Incharge/Head, Regional Centre and other authorities and shall also take up the matter with police for proper investigation after obtaining permission from the Head of the Regional Centre and recovery of loss. In any case, the contractor will be wholly responsible for any loss due to pilferage, theft etc. and will make good the loss sustained by the institute if such loss is due to negligence, absenteeism or dereliction of duties of security guards employed by the contractor. 16. The payment of contractor shall be made month to month basis. The contractor still present the bill every month, it has to be duly certified by the security officer/security Incharge of the institute. 17. The contractor shall also provide a copy of the list of the security guards deployed at the premises of the centre of the institute location wise and any change during the contract time should be intimated to the office for record. Failure to provide personnel at fixed points, suitable deduction will be made from the monthly bill of the contractor 18. In the event, of any doubt or dispute arising out of this contract during the contract of thereafter, it shall be referred to the Director, NBSS&LUP, Nagpur and the decision of the Director shall be final and binding on the contractor. 19. The Security contractor is required to furnish a bank guarantee/fdr pledged to the Director, ICAR- NBSS&LUP, Nagpur for an amount of Rs.30,000/- for discharge of obligations under the contract. The security amount fully or in part is liable to be forfeited in the case, the contractor commits breach of any of the conditions envisaged in the contract. If not forfeited, the security money is liable to be refunded on the expiry of the contract. 20. Local dispute, if any, will be subject to New Delhi jurisdiction. Sd/- Head Regional Centre 3
