2 INTRODUCTION The Hurricane Preparedness Guide is a compilation of advice from experts such as the National Hurricane Center, American Red Cross and Emergency Management Offices. Experts believe the best way to cope with a hurricane is to prepare a plan in advance. The purpose of the Hurricane Preparedness Guide is to have a written procedure for the which can be implemented when a hurricane is threatening the Collier County area and implemented immediately in the event a disaster strikes the area. A guide will save valuable time in making decisions and preparations for an impending disaster and in the repair process afterward. All Cove Towers Condominium Association contracted staff and respective Board members will be able to react in a positive and expedient manner by knowing the total process involved in the preparedness and recovery effort. Guidelines for Cove Towers Condominium Association Owners preparation for hurricane season are also included in this Guide. These Owner guidelines will be updated annually and publish on our website ( This document is intended to be a living document, improved by experience and updates which shall be noted in the Guide as they occur. The Guide should be reviewed and updated annually by May 15th, prior to the beginning of hurricane season. In addition, any major changes are to be approved by the Board of Directors before June 1st of the current year. Page 2 of 31

4 Hurricane Terminologies Hurricane Season June 1 st to November 30 th Hurricane Watch Weather bulletin warning of hurricane conditions which pose a threat to the coastal or inland communities. This is the first notice; means the eye of a hurricane may threaten within 36 hours. Preparations should begin for coping with storm impacts and possible evacuation. Hurricane Warning A warning has been issued that dangerous effects of hurricane are expected in a specified area in 24 hours or less. Category One Hurricane Winds of 73 to 95 mph. Damages to include: low-lying escape routes located inland will be cut off by rising water two to four hours before the arrival of the center of the hurricane; marinas flooded; some damage to windows, doors and roofing is expected; major damage to mobile homes; storm surge 5 to 7 feet above normal. Category Two Hurricane Winds of 96 to 110 mph. Damages to include: low-lying escape routes located inland will be cut of by rising water two to four hours before the center of the hurricane arrives; mobile homes expected to be destroyed; some structural damage to small buildings; serious coastal flooding; storm surge 8 to 10 feet above normal. Category Three Hurricane Winds of 111 to 130 mph. Damages to include: low-lying escape routes located inland will be cut off three to four hours before the center of the hurricane arrives; mobile homes destroyed; some structural damage to small buildings; serious coastal flooding; storm surge 11 to 12 feet above normal. Category Four Hurricane Winds of 131 to 150 mph. Low-lying escape routes located inland will be cut off three to four hours before the center of the hurricane arrives. Major damage to lower floors of buildings adjacent to shorelines due to wave battering and flooding. Collapse of roofs of many small residences. Storm surge 13 to 18 feet above normal. Category Five Hurricane Winds more than 156 mph. Low-lying escape routes located inland will be cut off three to four hours before the center of the hurricane arrives. Small buildings will be overturned or blown away. Extensive shattering of glass in windows and doors. Collapse of roofs of many residential and industrial buildings. Some buildings will collapse. Storm surge greater than 18 feet above normal. Storm Surge An abnormal rise in sea level accompanying a hurricane or other intense storm. A surge may be up to 20 feet high.

5 Pre-Hurricane Season Planning At least 60 days prior to the beginning of hurricane season (June 1 st ), it is imperative that each and every Association Member prepare a hurricane plan for their entire household - an outline that specifies what every member of the household will do before, during and after a hurricane. General guidelines for preparing your hurricane plan are as follows: 1. Gather a two-week supply of all items listed in Attachment F - Suggested Owners Hurricane Supply Checklist. 2. Make arrangements in advance for where your household will stay during a hurricane - at home, a friend's home, a shelter or a hotel. Make arrangements for a back-up location as well. Make sure everyone knows the location, address and phone number. 3. Ask anout-of-town relative or friend to be your emergency contact, and make sure everyone knows that person's phone number. Tell your contact person where you will be during the hurricane. 4. Make arrangements for those with special needs and register with county. 5. Complete Attachment E - Evacuation Assistance Form for residents/owners who need assistance during a mandatory evacuation order. 6. Practice and review your plan. 7. Determine in advance who will move your vehicle and/or where the vehicle will be parked. will not be responsible for any damage done to your car by a hurricane. 8. Review service providers contact name and telephone numbers listed in Attachment J Service Provider Contact List. Insurance Before hurricane season starts each year, you should review your insurance coverage with your agent. For more information on insurance coverage, call Florida s toll-free Insurance Consumer Help line at , or Remember, Section (11) (c) of the Florida Statutes requires that each unit owner acquire homeowners insurance for those portions of the unit that are not covered by the Association s policy. Owners Responsibilities: Prepare your unit for a hurricane as follows: Find a hurricane caretaker who will be responsible for preparing your unit for a hurricane. Register your hurricane caretaker s name with the Property Manager. Close and securely latch hurricane shutters. Units without shutters must remove all furniture and decorative wall fixtures from any open balcony or lanai. (Note: Association documents provide that any furniture or accessories left on an open balcony will be brought inside by the Association and the owner will be billed ($100.00) for this labor). Units without shutters that have ceiling fans in their lanai must remove the fan blades. Unit owners must remove all furniture and decorative wall fixtures not firmly attached from the common area front entry to your unit. Close and firmly lock all sliding glass doors and windows. Place towels at the inside bottom of all doors leading to balconies and lanai to limit water intrusion.

6 Prepare for the loss of utility services. Clean bathtubs and fill with water in case water lines are damaged. Use this water for cleaning and to refill toilet as needed. Turn off water at master valve (if not already done). Aruba and Bequia vehicles should be moved to higher ground. Parking area near gatehouse is one possible location. Put name, building/unit number and phone numbers on dash board. Elevators will be shut down when Hurricane Warning is issued. Elderly Residents Plan on taking care of yourself without electricity. Remember that the person taking care of you and your electrical devices may not be available right before and directly after the storm. If you are not available to do so, make other arrangements beforehand. If you are elderly, frail, or a person with disabilities and have friends or relatives that can help you with your housing and welfare, contact them now so that they can include your needs as part of their hurricane planning. They will need to include the time it will take for you to gather items you need and transportation time. Make a list of prescribed medications, and get a month's supply. You should also make copies of the prescriptions. If you normally require a special diet, make sure you take along three days supply of it in containers that will be easy to open. Transfer to a manual wheelchair if you are in a battery operated one. You may not be able to recharge the batteries. Make sure you are wearing an I.D. bracelet with your name, medications, allergies and contact information. If someone in your home requires special attention or medical care, contact your county's "special needs centers". Call the Emergency Management Center for instructions. Evacuation Planning Plan an evacuation route at the beginning of the hurricane season. When we receive orders that these buildings are in an evacuation area, ALL PERSONS SHOULD LEAVE THE BUILDINGS AS SOON AS POSSIBLE AND PROCEED TO SHELTERS OR OTHER PREDETERMINED PLACES OF SAFETY. Reminders: Fully fuel your vehicle prior to evacuation. Activate your personal emergency evacuation plan. Evacuate using your chosen route. It is best to stay at a protected dwelling inland within your county. If you live alone, consider "teaming-up" with a neighbor to work out an evacuation plan. If you must go to a shelter, stay tuned to the radio or television for shelter information - shelter locations may change. Owners must turn off your water (turn off all icemakers to prevent damage), empty refrigerators of all perishables and ice, remove furniture, etc. from the balconies and lanais, lock sliding glass doors. Remove any loose objects such as furniture, planters, vulnerable lighting fixtures that are outside. Owners are also responsible to secure their unit interiors. Have evacuation plan for pets. Turn off small appliances that are not needed. Prepare boats as appropriate. Get extra supply of cash.

7 Strongly consider the possibility of no electrical power or generator after a hurricane. Power could be off for weeks with no air conditioning, snakes, insects, mold, inoperable elevators, no water and emergency vehicles not being able to get through. If you choose to stay, you will be on your own. Post Hurricane Return to CTCA when public notification is given by Collier County Emergency Services that it is safe to return to the area and flooding in the area of the CTCA is not an issue. Be aware of possible downed power lines and other debris which may pose real dangers/hazard to you and your pets. Be careful walking outside; be on the lookout for wild animals in the area (i.e. snakes, raccoons, alligators, etc). Owners, please refrain from calling the Property Management Company. This drastically interferes with operations. We will call you after the storm with an assessment as soon as we are able. This may take at least two to five days. Check the website for updates. Pre-Hurricane Season Property Manager Duties At the beginning of each hurricane season (June 1 st ) the Property Manager must ensure that the following precautionary measures have been completed: 1. Review and update Hurricane Preparedness Plan including: Lists for Cove Towers Condominium Staff/Employees and respective Board members, and Owners, with: contact names, telephone numbers, addresses and addresses. Ensure Emergency Response Team (ERT) has a copy of the Hurricane Preparedness Guidelines and brief them of responsibilities and expectations. Emergency services contact list for: Collier County Emergency Services, Collier County Sheriff and other appropriate disaster assistance agencies. Confirm that Insurance Agent(s), Insurance Policies and contact information is complete, correct and available. 2. If applicable, enter into seasonal, annual agreements or at least make contact with vendors for possible post-hurricane emergency needs. This should include, but not be limited to, utilities, fuel providers and suppliers. 3. Emergency Generator: The seasonal check of the emergency generator should be scheduled before hurricane season to assure the emergency generator is fully operational and fuel is at capacity. If fuel is low, Property Manager must call fuel supplier and order the fuel delivery.

8 IN THE EVENT THAT A HURRICANE THREATENS COLLIER COUNTY, COVE TOWERS CONDOMINIUM ASSOCIATION, INC. HAS ADOPTED THE FOLLOWING GUIDELINES A. When the Weather Bureau announces that Collier County is under a Hurricane Watch (36 hours away), Cove Towers Property Management, resident volunteers (Emergency Response Team (ERT)) and Universal Cleaning Solutions (UCS) will: i ii Have a brief meeting to review the Hurricane Preparedness Guide, checklist and responsibilities Notify all residents/owners that the weather bureau has issued a hurricane watch by notice and announcement. iii Implement Attachment A - Hurricane Watch Checklist. iv Notify owners that are in residence, that they need to bring in all items from their balconies and lanais. Universal Cleaning Solutions staff will help with some heavy objects, but the staff will be getting the building ready so they can go home to their families and get their own homes prepared. B. When the Weather Bureau announces that Collier County is under a Hurricane Warning (24 hours away), Cove Towers Property Management and ERT will: i ii Notify all residents/owners that the weather bureau has issued a hurricane warning by notice and announcement. Implement Attachment B - Hurricane Warning Checklist. iii Residents/owners in residence should be making preparations to evacuate. Before you leave, please provide the office with a phone number of where you will be! C. When a Voluntary Evacuation is called for, Cove Towers Property Management and Staff must do the following: i ii Notify all residents/owners that all persons should leave the building as soon as possible and proceed to shelters or other places of their choosing. Notice will also be given that, at this time, police and fire departments will not respond to calls due to roads being blocked by debris, and for their own safety Post Attachment D Notice: Hurricane Evacuation on all elevator floors. iii Lock the vehicular entrance/exit gate in the open position, ensure all pedestrian gates are locked and ensure pool gates are locked. iv Ensure all automatic doors are locked and ensure that side doors into lobbies are locked, and ensure the pool restrooms and all other doors are locked. v The Property Manager and ERT must ensure that all residents have evacuated and/or have advised the Property Manager and ERT otherwise. vi When a Voluntary Evacuation notice is given and the building is secured, before dismissing the ERT and UCS staff, Property Manager must advise them of return to CTCA requirement after the hurricane is over.

9 D. When the Weather Bureau announces that Collier County Hurricane has passed, Cove Towers Property Management, ERT and UCS should: i ii Return to CTCA when public notification is given by Collier County Emergency Services that it is safe to return to the area and flooding in the area of the CTCA is not an issue. Have a brief meeting to discuss implementation of the post hurricane damage assessment plan.

10 POST HURRICANE DAMAGE ASSESSMENT PLAN CTCA Property Management, ERT and UCS staff, if required to evacuate, will return when public notification is given by Collier County Emergency Services that it is safe to return to the area. Upon return to the building, CTCA Property Manager and ERT will conduct an immediate building damage assessment. All storm related damages will be tracked using the Attachment H - Post Hurricane Common Area Damage Assessment Log and Attachment I - Post Hurricane Unit Damage Assessment Log identifying the location of the damage, emergency work performed, including the detailed information of the building area and/or unit number; this information and digital photo documentation of damages is critical to any future insurance cost recovery. During the initial Post-Hurricane stage, assessment of damages will be made at three levels: i. Level 1 Emergency Protective Measures - for immediate emergency repair to protect the property from further damage; ii. Level 2 Damaged Building and Equipment - repair work orders to be issued iii. Level 3 Clean-up/Return to Normal maintenance, debris clearance and removal of pre-hurricane securing tools, maintenance tracking. Once it is possible, individual actions items/work orders will be issued and prioritized by Level 1, 2, or 3. The Property Manager will assess what is working or damaged (i.e., lights, gates, landscape). Walk entire grounds documenting damages on Attachment H. Any damage to the common elements must be logged and a complete photo record will be made before any emergency protective measures and/or damaged building and equipment work is done. Property Manager or designee will enter each unit and inspect each unit for any Noticeable Damage; if damage is found; it will be documented on Attachment I with the Unit No., date, description and digital photo record. Property Manager or designee will attempt to call unit Owner to report findings. Note: Noticeable damage is visible, obvious, in plain sight (e.g.) broken glass and flooding which could affect any other unit. Property Manager Responsibilities: After the storm has passed, the Property Manager must do everything reasonably possible to protect property from additional damage. In the event that damage is more than minimal clean up, notify the Board of Directors and Insurance Company. As soon as practicable, contact Insurance Company to report the claim. If for some reason work must be performed on the building, aside from that which is required to prevent further damage, the Property Manager shall make a complete photo record of the situation before beginning such work. Call appropriate vendors to schedule clean-up and repairs. Update owners who have damage. Oversee all maintenance checks on building, equipment, units. Oversee clean up and returning the maintenance equipment to respective areas. Keep a daily log of events and maintenance checking, review daily.

11 Property Manager will update Board of Directors of post-hurricane recovery status on a daily basis, and immediately following a hurricane, then weekly or more often if needed thereafter. Property Manager will track all hurricane related expenses. Emergency Response Team (ERT) Responsibilities Assist Property Manager in evaluating the buildings situation in accordance with the Post Hurricane Damage Assessment Plan. Assist Property Manager with the notification of unit owners if there is noticeable damage in their unit via telephone or . Submit all documentation taken including photos to the Property Manager for safe keeping.

12 ATTACHMENT A HURRICANE WATCH CHECKLIST A. CTCA PROPERTY MANAGEMENT: o CHECK GENERATOR, ENSURE THE FUEL TANK IS FULL. o TURN OFF ALL BUILDING FOUNTAINS. o TURN OFF ALL IRRIGATION SYSTEMS. o ENSURE ALL VERTEX HANDHELD RADIOS ARE CHARGED AND READY o SUPPLY ONSITE 2-4 CASES OF BOTTLED WATER. o PLACE HURRICANE WATCH NOTICES ON BULLETIN BOARDS AND ON EACH ELEVATOR FLOORS o CHECK ALL UNITS TO ENSURE ALL SHUTTERS ARE CLOSED. UNITS WITHOUT SHUTTERS, ENSURE ALL LANAI FURNITURE AND DECORATIVE WALL FIXTURES ARE MOVED INSIDE THE UNIT AND LANAI CEILING FAN BLADES ARE REMOVED. ENSURE THAT ALL SLIDING GLASS DOORS ARE LOCKED. o CHECK ALL UNITS TO ENSURE THAT ALL COMMON AREA HALLWAY FURNITURE AND DECORATIVE WALL FIXTURES THAT ARE NOT FIRMLY ATTACHED TO THE WALL ARE MOVED INSIDE THE UNIT. o GENERATE A LIST OF UNIT OWNERS THAT ARE STAYING ONSITE. B. EMERGENCY RESPONSE TEAM: o OBTAIN VERTEX HANDHELD RADIO W/CHARGER FROM THE PROPERTY MANAGER. o PROVIDE TELEPHONE AND CELL NUMBER TO PROPERTY MANAGER. o ASSIST PROPERTY MANAGER WITH POSTING HURRICANE NOTICES. o ASSIST PROPERTY MANAGER IN CHECKING ALL UNITS TO ENSURE ALL SHUTTERS ARE CLOSED. UNITS WITHOUT SHUTTERS, ENSURE ALL LANAI FURNITURE AND DECORATIVE WALL FIXTURES ARE MOVED INSIDE THE UNIT AND LANAI CEILING FAN BLADES ARE REMOVED. ENSURE THAT ALL SLIDING GLASS DOORS ARE LOCKED. o ASSIST PROPERTY MANAGER IN CHECKING ALL UNITS TO ENSURE THAT ALL COMMON AREA HALLWAY FURNITURE AND DECORATIVE WALL FIXTURES THAT ARE NOT FIRMLY ATTACHED TO THE WALL ARE MOVED INSIDE THE UNIT. o DOCUMENT THE BUILDING AND UNIT NUMBER THAT REQUIRED FURNITURE OR DECORATIVE WALL FIXTURES BE MOVED INISIDE THE UNIT INCLUDING LANAI CEILING FAN BLADE REMOVAL.

13 o ASSIST PROPERTY MANAGER WITH GENERATING A LIST OF UNIT OWNERS STAYING ONSITE. C. UNIVERSAL CLEANING SOLUTIONS STAFF: o BRING ALL BENCHES, CIGARETTE URNS, GARBAGE CANS, AND PLANTERS INSIDE, AND STORE ALL RECYCLABLES IN STORAGE ROOMS. o BRING FURNITURE FROM POOL AREA; BEQUIA FOUNTAIN AREA AND CARIBE GRILL AREA INSIDE THE BUILDING STORAGE ROOMS. o BRING ALL ARTIFICIAL PLANTS FROM ARUBA AND BEQUIA 2 ND FLOOR AND CARIBE 3 RD FLOOR INSIDE THE BUILDING STORAGE ROOMS. o ASSIST PROPERTY MANAGER WITH MOVING OF UNIT FURNITURE AND/OR DECORATIVE WALL FIXTURES INSIDE THE UNIT INCLUDING THE REMOVAL OF ALL LANAI CEILING FAN BLADES.

CTCA PROPERTY MANAGEMENT: o CHECK AND SECURE FACILITIES ON ROOF, AND ENSURE ALL ROOF ACCESS DOORS ARE CLOSED o ENSURE THAT ALL MAINTENANCE ROOM DOORS ARE SECURED PROPERLY AND WILL NOT COME OPEN IN HIGH WINDS AND CAUSE DAMAGE TO THE EQUIPMENT INSIDE THE ROOM o ENSURE THAT ALL EMERGENCY STAIRWAY DOORS ARE CLOSED INCLUDING THE TRASH CHUTE DOORS. o PLACE HURRICANE WARNING/EVACUATION NOTICES ON BULLETIN BOARDS AND ON EACH ELEVATOR FLOOR. o TURN-OFF ALL AUTOMATIC DOORS. LOCK ALL DOORS IN THE LOBBY. o TURN-OFF POWER TO ALL OVERHEAD GARAGE DOORS AND ENSURE THAT THEY ARE IN THE OPEN POSITION. o TURN-OFF POWER TO THE CTC GUARDHOUSE GATE AND ENSURE THAT THE GATES ARE IN THE OPEN POSITION. o LOCK THE CTC GUARDHOUSE DOOR AND TAKE DOWN FLAG. o PUMP WATER OUT OF THE POOL (LOWER POOL WATER 6 TO 10 INCHES, TURN PUMPS OFF, ADD EXTRA CHLORINE), TURN-OFF SWIMMING POOL PUMPS, AND TURN OFF MAIN BREAKER. o SHUTDOWN ALL PASSENGER ELEVATORS TO THE 7 TH FLOOR AND TURN OFF POWER IN THE ELEVATOR ROOM. o BACK UP AND SHUTDOWN COMPUTER. o GET A LIST OF WHERE EVERYONE IS GOING AND THE EMERGENCY PHONE NUMBERS. o PROPERTY MANAGER SHALL GATHER THE FOLLOWING ITEMS: Hurricane Preparedness Plan Vendor Contact List Declaration(s) of Condominium Computer hard drive back-up Roster of all unit owners

EMERGENCY RESPONSE TEAM: o ASSIST PROPERTY MANAGER WITH ENSURING THAT ALL EMERGENCY STAIRWAY DOORS ARE CLOSED INCLUDING THE TRASH CHUTE DOORS. o ASSIST PROPERTY MANAGER WITH PLACING HURRICANE WARNING NOTICES ON BULLETIN BOARDS AND EACH ELEVATOR FLOOR. o ASSIST PROPERTY MANAGER WITH GENERATING A LIST OF UNIT OWNERS STAYING ONSITE.

IS CURRENTLY A CATEGORY HURRICANE, WITH WINDS OF MPH. THIS COULD CHANGE AT ANY TIME. CTCA MAY BE SUBJECT TO A MANDATORY EVACUATION ORDER, PLEASE MAKE ALL APPROPRIATE EVACUATION ARRANGEMENTS AS QUICKLY AS POSSIBLE. CTCA MANAGEMENT, ERT AND UCS STAFF ARE DOING EVERYTHING POSSIBLE TO PREPARE THE BUILDING FOR THE HURRICANE AS WELL AS FOR POTENTIAL EVACUATION. IN THE EVENT AN EVACUATION ORDER IS ISSUED, ASSOCIATION RESIDENTS AND/OR GUESTS WILL HAVE NO MORE THAN 60 MINUTES TO EVACUATE THE BUILDING BEFORE THE ELEVATOR POWER IS SHUT-OFF AND THE ASSOCIATION MANAGEMENT, ERT AND UCS STAFF LEAVE THE PREMISES. PLEASE BE ADVISED THAT: 1. BUILDING MAY LOSE ALL ELECTRICAL POWER DURING THE HURRICANE 2. LOCAL EMERGENCY SERVICES DO NOT HAVE TO RESPOND TO CALLS 3. BUILDING MAY LOSE WATER SERVICE ASSOCIATION MANAGEMENT STRONGLY URGES ALL ASSOCIATION RESIDENTS AND/OR GUESTS TO COMPLY WITH THE MANDATORY EVACUATION ORDER. THE MANAGEMENT OF CTCA CANNOT ENSURE THE SAFETY OF ASSOCIATION RESIDENTS AND/OR GUESTS WHO CHOOSE NOT TO EVACUATE THE BUILDING, AND THOSE WHO REMAIN DO SO AT THEIR OWN RISK. ASSOCIATION RESIDENTS AND/OR GUESTS WHO CHOOSE TO STAY IN THE BUILDING MUST NOTIFY THE PROPERTY MANAGER SO THAT HE OR SHE CAN NOTIFY THE AUTHORITIES ACCORDINGLY. 19 ATTACHMENT F SUGGESTED OWNERS HURRICANE SUPPLY CHECKLIST HURRICANE SUPPLY KIT CHECKLIST (maintain a two week supply for each person in your home of each of the following items): Baby Supplies: Food Supplies: Medical Supplies: Other Supplies: Personal Items: Formula, bottles, powdered milk, jarred/canned baby foods, diapers, towelettes and special medications. Purchase foods that require no refrigeration and little preparation such as: ready-to-eat canned food, canned juices, milk/parmalat, soup, soft drinks, instant coffee/tea, lots of ice (you can freeze your water supply). First aid kit, rubbing alcohol, aspirin, non-aspirin pain reliever, anti-diarrheals and antacids, extra prescription medication (especially for those with heart problems and diabetics). Ask your physician or pharmacist how to store prescription medication. Wind-up or battery-operated radios, flashlights, nonelectric can opener, extra batteries, ABC-rated fire extinguisher in a small canister, portable cooler, absorbent towels, plastic trash bags, wind-up or battery operated clock, extra set of keys, screw driver, hammer, photocopies of prescriptions, photo identification, proof of occupancy of residence (utility bills), medical history and information. Toilet paper, towels, soap, shampoo, personal and feminine hygiene products, denture needs, contact lenses and an extra pair of eye glasses, sun protection and insect repellent Water: A minimum of seven gallons of water per person (1/2 gallon for drinking and 2 gallons for bathing, tooth brushing, etc.).
