1 President s Report October 2017 Want to thank our Mgr. Denise Wills along with our Team at Forest Lakes for all their work in cleaning up the debris caused by Hurricane, Irma. As you return you will see that the parking lot across from the Clubhouse is now free from debris. I also want to thank all those who attended our Board Meeting in October. I know it was a lengthy meeting, but we had much to cover, thank you all for your patience. First, I would like to address the Proxy that is before you regarding your vote toward Reserves: Florida Statue 718 states Full Reserves we are voting for Partial Reserves with a Yes vote as suggested by your Board of Directors. If you look at your budgets, you will note that the Common Budget has reserves in it; Some of the Phases do not have reserves in their budget but you will be still voting yes on Partial Reserves as it deals with Commons. If you vote no you will be supporting Full Reserves. In some Phases you will be voting yes for Partial Reserves for both your Commons as well as your phase. Please look at your budget and support Partial Reserves with a Yes vote. This was prepared by our Legal Dept. as it was not correct in the past. It is extremely important to get your Proxy into the office prior to the Member s meeting on November 16, 2017 at 3:00 P.M. We need to get more than 51% in each phase in order to establish a quorum. Thank you. There have been some questions as to whether or not the office staff can count the proxy. The answer is, Yes. This is not like an election where we must have an Election Committee. Mary is verifying the signatures as well as whether the party is the registered voter for the unit and then puts them in separate folders per phase. She can deliver the count at the Member s meeting. We will request our Election Committee, as always to count the votes for the Election in February. Hopefully this clarifies the procedure for the community. Changes are good. Many have asked whether the Florida Rooms and Screened lanais are covered under FLCA Master Insurance. The response is No. The Association has no insurable interest in any of the add ons per the Insurance Adjuster. If you live in a 3 story and have extended your living space into the screened Lanai it is not covered per the Master Insurance policy of the Association. This along with the Villas extensions would be covered under your Homeowner s Policy. Due to the damage done by Hurricane Irma, the phases will not be meeting the deductible as it is 5% of the Assessed value of each building. Therefore, the Board will be discussing the ways of paying for the damage i.e. Assessment, borrowing from the Phases equity or borrowing from the line of Credit at a meeting tentatively set for December 14 instead of December 21 st due to Holiday. We will need to establish a figure for the Assessment in each phase as the bills are being paid out of operating account now and we will need to reimburse this account. This may be an appropriate time to check with your Homeowner s insurance to see if you have coverage HO6 for $2,000 toward any Assessments charged by your Association because of Hurricane Irma. We are pleased to say that the North pool was officially opened on Friday, October 27, 2017 and I got a chance to swim in it before I left for home. There are a couple of items to be done like connect the gas heater to the pool, light in pool is not working, rail into pool loose and the heater to the shower is not connected. They should be finished shortly. All and all everyone on Friday has made nothing but positive comments on how beautiful it is, more deck space, love the selection of pavers, tiles, etc. Florida Pool Professionals did an excellent job!!
2 Last week Elias Painting has begun to paint Phase IV. We have rec d many compliments on the color of the building along with the contrasting black shutters. It really looks nice. What an uplift after all the Damage. On another note, I learnt today that the permit for the South Pool is ready to be picked up. They will be contacting Locator to mark out utilities at the South Pool and then will be moving the left-over pavers from the North Pool to the South Pool. Once Locator has marked the utilities, construction will begin. Many of the Villas have broken tiles and caps. I will include in my report the list of the buildings in each phase. Patience is a virtue that we all need now. Roofers are so busy, and materials are in demand creating shortages. We are very fortunate as Luis has made temporary repairs to the roofs till we can get someone out to provide us a figure for the cost of repairs as well as making the repairs. We do have one building which has a hole in the membrane which has a temporary repair, thanks to Luis and I am pleased to say during the rain storm on Saturday, no water leaked into the Villa from the hole. On Thursday, we had a leak in a water main in building As a result, we met with a company who offers pipe splitting as a source of making repairs to this line. Denise, Luis, & I attended the meeting with the vendor in person while we had Bob on a conference call. Thoughts & options for future repairs. Today, November 1, the excavator has been delivered to FLC and they started their excavating the roots of mature trees which have fallen. There were two major concerns, the first being 1018 which roots could pose a threat to the major water line. I am pleased to say that you have a valuable maintenance man that knows our grounds inside and out and was aware of this. Also the successful removal of the Roots under 1084 (3 story) which has undermined the slab foundation. They carefully removed the roots today and Spectrum has made final assessment and proposal for repairs to be done on Once the proposal has been accepted by FLCA Board, the Engineer will apply for the permit from Collier County so that the work can be done, time is of the essence. On Monday evening we had a car fire at nothing was damaged other than the car thank goodness. We are still in a holding pattern waiting for the permit to begin the Lintel repairs at 1057 as well as the railings and screens that were damaged because of Hurricane, Irma. We will be holding a meeting tentatively on Dec. 14 th to discuss the possibility of Assessment rather than borrowing from our Equity line of credit which will incur interest fees. There may be options avail, borrow from phase equity, Assessment based upon current damage/bills paid as we are not making our deductibles in any of the phases. Keep in mind, it may be some time before we have all the bills associated with the Hurricane due to Vendors availability (like the roofs in Villas) as well as the Clubhouse. People will be returning shortly. We are asking all Owners & Tenants to come into the office with their vehicle registration for our files. They will be given a parking sticker to apply to outside of the rear window, indicating your parking space. Tenants will also be requested to come into the office for their parking sticker which will indicate their space # and term of their rental (beginning and ending date). If you are not in your proper space, you will be subject to a tow at your expense. If you expect a guest that will be staying with you for any length of time, please request a guest tag for them as well. The parking stickers are in now and you can request one now.
3 Hopefully our coupon booklet will be mailed to you for your January payment but if not, you will receive your regular invoice in the mail and then you will receive a booklet for the remainder of the year. REMINDER: Please forward your mail prior to returning to FLCA as this is your official recorded Postal address and the only one we will be mailing to. Phase IV building painting has begun. The buildings have been pressure washed and they have patched cracks in building. The shutters have been painted black. Many have stopped to say how much they love the colors. Frank from Elias brothers has recommended painting the trash doors black as well at no extra cost to the Phase. It looks beautiful, will attach photos. By the time you return, our Employees here at FLCA will be wearing their new Shirts which will have Forest Lakes Condo Assoc written on them. This will identify them from the other workers on our grounds. Last note: Litestream will have a concierge service here at the Clubhouse to introduce Everything TV which is a new program. They will be in the Clubhouse from 9-12 on the following months and Will be serving coffee and doughnuts: January 12 th, February 9 th, March 9 th, and April 13 th.
